BRADY, DILLARD AND RUTHERFORD USED THEIR CLOUT AS STATE LAWMAKERS TO GAIN EDGE FOR POTENTIAL U. OF I. ENTRANTS

“The politicians have been named as part of an investigation by the Chicago Tribune into the use of clout in the admission process at the state’s flagship university. … Others on the list include: state Sen. “…University logs obtained by the Tribune show that Dillard’s name was tied to seven students on the clout list since 2005.” [Chicago Tribune, Bill would fire beleaguered U.ofI. trustees, 7/16/09]

Considering his alleged involvement in the Walter Payton College Prep clout scandal, that’s pretty rich.

*** UPDATE *** From Sen. Brady’s campaign…

Senator Bill Brady, Republican candidate for Governor, released the following statement today regarding reports of Bruce Rauner’s clouting of his daughter into Walter Payton College Prep School in 2008:

“Again we see more evidence of Bruce Rauner’s attempts to wield his clout through his checkbook. It’s more political insider pay-to-play we don’t need or want in Illinois.

Clouting his daughter’s admission to a prestigious public magnet school and following up with $750,000 in donations to the schools smack of insider politics that stain the integrity of our party and strain the trust of Illinois citizens.

Political clout, favoritism and preferential treatment, as the Chicago schools’ inspector general found, have no place whatsoever in government today, and they will not in my administration.

I asked for answers from him yesterday, and I’m asking again today.

We don’t know all the answers, but we now know that Mr. Rauner followed up clouting his daughter’s admittance to Payton with contributions many times larger than the household incomes of most Illinoisans.

We know that GTCR, Mr. Rauner’s firm, got a $50 million investment in state pension funds when corrupt insider Stuart Levine sat on the Teachers Retirement System board and when Levine was also a $25,000-a-month contract with another company owned in part by GTCR.

That may be his way of doing business, but it’s not the way of business of Illinois and Illinois voters.”

As the Rauner camp points out, Dillard wrote 7 letters and three were admitted. That’s not the explanation Dillard gave today.

The difference between Dillard/Rutherford/Brady “clouting” someone into an elite public school is that Rauner clouted HIS OWN CHILD into Payton Prep! I see no evidence that Dillard/Rutherford/Brady clouted family members into U of I.

    There is a big difference between using Chicago clout for your own family and trying to make sure your constituents receive the same benefits that every other legislator in the state was doing for the people they represent. This was accepted practice for the General Assembly until it was stopped.

    I’d say this line of attack is a mistake by the Rauner campaign. It keeps the spotlight on the clouting of his daughter, which is clearly worse than legislators recommending constituents, and Rauner is the one running as the goo-goo, the white knight. The allegation hurts his campaign and its message worse than it does the others, who haven’t claimed the outsider title. The campaign seems to be severely off message right now, reeling, unsure of how to handle the situation they’re in. I’m not yet ready to say they’re imploding, but if this keeps up… (keep it up!!!)

    When you are claiming to be an outsider running to rid us of the horrors created by career politicians and you have to issue a press release saying in essence “but, but, but the career politicians did it too” you are pretty much conceding defeat on both the “clout” and the “career politician” issues.

    Rauner doesn’t seem to understand that he’s got a ton of money and that money buys certain power.

    The press is talking about the clout issue.
    Rauner can respond, but when he does his response is weak.

    Or he can simply go up with ads that change the subject.

    With his money, I would be up with ads ripping his opponents for things like the failure to pass workers’ comp or tort reform. The fact that they may have supported it doesn’t matter.

    “Bill Brady has been in office for 20 years, but IL still has some of the most anti-employer workers comp laws in the country. . .”

    He has the money to change the subject.
    He doesn’t get that he doesn’t have to respond.

    Will the press talk about the checks? Sure, but they will talk about it more when Rauner keeps talking about the clout issue. The more he debates it, the longer it lasts.

    As OW has point out, there is a marked difference between writing a letter urging admission for a school that all applicants were entitled to attend, especially when there was no personal (familial) benefit, AND the situation where a spot opens up in a school at which HIS daughter was ineligible to attend and THEN he drops 3/4 of a MILLION dollars to support the mission of the school district (and school). Anyone who can’t see the difference doesn’t want to. And if Rauner’s best argument is “they suck too!” then God help us as we reelect Pat Quinn (with GOP votes)

    Mike, apparently you feel the need to wax literary in your press releases.

    Resist that urge.

    Get your guy out in front of the cameras to take the shots at his opponents. He’s the one who needs to show whether he can mix it up, not you.

    It’s a sign of weakness to try to get tough with a press release, and an even bigger sign of weakness to hide behind your flack.

    How will the media cover this press release? IMO- Much of State media has, so far, given Rauner favorable treatment.

    I am still on the fence about Peyton Prep resonating with GOP voters. This move by Rauner now moves me closer to OW’s thinking.

    Making a call on behalf of a constituent may be a form of clouting, but constituents expect their local representatives to have clout when it is used to help constituents and their District.

    An issue is taken when a person clouts at the expense of another. Rauner will never be confused with Robin Hood.

    There’s another issue here also. He clouted his daughter into a school that she wasn’t eligible to attend. He didn’t just use his influence to get her to the top of the list, he also lied about where she lived.

    Well the question is what did the three do or not do… Years ago I had a friend who never heard back from U of I, he later discovered (so he says) they lost his application.

    His folks called our state rep (I have no idea who it was) and he supposedly looked into it (I suspect made a phone call) asking a question about someone isn’t the same Bruce as asking to let someone in… Not even close.

    But it is I suppose the only counter attack he has.

    Right or wrong, U of I government relations representatives encouraged legislators to provide recommendations as a part of a standard operating process. This was knowingly supported by the top University administrators. Legislators (with a few exceptions, and not these Governor candidates) believed they were engaging an approved system of ethical behavior on behalf of constituents. Rauner, on the other hand, behaved in an under-handed way by going over the head of the local principal and clouting his family member in by forcing the matter with superiors. Tough, cruel and absolute.

    Salvos are forgotten either when they are replaced by something worse about the candidate, or the candidate compensates with significant, offsetting positives.

    Worse will come out about Rauner — the dishonest “nice guy” act from this guy will encourage those abused by him to come out.

    Bloomburg was an example of someone who replaced the negative salvos associated with his wealth with positives — sound 2-way discussion of proposals for NYC and third-party tales of his good human works.

    Rauner is unwilling to discuss anything, much less present and discuss positive proposals. And good works? It looks like he is all self-serving. Beware the negative story trend — just look at how Giulianni was taken down so quickly when sequential negative tales came out about him.

    When did Rauner send the check? I have heard it was a few months after his daughter was accepted? Is that true? If so, anybody ever have a kid in private school? That compares to our check for $200…. If it sticks, so be it. I think the devil is in the details. What I am certain about, he needs to take questions. If the check was later, say. If not, the others may have found something. Every Rich guy writes a check to get into a good college. If she was already in. Say. If not, the voters will decide.

    Will you plan to check the stats for Union Primary influence?

    I think it would be interesting to compare counties where Prevailing Wage laws are in effect against counties that do not have the same wage requirements.

    I don’t think that the politics of the current 3 will stick to Rauner. I do think that the Unions will mobilize in the Northeast of the corner. The question is who will they punch?

    I’m wondering if Rutherford is the union choice?
    Would be Rutherford be better for unions with the position he took in Dec.? If Madigan and Quinn have pushed the Pension reform, maybe it’s time to put a Governor in place that would keep the constitutional promise of pensions?

    Could this statement be a quiet signal that union support in the primary/general has been secured?

    I still like Rauner, but DR is awefully quiet. Any Press is good press when you’re looking to build brand and name recoginition.

    I still think by Feb. 15th clout will be a
    non-issue in the primary and it will come down to Pension reform, income tax rate, and the state debt. I think those 3 topics will become the focus as the debates draw the media. The clout issues will be resolved by the first debate and each camp will have the talking points. The first candidate in second debate to bring up clout will be the candidate with the lowest number of votes in the primary. IMHO.

    An interesting point in the Rauner Payton Prep Clout scandal is that what Rauner did could be deemed a criminal act. Illinois statutes prohibit parents from claiming that a child is a “resident” of a district unless both the child and the parent are indeed bona fide resident of that district. For example, a person who knowingly enrolls a non-resident child in a public school is guilty of a class C misdemeanor; a person who presents to a school district false information about residency to enable that pupil to attend any school in that district commits a class C misdemeanor. Maybe it’s time for Anita Alvarez to start investigating. If Lord Bruce and his daughter weren’t BOTH bona fide residents of Chicago, then a crime most likely took place.

    Oak Park River Forest puts you through the ringer these days to prove residency. Go to the school, in person, with all your paperwork, interview with school officials then Oak Park detectives.

    And this was for my kid just moving up from an Oak Park middle school.

I don’t like to see children’s lives brought into the muck of a political campaign, Rauner has unfortunately caused his child to be brought into this through his heavy-handed intervention.

    OPRF sued a couple of village condo owners for back out-of-district tuition costs and kicked their kids out of school for allegedly living in Chicago.

    Mind you, these were folks who owned property in the village and paid property taxes.

    Maybe Rauner’s quarter million contribution to Payton solved that residency problem.

    BVC had the chance to let min wage cycle out, assess, and replace it w something favorable to him. Instead, he jumped into the mud and gave new life to clouting. He underestimated the blowback. He is allowing negative “a hah” moments to fester among primary voters.

    I said from the beginning, BVC would have trouble when faced w explaining any policy proposal of his, w 2 followups from knowledgeable questioners. He has to be scared spitless now, or should be.

    Next up: chgo bashing (mark brown is ready); his totally feel good stmts bout properly funded schools, bustling economy, high wages, less business regulation, security net for the (real) needy, and … Wait for it … Do away w the income tax increase.

    Dillard was the sponsor of the law which terminated the General Assembly scholarship program and the first person to call on Quinn 4 years ago to fire the U of I Board of Trustees for their abuses. The Chicago Tribune reported Dillard never questioned a decision by the admissions committee unlike Rauner who’s OWN kid was rejected then admitted because he used his clout to get her in!

    They should pay you more not to “help.”

    Rauner spent millions over the holidays, when no one was paying attention, to become the “frontrunner” in the eyes of the media.

    Careful what you wish for, daddio, because here they come.

    You got built up, now they’re coming to knock you down. That’s as predictable as the sun coming up in the east.

    As soon as possible, Rauner needs to have a full-blown press conference and stand there and answer every question until there are no more.

    Maybe, then, he can put Payton, Levine, Emanuel, Daley, Claypool, Rendell, behind him. Maybe.

    You can’t duck the press and rely just on paid broadcast. They’ll be insulted and eat you alive.

    It’s always been that way. Nothing personal, just business.

    Word: Rauner bought a condo in Chicago after she was admitted, but before the school year started. He didn’t sell it until after she graduated. He was paying taxes to CPS for the whole 4 years she was at Payton, so that doesn’t distinguish the OPRF cases.

    Now, it’s likely neither of them were actually living in the condo, and iirc he made a large profit at the sale, but it’s very doubtful he was renting the place to a 3d party, and he at least set up a colorable residence.
