Rauner: “Step down” the tax hike

Thursday, May 8, 2014 - Posted by Rich Miller

* I thought about putting this in the post below about another temporary tax hike extension but wanted to wait until I heard back from the Bruce Rauner campaign about his statement yesterday regarding the tax hike. Sun-Times

“I’m very much against keeping the tax hike permanent,” Rauner said. “They promised it would be temporary. We’re going to have a plan we’ll be coming out with soon on how to step that back down, all the way down.”

So, does “step that back down” mean a phaseout? That would be more like what Toni Preckwinkle did with the hugely unpopular sales tax hike - phased it out over a period of years.

I’m pretty sure he’s said this before, but if Rauner was being accurate about his position yesterday, phasing it out is actually a far more fiscally responsible approach than just eliminating the tax hike outright in January.

* The campaign offered no further insight today…

Bruce has always said he wants to get rid of the Quinn-Madigan tax hike and comprehensively reform the tax code so it is pro-growth and fair to all taxpayers. That is still the plan.

“We’re going to have a plan we’ll be coming out with soon on how to step that back down, all the way down.”

How long have we been hearing this from the Baron? He’ll announce his plan soon. As of yet, after running for months in the GOP primary, he has not released a single plan to deal with any issue confronting Illinois. Cousin Brucie, will soon be here soon ?

  2. - Oswego Willy - Thursday, May 8, 14 @ 10:29 am:

I love that Royal “We”, lol.

I do like the phasing out part, so good on Rauner if that imaginary plan has that.

    “We” will see.

  3. - Rufus - Thursday, May 8, 14 @ 10:29 am:

So, Rauner wants to keep the tax for now. Can’t blame him, becoming Governor and losing 3 billion right away. It would be a rough first 6 months….

  4. - Langhorne - Thursday, May 8, 14 @ 10:31 am:

rauner wants to “comprehensively reform the tax code”. good luck w that. quinn always comes up w new spending, funded by closing loopholes, and it goes nowhere. what is a gratuitous loophole to one, is vital to another.

i am not saying we dont need to make drastic changes. the academics are full of ideas. just that big ideas take time and are hard to pull off.

  5. - Langhorne - Thursday, May 8, 14 @ 10:32 am:

“We’re going to have a plan we’ll be coming out with soon”

that is sounding more and more like the punch line to a drinking game. get it, punch line?

  6. - Walker - Thursday, May 8, 14 @ 10:36 am:

So no one, who can add and subtract, including the GOP candidate for Governor, thinks this tax increase should be removed immediately.

Rauner also made the point at the IMA luncheon, that he was in no way anti-union. He just loves those union folk. If he continues to change his positions, he might prove to be a good, solid Democrat after all.

  7. - Empty Chair - Thursday, May 8, 14 @ 10:38 am:

When is he going to get pressed on this “plan” that will be out “soon?”

  8. - Bogart - Thursday, May 8, 14 @ 10:41 am:

A sign he is more confident than ever of winning. He needs a smoother transition his first budget year.

  9. - MrJM - Thursday, May 8, 14 @ 10:42 am:

    “Step down” today.

    Bust Out” yesterday.

It’s getting tough to keep up with all of Rauner’s fancy dance moves.

    – MrJM

If Rauner presents an imaginary step down of this temporary income tax hike, it would be perfectly fitting since the money was supposedly raised on imaginary purposes of paying off our old bills.

The only thing not imaginary is our smaller paychecks, thanks to Quinn and Madigan.

  11. - Norseman - Thursday, May 8, 14 @ 10:48 am:

Don’t hold your breath waiting for this plan. Details spoil the narrative of a candidate who wants to be all things to all people.

  12. - Louis G. Atsaves - Thursday, May 8, 14 @ 10:49 am:

While everyone is demanding that Rauner comes up a plan to shrink the deficit and balance the budget without raising taxes and allowing the temporary income tax to expire, might one inquire as to what the Democratic Party or Quinn plan is after 12 years on the same subject? Or is the plan to have Rauner come up with something so it can be immediately ridiculed? Or if he truly is going to emulate the Preckwinkle plan, then is her plan subject to the same ridicule?

Let’s assume the temporary income taxes are allowed to expire by the House and Senate for failure to muster enough votes between the two supermajorities of the Democratic Party of Illinois. What is their next plan? What was their original plan other than to increase spending and increase taxes (yet again)? Or pass a pension “reform” bill which to me clearly looks unconstitutional and legislators and the next governor will soon again find that hot potato burring in their respective laps when the Supreme Court rules?

    Is not turnabout fair play?

  13. - Beenthereseenthat - Thursday, May 8, 14 @ 10:53 am:

During the 1968 campaign Nixon had a secret plan to end the Vietnam Nam war . We know how well that worked out.

  14. - Walter Mitty - Thursday, May 8, 14 @ 11:09 am:

People have asked what his plan is… He said it is coming… He is on the record now. Follow up’s will be asked and he better have the plan out. I for one see him as the adult in the room…Stepping in with a plan while the Governor and ruling party has none. They had a temporary tax hike to pay bills they didn’t… I wait patiently for his idea. He will have to deliver one now.

  15. - Demoralized - Thursday, May 8, 14 @ 11:10 am:

    @Louis:

Quinn laid out a plan with his most recent budget proposal. Let Rauner lay his plan on the table. I’d like to know what his plan is so I can evaluate the two and decide who I might like to vote for.

  16. - CircularFiringSquad - Thursday, May 8, 14 @ 11:54 am:

    Step down?????
Is that like cutting the min. wage or any of his other mumbo jumbo
Let’s focus on the need to interview Stu Levine

  17. - east central - Thursday, May 8, 14 @ 12:13 pm:

Not a bad move on Rauner’s part. And probably it makes sense to wait a few weeks to be specific.

Either the Democrats make the tax increase permanent within the next 3 weeks or Rauner campaigns with his plan going into the election.

Perhaps the most favorable option for the D’s is to pass their own step-down plan this month.

I guess it is MJM’s move.

  18. - funny guy - Thursday, May 8, 14 @ 12:25 pm:

You say you want a revolution…well you know…we’d all love to see the plan…

  19. - Joe M. - Thursday, May 8, 14 @ 12:38 pm:

The State shouldn’t even think about “stepping down” until it pays off its $100 billion pension debt, the bac kpay it owes to state employees, and the money it owes to vendors.

  20. - Yellow Dog Democrat - Thursday, May 8, 14 @ 4:45 pm:

I believe that Senate Republicans support a phaseout.

  21. - wordslinger - Thursday, May 8, 14 @ 5:35 pm:

–We’re going to have a plan we’ll be coming out with soon on how to step that back down, all the way down.”–

You know what “the plan” is going to be, don’t you?

“Cut waste, end corruption, run the state like a business.”

    Done and done.

I’m actually starting to feel sorry for the guy.

He’s entering the third act in life. He’s worked hard. He’s had a lot of luck. He’s enjoyed great success. He can do anything he wants.

And what he wants is to cynically muck it up in Illinois politics, to feed his ego, to get the big chair? That just seems warped and very sad to me.

To each his own. But if I had the means to spend $100 million to sooth my existential dread, it would not involve politics or Springfield.

I’m guessing the south of France, and clean water projects in Africa.

  22. - Just The Way It Is One - Thursday, May 8, 14 @ 5:41 pm:

And just how and where so easily, Sir Rauner, line by line, millions by millions, are we going to make up for all of that revenue to pay for all of Illinois’ obligations and debts, e.g. especially to our Children and their Education, for instance?!

Oh yeah–I forGOT YOUR plan for a minute there–right: by creating more corrupt, Ultra Greed-ridden businesses like the Rauner Model of perfection of GTCR in, for example, the rampant/widespread creation of abuse, neglect, and if you’re just plain unlucky, DEATH to little, old, innocent, helpless Senior Citizen Lady Residents in that Pentultimate Model of Fine Business practice–that’s right, Bruce–THAT’s what Illinois needs to “grow its’economy,” so says Raunerian Economics.

Oh wait–WHOOSH!! (That was merely the sound of that ice-cold bucket of water I had to pour over my head to brainwash myself again to actually TRY and believe such, what I THINK when I reflect clearly, is just UTTER NONSENSE…)!
