*** UPDATE *** Bruce’s daughter was admitted and enrolled in 2008. CPS changed the attendance factor in admissions in 2009. Here is a post about it:

From that story…

In light of the H1N1 virus that affected the attendance of a significant number of students, a notification was issued during the 2008-2009 school year stating that application procedures for Selective Enrollment and GEAP schools would be revisited this year in order to consider the extenuating circumstances. As a result, it has been determined that, beginning with the upcoming application process for the 2010-2011 school year, attendance will not be included in the criteria for the selection of students for Selective Enrollment High Schools, Academic Centers, and International Gifted Programs (formerly International Baccalaureate Preparatory Programs).

*** UPDATE 2 *** The Quinn campaign just called to point out that the attendance issue is a red herring. If you look at what Inspector General Sullivan said, you’ll see that the crux of this matter is that Ms. Rauner didn’t test high enough for admissions…

The bar was very high for white students. She tested very well, just not quite high enough to meet Payton’s standards.

And Rauner has been saying for months now that she tested well. According to Sullivan, she didn’t test well enough.

A top aide to Arne Duncan — who was then the Chicago Schools CEO and is now the U.S. secretary of education — even kept a log of calls he fielded about would-be admissions from politicians and others, including current gubernatorial candidate Bruce Rauner.

After that call from Rauner in 2008, the aide called the principal of Payton College Prep, who then admitted Rauner’s daughter — even though her scores didn’t meet Payton admission standards that year, and even though the “principal pick” process had not started, Sullivan said.

So the principal angle is off the table now as well.

* We all know that Bruce Rauner has changed his story about how his daughter was admitted into the high-performing, limited enrollment Chicago public school Payton Prep. Here’s Bernie’s story from January

Rauner told me in a Sept. 3 interview. She was let in through something called the principal’s list, he said, which at that time was available for 5 percent of admissions for those with “special circumstances.”

The clout part of this story includes an allegation that Rauner called ARNE DUNCAN, who was then CEO of Chicago Public Schools and is now U.S. secretary of education.

In that Sept. 3 interview, I asked Rauner:

“Did you talk to Mr. Duncan about it?”

“I did not,” Rauner responded.

* Rauner eventually admitted making that call. And he explained at the time that his daughter’s admission problem was due to poor attendance caused by ill health

Rauner admits making a call to former Chicago Public Schools CEO Arne Duncan to see how he could get his daughter into Payton, despite what he calls a middle school attendance record marred by illness. He says principals have some discretion in admitting a small percentage of students, and parents have a right to make an appeal like he did.

Back to Bernie’s story, which quotes Rauner’s spokesman

“So they … saw and spoke with Arne Duncan multiple times throughout the year,” Schrimpf said. “The exact date of when they might have brought it up, I don’t have that. But at some point, they said they were applying. … They knew their daughter had top grades, top test scores, but had the absences, and they wanted to go to Chicago public schools. So they inquired as to … if she would even have a shot at being admitted, and were told that she should go ahead and apply, and if she doesn’t get in via the first route … then she sounds like her situation is why the discretionary pool exists.”

* But that’s not what retiring Chicago Public Schools Inspector General James Sullivan found during his own investigation. IG Sullivan was on Chicago Tonight last night and here’s what he had to say

At the time there [was] a consent decree in place mandating racial preferences at the schools. Only up to 35 percent white students, 65 percent non-white students could be taken.

The bar was very high for white students. She tested very well, just not quite high enough to meet Payton’s standards.

Our investigation revealed that there was a phone call made to the CEO’s office by Mr. Rauner, and after that somebody in the CEO’s office called Walter Payton and his daughter was admitted to the school.

* OK, so her test scores just weren’t high enough. But were her attendance problems a factor? Nope

All students that were applying that year, 7th Grade attendance is no longer an element of the application process.

I don’t know what her score was in that 100-point range, but everybody was graded on the same scale.

    Who lived in Chicago with a Chicago recognized address?

    Did the Daughter, at 16 and attending Payton Prep, have a Winnetka or Chicago drivers license?

    I’m not a Rauner fan, but he’s done a really good job at improving on his speaking and also his pr and messaging efforts. You can see the difference and he’s clearly not a mckenna/oberweis type where he gets into this and he looks like someone who hasn’t been in politics for 30 years.

    I think the quinn campaign really needs to step up its aggressiveness on Rauner and to my shock they’ve really been slow in attacking and defining him. The obama campaign wasted no time at putting the plutocrat label on Romney and throwing him off balance and even the blago campaigns and quinn 2010 effort were really good at defining their opponents. Maybe quinn’s watching Jose Abreu or something instead of focused on this.

    Not a huge Rauner fan. But, I have to say I can’t blame the guy for doing everything in his power to ensure that his daughter is successful in life. I actually wish more parents would were so proactive in their children’s education.

    I’m not talking about donating millions or clouting their way way in. But just being more proactive as parents in regards to the importance of a good education.

    Rauner obviously recognizes the value and did everything he could to ensure that she got the best education available. Key phrase: the best education available. This is what parents should strive for.

    Clouting your Denied Daughter, over worthy children is not doing everything for your child, it is someone who wouldn’t take “No” for an answer at the expense of another child whose parent can’t call, continuously, Arne Duncan, to hurdle a child far more qualified, who actually lives in Chicago.

    Which parent, Bruce or Diana, had an Illinois drivers license with the Chicago address during the application, the denial, the Clouting, and the 4 years attending Payton Prep?

    Did the Denied Daughter’s first license say “Chicago” or “Winnetka” while attending Payton Prep?

    You’re really talking out your tukkus to imply that Bernie is in the tank for anyone.

    Here’s a general rule of thumb: when a slickster politician like Rauner is caught telling a bald-faced lie to a specific question, there’s going to be some follow-up.

    Tell the truth and you never have to worry about keeping your story straight.

    Guess we’ll see if this dog hunts this time. It’s come up on numerous occasions and I think the parental point of view is every parent tries to help their child as much as they can. They use every resource available. This one has been more of a bugaboo for me because New Trier and any great private school was easily within the means of this family. It might come down to the daughter’s heart being set on this school and the old man getting twisted by her desire to go there. And yep, I can relate to that too.

    Now, what makes him better able to overcome the challenges facing our state? That’s still an open question, given the mostly empty “Three Step Plan” he’s put out so far.

    1. This “I don’t know what her score was in that 100-point range” doesn’t make sense. There is a 900 point rubric, based on 7th grade grades, 7th grade ISAT/other test scores, and an admissions test. There isn’t a “100-point range”.

    That has NEVER been a requirement. You can apply to Payton while living in Hong Kong, with no prior connection to Illinois. The requirement is that you have a Chicago address *when enrolling*. I think it is *beyond* stupid that that is allowed, but that’s the rule. Brucey bought the big place on Randolph before the school year started, and that’s enough to qualify for anyone–there isn’t a “where you sleep” test in CPS, in most cases.

    Here is the “rub”, it’s literally the timetable of when it was done, why, and if it wasn’t done at all by the Guardians of an underage child, attending a Chicago school, with parents having a Winnetka drivers license.

    That is the “rub”.

    Also, I recall Phil Ponce asking Rauner about that drivers license too (Good on him!) so I would be very interested in those licenses, if/when they were changed (pre or post Denial), and what is that timetable.

    It’s about the timing, more than anything.

    The issue here isn’t that Rauner is some wonderful parent and doing everything he can do for his kid. Whatever.

    The issue is that by clouting in a daughter who didn’t score high enough, Rauner forced another kid — a deserving kid without a rich parent who could call Duncan — out. It’s not the “Bruce is a great guy, he’ll do anything for his kid!”

    It’s more like: “This dude bumped out a kid more deserving than his daughter. The only reason he could do that is because he was rich and had connections.”

    It’s a pretty awful story, actually — and is typical (IMHO) of the so-called 1% who insist on using their money to buy access that no one else has.

    I agree, but I wanted to be certain that YOU know that “at time of application” does NOT matter one iota. Because if you focus on the “address on application date” thing, then you give the Raunerites an out to focus on your factual error–it does not (and did not then either) matter where you live when you apply.

    Like I say, as a CPS parent, I *hate* that, but that is the actual rule.

    I agree with one of the “union bosses” who said that her union should not accept pension business from union haters like Rauner.

    Ok, back up a step and think about the goal of (1) the pension fund managers and (2) the PE fund asking for the investment. BOTH of them want to double the investment–the fund gets fat on it’s promote, and the fund manager looks great for delivering an 80% return.

    Now, assume that 80% return happens–what’s the effect on the state budget? That great return *reduces* the amount of tax dollars needed to go into the pension. So the hoped for outcome of the investment is desirable for *everyone* involved.

    To the extent that there was money changing hands from the PE Fund to the Pension Fund Managers and/or the politicians who appoint the fund managers, to influence their decision to invest with GTCR instead of Madison Dearborn, or Blackstone, or whoever, that’s a bribe, and is a violation of at least the spirit of the law. That’s a significant issue. But that Rauner may think that both (1) Unions are ruining the state and (2) having the union pensions invest in private equity, is not a genuine contradiction.

    It’s the tearing down a narrative that has been torn down multiple times, by Bernie, than bold face lying to Bernie…

    The collective Clouting, and the means and lengths to take a seat from a worthy child, (there are NOT infinite seats; any seat given, is a seat lost to another student, period. It is.) and if the scores on the test, which are now in question, and the denial, and the whole Chicago residency is all about “who you know and who can clout”, than having all the dates puts into focus how much of a Clouter Bruce Rauner is.

    Totally agree, if he’d told the truth and been up front about it. He didn’t and he wasn’t - he lied and tried to cover it up. That speaks to character and that’s a much bigger issue to overcome than trying to help a kid.

    Also, in a somewhat related vein, is it appropriate for a former school official to comment about a student’s test scores? If so where is that line, will it be ok to comment about a kids grades once they become an adult?

    Him commenting about her test scores makes me a little uncomfortable. I would like to think how a candidates child did on an 8th grade placement test is not something you share regardless of the context.

    But that’s me.

    Rauner has a second bigger legal problem with this episode, because he apparently claimed that he and his daughter were residents of the CPS District, while making contradictory claims regarding the New Trier School District. Falsely claiming residency is prohibited in the Illinois School Code, and exposes the parties to pretty severe civil and criminal sanctions.

    The principal could just as easy admitted a kid far more qualified.

    That is 100% true.

    Bruce Rauner, living in Winnetka, had his Denied Daughter admitted in a school she was not qualified to attend, to a finite spot from a worthy Chicago child, and used political influence to do it.

    For someone so upset, you seem willing to give loads of ways Rauner was “ok”, lol

    Um, not really, Chris. The school code limits enrollment in a school district to “residents” of that school district. School districts all over this state use the School Code to bar cheaters, like Rauner, who try to game their kids into a particular school when they don’t really reside in the relevant district. Get with the program, will you?

    For example, if I knew we were going to move into Chicago (lets say I took a job with the city) it would seem at best unfair and at worse discriminatory that my child could not attend a selective enrollment high school because of where they went to school the previous year.

    A suburban district that did that with a gifted/honors program for example would likely get in trouble.

    The selective admissions schools are in part a desegregation tool for CPS, there are some who feel that it has failed, but that is/was part of it’s intent.

    My older son just finished freshman year in high school at CPS, and so when he was applying for selective enrollment, it was not based on race. The slots for selective enrollment at that time were divided up as follows:
    –30% to the highest score (out of 900; explained by one of the previous commentators) who preferenced a particular SEHS, regardless of address in the city; then
    –the remaining 70% of slots are divided into 4 tranches, 25% to each of the 4 Tiers of the city. There are 4 tiers of census tracts, divided up by average income of residents of each census tract. Tier IV being the highest tier, average-income-wise.
    –Since there are more applicants to selective enrollment high schools from Tier IV, a Tier IV applicant who is not placed in the first 30% must have a score much closer to 900 than applicants in the other tiers.
    I speak from experience–my son tested well but had one B in algebra which subtracts 25 points from your score and so did not get in to any SEHS. He was a Tier IV applicant. We just happened to move in to a changing neighborhood 23 years ago, probably wouldn’t be Tier IV when we moved in, but it is now.

    And here we part ways on this issue, my friend (I say that warmly, not sarcastically).

    I do not like what Rauner did. But I believe he did it for his daughter, not himself. I also believe that despite our protests, many of us would become instant hypocrites in a similar situation. Is there anything we would deny our own children when it comes to the matter of their education or their future? I am not certain this tells us he is a bad guy so much as it tells us he is a caring parent who would do anything possible for his child just like most of us.

    Wally, I’m saying that Bernie isn’t normally an attacker at all, more an observer/commentator, and when he does criticize it’s fair and fact based. Has he flown off the handle a few times over the years? I suppose so, but I sure don’t remember any examples. I suspect (but don’t claim to know) that the whole SJR operation is pretty unhappy with Bruce Rauner right now, believing he’s treated them with disdain, but that’s person specific, not some agenda against Republicans in general.

    Steve, I can respect your comments, but respectfully disagree with your position. I think he goes after R’s with much more vengeance, drive and regularity.

    For grins, I will start tracking the articles. Maybe I am wrong, if so, I will say it. I doubt BR loses a minute of sleep thinking about the SJR or Bernie. He was likely not going to get their endorsement. Maybe Bernie rubbed him the wrong way early on.
