* Gov. Bruce Rauner sent an e-mail to state workers today…

Good Afternoon!

Yesterday, I visited a number of state agencies and hope to visit many more in the days and weeks ahead to begin a dialogue about how we can improve state services and drive value for taxpayers. I also want to look into how to reward state employees for developing good ideas that make government more efficient and effective, paying bonuses for exceptional performance, and find ways to allow you to keep more money in your pockets.

* In the video, a smiling governor says he not only wants to meet all state workers, but said he also wanted them to have “good, fair compensation with appropriate” benefits. “I’d like to find ways where you could be compensated with bonuses” for increasing productivity, he said, and added that he wanted to help them keep more of their “hard-earned money” in their own pockets (no union dues perhaps?).

    Once I take away your right to collectively bargain, you’ll get to keep your union dues! And once you don’t have a union, I can impose a crap health care plan that costs next to nothing! And then I’ll take away your pensions, so you’ll get to keep your pension contribution! More money in your pocket!

    The only negative I can see is if contract negotiations go bad later and Rauner says something during these meetings he may regret…

    Or…if collective bargaining issues arise and Rauner says something specific that could haunt him.

    Otherwise, really good move

    I heard the Governor went to the IDOT office and was well received. That agency has taken a beating the last 12 years under Blago and Quinn, so morale may be on the uptick there.

    That’s a good start to the employer/employee relationship. Neither of the previous two governors ever had a real plan for improving state government. To be successful, though, he is going to have to completely change the management culture in my agency. My co-workers and I stopped suggesting improvements a long time ago because we know there is no hope that those changes would ever be implemented. Developing a bonus program will only help if management is actually willing to try new things. That currently isn’t the case in my agency.

    Bruce was sweet enought to issue EO 15-10 bashing IDOT while he was at IDOT. Super classy move. I would say everyone was respectful of the office, not the man. His big move of the visit? Selfies for everyone!

    CMS used to give bonus awards for money-saving employee suggestions, but I don’t think that’s been active for some time. Towards the end, they wouldn’t look at a savings idea unless it was universally applicable.

    Visiting all the offices actually a pretty good idea for week 1. Visiting all the non-Springfield non-Chicago offices would be even better. Such as a a prison or 2 next week.

    I would think a lot of state workers remember that campaign ad when Rauner said he was going to ruin the CEO’s life. They better be ready to listen but also follow through. Otherwise who knows what action he will take against them.
