Snark consequences?

Tuesday, Jun 30, 2015 - Posted by Rich Miller

* Madigan’s spokesman said he didn’t know either way because he (Steve Brown) is not on the House floor at the moment…

With kindest personal regards, I remain

Sincerely yours…

…Adding… Brown just blamed the whole thing on a “GOP doorkeeper.”

“We’ll gladly let you back on the floor when you sit in our committee and actually answer our questions.” BTW, this should have been the caption contest…

Maybe they should hire some lobbyists?

  5. - Norseman - Tuesday, Jun 30, 15 @ 2:40 pm:

Perhaps the liaisons didn’t make an official written request to access the floor. Isn’t that how the administration wants legislators to request access to agency facilities.

  6. - thunderspirit - Tuesday, Jun 30, 15 @ 2:41 pm:

Most likely payback for Goldberg’s letter.

Equally as petty, to be honest.

But, are they banned for life?

And the tweet kept in the can today…Speaker Madigan is letting the governor’s office legislative liaisons run wild on the House floor.

    lol.

    I said it on the day Rauner raised his wrong hand and took the Oath;

LLs and Press Shop. The most critical hires.

The Press Shop taunts legislators in Tweets. Goldberg writes litters to Mock.

“Hey…hey… You like apples? I said, ‘you like apples?’. Your LLs just got banned from the House Floor, how do ya like them apples?”

    Embarrassingly pathetic.

  14. - JS Mill - Tuesday, Jun 30, 15 @ 2:47 pm:

=Except it’s not his house.= Right, but the speaker is the house leader.

Goldberg is in charge of what? I am not sure he is in charge of his own person right now.

Reminds me of when I was younger, popped off a couple of times with a wiseguy comment to someone more experienced. Might have felt good at the time but consequences can be not so enjoyable and are natural.

This ought to be a learning moment about civility and professionalism for everyone in Springfield. Not sure they have those down there though.

  15. - Norseman - Tuesday, Jun 30, 15 @ 2:49 pm:

=== Except it’s not his house. Just seems like it. Seriously demonstrates how much reality has been skewed over one guy’s tenure. ===

It IS HIS HOUSE until Rauner’s largesse can fund enough candidates to take it from him.

Frankly, there is no reason for the liaisons to be on the floor anyway. They can watch from the galleries or listen - like a lot of us are - on their speakers or PCs.

  16. - anon - Tuesday, Jun 30, 15 @ 2:50 pm:

He is busy posting on this board, that is why he is not on the floor.

  17. - Snucka - Tuesday, Jun 30, 15 @ 2:53 pm:

It’s not like the LLs were doing anything productive on the House floor to begin with.

  18. - ILPundit - Tuesday, Jun 30, 15 @ 2:54 pm:

Automatic access to the floor has been a huge huge tool for Constitutional officers over the years. However, several years back, access to the floor was limited to only the Governors office without specific, daily permission from the Clerk.

To have squandered that tool because one could not conduct themselves professionally is just unbelievable.

  19. - 47th Ward - Tuesday, Jun 30, 15 @ 2:55 pm:

Today it’s the House floor. Tonight I hear the Speaker is planning to ban them from Saputo’s.

  20. - Oswego Willy - Tuesday, Jun 30, 15 @ 2:57 pm:

Is this like “Nicky Santoro”? Rauner’s LLs are now in the Black Book?

Goldberg, “Let’s say, in the Press Box on the Floor, a reporter has one of ‘dem sanguishes I like, you know da ones, but to get it, I gotta go ON da House Floor to get it…”

  21. - A guy - Tuesday, Jun 30, 15 @ 2:59 pm:

Think of this: The Speaker is now in a squabble with Mr. Goldberg. That’s new territory.

  22. - Tournaround Agenda - Tuesday, Jun 30, 15 @ 2:59 pm:

I thought the governor’s people didn’t want to participate in the GA’s sham activities, i.e. anything that doesn’t break unions.

  23. - Juvenal - Tuesday, Jun 30, 15 @ 3:00 pm:

I am sure this has much more to do with the Governor’s Office refusing to testify.

You can’t expect to send liaisons to do your follow-up work on the floor if you aren’t going to bother to show up for hearings when you have an opportunity to be heard and answer questions on the record.

  24. - The Muse - Tuesday, Jun 30, 15 @ 3:00 pm:

Honestly, it’s a small diss that will barely be a blip in the news. We notice it because, well, we love this stuff. But let’s be real, all the public sees is partisan back-and-forth (i.e. more of the same).

  25. - Norseman - Tuesday, Jun 30, 15 @ 3:01 pm:

Here is the House rule on floor access.

    === (House Rule 30)
    30. Access to the House Floor.
    (a) Except as otherwise provided in these Rules, only the following persons shall be
admitted to the House while it is in session: members and officers of the General
Assembly; elected officers of the executive branch; justices of the Supreme Court; the
    designated aide to the Governor, except as limited by the Speaker; the parliamentarian;
majority staff members and minority staff members, except as limited by the Speaker or
Presiding Officer; former members, except as limited by the Speaker or prohibited under
subsection (d); and employees of the Legislative Reference Bureau, except as limited by
the Speaker. Representatives of the press, while the House is in session, may have access
to the galleries and places allotted to them by the Speaker. No person is entitled to the
floor unless appropriately attired. Only members of the General Assembly may use
telephones at the members’ desks. Smoking is prohibited on the floor of the House and in
    the House galleries.
    22
    NINETY-NINTH
HOUSE RULES GENERAL ASSEMBLY RULE 31
    (b) On days during which the House is in session, the Doorkeeper shall clear the
floor of all persons not entitled to access to the floor 15 minutes before the convening
time, and the Doorkeeper shall enforce all other provisions of this Rule.
    (c) The Speaker may authorize the admission to the floor of any other person, except
    as prohibited under subsection (d).
    (d) No person who is directly or indirectly interested in defeating or promoting any
pending legislative measure, if required to be registered as a lobbyist, or compensated by
an entity required to register as a lobbyist, shall be allowed access to the floor of the
House at any time during the session. The Speaker, or his or her designee, shall have the
authority to determine whether a person may be granted or denied access in accordance
    with this subsection.
    (e) When he or she deems it necessary for the preservation of order, the Presiding
Officer may by order remove any person from the floor of the House. A Representative
may be removed from the floor only under Article XI or XII of these Rules.

  26. - Postman - Tuesday, Jun 30, 15 @ 3:03 pm:

Come on with that letter. Goldberg=Schrimpf.

  27. - Oswego Willy - Tuesday, Jun 30, 15 @ 3:03 pm:

===Think of this: The Speaker is now in a squabble with Mr. Goldberg. That’s new territory.===

That’s only true if Goldberg sent the letter unapproved…

The ban is symbolic. If anything, it will either be tweeted about as a injustice to the Governor’s Office or to Goldberg.

    Cue the Schrimpf Tweet…

  28. - Bill White - Tuesday, Jun 30, 15 @ 3:06 pm:

Who knew Carhartt wasn’t appropriate attire.

Or maybe it was the Marlboros.

    . . .

No person is entitled to the floor unless appropriately attired. Only members of the General Assembly may use telephones at the members’ desks. Smoking is prohibited on the floor of the House and in the House galleries.

  29. - Amalia - Tuesday, Jun 30, 15 @ 3:07 pm:

lol, it was a sham order.

  32. - Wordslinger - Tuesday, Jun 30, 15 @ 3:09 pm:

Guy, I pondered it for a minute.

“Wow” isn’t really as insightful or as deep as you might think. But keep trying,

The governor can fill his sandbox however he likes, but I’m not sure what he thinks he gains with the juvenile tactics of Goldberg, Shrimpf and Trover.

Seriously, do they deliver what Sen. Kirk and others would call “gravitas?” That’s supposedly very important.

Their audience is limited to those under the Dome. It’s not like “Fox and Friends” is breathlessly covering their every bro-down.

  33. - One to the Dome - Tuesday, Jun 30, 15 @ 3:10 pm:

In te words of RUN-DMC: “Who’s House?”…”Mike’s House!”

  34. - siriusly - Tuesday, Jun 30, 15 @ 3:34 pm:

The Governor thinks the entire legislatin’ process is a sham and he does not like government at all - so he should have no problem with his overpaid “rock star” staffers being moved off the floor.

I think this move is totally justified and not even petty in the slightest bit. Goldberg and the Rauner team are behaving very unprofessionally. They think they are above the entire process of legislatin’ and budgetin’ but most of the other people in that building, including the GOP legislators, do take their work seriously and they behave professionally.

Goldberg’s antics are demeaning to him and the Governor. I wish him luck in the future. Luck finding another job that is.

  35. - Formerly Known As... - Tuesday, Jun 30, 15 @ 3:41 pm:

    The downward spiral continues.

With both sides acting so petty, this is no shock. Now it should not be shocking for the Governor’s office to ban some of the Speaker’s staff from a different location they control to even the score.

On this one, ponder it a bit more.

===I think this move is totally justified and not even petty in the slightest bit.===

And with that, the rest of the thought…is meaningless.

  38. - Oswego Willy - Tuesday, Jun 30, 15 @ 3:47 pm:

The Speaker stated the LLs were not allowed on the Floor, as it was a Committee of the Whole, not Session…

    So Goldberg didn’t get a “Nicky Santoro”…

  39. - mokenavince - Tuesday, Jun 30, 15 @ 3:48 pm:

The House is only for closers.

  40. - walker - Tuesday, Jun 30, 15 @ 3:53 pm:

No legislative liaison is admitted to the House floor without prior request and permission. An exception to that rule has usually been granted as a courtesy to one from the Gov’s office as a courtesy. It rarely occurs in any case, because there’s little for them to do then and there. Wonder what his mission was?

  41. - Pot calling kettle - Tuesday, Jun 30, 15 @ 3:54 pm:

Perhaps the LLs would be allowed on the floor to testify on behalf of some of the Directors…

  42. - Wordslinger - Tuesday, Jun 30, 15 @ 3:56 pm:

Guy, I can see why you’d aspire to the level of the Frat Boys.

If I recall, you’re a gravitas kind of guy. I’m sure they wow you.

  43. - walker - Tuesday, Jun 30, 15 @ 3:57 pm:

FKA: already been done weeks ago to Reps trying to communicate with agency directors. At least we read it here.

  44. - The Dude Abides - Tuesday, Jun 30, 15 @ 3:58 pm:

@Norseman, I had the same thought as you when I read this. The message is until you can act professionally and respectfully, you are banned from my house. @AGuy, don’t kid yourself, it is Madigan’s house. Most of the house rules that exist today were written by that man. Besides the house floor is no place for snarky frat boys.

  45. - Juice - Tuesday, Jun 30, 15 @ 4:02 pm:

Aren’t they technically in committee and not in session? I don’t recall liaisons being permitted to mingle among the members in 118 or 114 either.

  46. - A guy - Tuesday, Jun 30, 15 @ 4:03 pm:

    === Wordslinger - Tuesday, Jun 30, 15 @ 3:56 pm:

LOL. No, Sling, Frat boy is far from my sweet spot. Gravitas?? Only as it relates to very tough nerds. Those are more my guys.

But I could see you, off to the side, vaping and positing your great thoughts.

  47. - Wordslinger - Tuesday, Jun 30, 15 @ 4:10 pm:

Vaping? I don’t know what that is.

Is that a bro-down thing, before you represent the Governor of Illinois before the Illinois General Assembly?

You know, adults dealing with serious issues that impact millions of people?

  48. - Steve Brown - Tuesday, Jun 30, 15 @ 4:11 pm:

Actually I did not blame anyone, I just indicated the cast of folks involved. Upon further review, I am told the Administration already had 5 staffers on the floor. Not sure who picked who, but will let them work up their next answer.

  49. - Skeptic - Tuesday, Jun 30, 15 @ 4:14 pm:

A Guy: Why would it be ok to snark at a legislator and not a judge?

  50. - Just a lawyer - Tuesday, Jun 30, 15 @ 4:16 pm:

Why would the speaker of the house be on the floor at a time of finincial chrisis (of his own making?)

  51. - Formerly Known As... - Tuesday, Jun 30, 15 @ 4:16 pm:

walker - that is right! I forgot.

By my count, then Madigan still owes Rauner another one. Maybe a snarky letter from Steve Brown to even things up?

  52. - anon - Tuesday, Jun 30, 15 @ 4:22 pm:

I think there should be a Steve and Lance post only section—-Could be very popular!

  53. - Oswego Willy - Tuesday, Jun 30, 15 @ 4:23 pm:

    - Just a lawyer -,

When you have a point, try and make it. No one will stop you.

    - A Guy -,

    Check Amanda Vinicki’s Twitter;

The letter is on letterhead, with the name of Bruce Rauner, from the Office of the Governor.

On that letterhead, above the signature one of the Governor’s LLs, a Staffer decides to go so snarky, it’s difficult to see respect for the institutions of the Executive, the Legislative, the officers, anyone.

Respect for the institutions should always be a forethought before a signature of a Staffer is placed on a letter written on that letterhead, and to whom that letter is sent.

  54. - A guy - Tuesday, Jun 30, 15 @ 4:32 pm:

    ===Vaping? I don’t know what that is.

    Is that a bro-down thing,====

Maybe we could do a CF poll asking how many people know what vaping is vs. how many people know what the heck “bro-down” means.

    I think you invented bro-down.

  55. - One of the 35 - Tuesday, Jun 30, 15 @ 4:35 pm:

The fact that Madigan and others see it as “his house” speaks volumes in and of itself.

  56. - walker - Tuesday, Jun 30, 15 @ 4:36 pm:

FKA: I get your point. It’s petty and destructive no matter who does it.

If five Rauner LLs actually were on the floor, as reported, then this claimed slight might be of little consequence.

Such crap, especially when it’s whining delivered first to the press before even checking the substance, would bother me much less if only spokespersons were allowed to indulge. For other professional staff, it’s truly destructive.

  57. - A guy - Tuesday, Jun 30, 15 @ 4:37 pm:

    == Skeptic - Tuesday, Jun 30, 15 @ 4:14 pm:

A Guy: Why would it be ok to snark at a legislator and not a judge? ===

Dude, share with the class what conversation you’re referring to. Judge???

In the case of a legislator holding hearings with no guests? I don’t know. That might just qualify for snark on it’s own merits. The math issue highlighted does highlight a little issue there.

These dog and pony hearings are an insult to the millions of people concerned about serious matters. All the extra drama today…just icing on an ugly cake.

  58. - Oswego Willy - Tuesday, Jun 30, 15 @ 4:40 pm:

===The fact that Madigan and others see it as “his house” speaks volumes in and of itself.===

The leaders of the Chambers, like Boehner in the US House, the majority party’s controlling head is considered “in charge”.

In Illinois, they ain’t called the “Four Tops” for nothing. The leaders run the chambers.

    What’s next, shock there’s gambling at Rick’s?

  59. - Skeptic - Tuesday, Jun 30, 15 @ 4:43 pm:

“Dude, share with the class what conversation you’re referring to. Judge???” Co-equal branches of government. So, I ask again, why would it be acceptable to lip off to a legislator and not a judge?

  60. - Langhorne - Tuesday, Jun 30, 15 @ 4:44 pm:

    Deserved. Appropriate.

The frat boys are an embarrassment to the governor.
They obviously disrespect legislators and the process. So, the whole team of liaisons gets banned. More of a problem for the minority than majority. Someone should remind those bozos they will need votes

  61. - Politix - Tuesday, Jun 30, 15 @ 4:51 pm:

Why would Madigan mess with lil Bobby like that? Could it be because he walks around like he owns Illinois? Grow up and you can play with the big kids, Bob.

You’re correct, at least concerning the Repub’s that vanished from the chamber today. Perhaps they all went to the hearing this morning? Someone must have picked up all the bread crumbs that were left so they could find their way back?
