* The Daily Show comes to Oglesby…
The Comedy Central talk show has set its sights on the state’s budget crisis and unwillingness to pay lottery winners.
The show’s crew made their way to Oglesby on Sunday to interview Danny Chasteen, who won $250,000 on an Illinois scratch off ticket in July, and his girlfriend Susan Rick.
The Illinois Lottery has not paid Chasteen his winnings and has said they won’t be able to pay any winnings over $25,000 until a state budget is passed. […]
The day started when camera crews arrived between 11 and 11:30 a.m. The whole thing, including an interview at around 1 p.m., a makeover at JCPenney and a dinner, wrapped up around 9 p.m.
I’m hearing today that the Lottery may run out of money in the next week or so to pay off the smaller winners as well.

I don’t normally buy lottery tickets but it seems to me if there was a movement on the part of the public to avoid purchasing Illinois lottery tickets it might spur some action to finally get a budget?
- The Captain - Tuesday, Oct 6, 15 @ 1:51 pm:
You have to admit we are now running the perfect lottery, the mob should be jealous. We take all the wagers and we don’t pay out nobody.

Say it ain’t so. How will I ever be able to retire?

Yikes!
- Mama - Tuesday, Oct 6, 15 @ 2:01 pm:
No prize money = more lawsuits waiting to happen!
- Mama - Tuesday, Oct 6, 15 @ 2:02 pm:
“How will I ever be able to retire?” Save the money you spend on lottery tickets??
- Streator Curmudgeon - Tuesday, Oct 6, 15 @ 2:13 pm:
What they’re losing in business on the lottery, they’re more than making up on slot machines. In the little town of Streator, the addicts are on them all the time.

Actually, Chicago Outfit numbers-runners could be seen dutifully distributing winnings throughout their neighborhoods. The Outfit knew that for sales to continue, they had to pay out efficiently, accurately and promptly.
So there you have it. Sam Giancana’s numbers rackets had more credibility than the Illinois State Lottery under BVR.

New face. Same suffocating lameness.

They missed that option when Rauner and the Comptroller decided to pay state employees without a budget.
- Different Strokes - Tuesday, Oct 6, 15 @ 2:29 pm:
Another sore point with the Lottery is that the State awarded a contract to a consulting company to market the Lottery and revenues have actually declined during the deal.
- VanillaMan - Tuesday, Oct 6, 15 @ 2:36 pm:
My dad always said that your chances of winning the lottery are the same whether you play or not - now your chances are the same whether you win or not.
- Gumby - Tuesday, Oct 6, 15 @ 2:36 pm:
Not paying lottery winners is the perfect reverse business plan.
Code blue - crashcart needed - Illinois State Lottery needs life support. It’ll be hard to bring the patient back after this CC episode and Dr. Rauner’s Turnaround Treatment.
- Norseman - Tuesday, Oct 6, 15 @ 2:56 pm:
It would be funny if the Rauner campaign apparatus bought ads during that episode of the Daily Show.

Is it too much to ask for one of the superstars to do some ’splainin’ and question answerin’ on-camera?
Could it be Snrimpf? Please?

All it takes it a buck and a bad dream.

“I’m hearing today that the Lottery may run out of money in the next week or so to pay off the smaller winners as well.”
Where is the money? Paying for education? How do they pay the lottery winners when a budget passes or the court compels payment?
- Stones - Tuesday, Oct 6, 15 @ 3:58 pm:
Vman - bravo! Well said!
- downstate commissioner - Tuesday, Oct 6, 15 @ 4:19 pm:
Don’t gamble much, so don’t have much sympathy, but it is just another problem created by Rauner- Are the workers at the gambling joints unionized? That would explain a lot….
- sal-says - Tuesday, Oct 6, 15 @ 4:59 pm:
This should be fun.
- mrpapageorgio - Tuesday, Oct 6, 15 @ 7:32 pm:
If that means people can’t even get paid on their break even prizes; the politicians would be insane not to at least pass something that says the comptroller can pay lottery winnings notwithstanding a budget being in place. It would be insane to kill one of the state’s cash cows.
- Huh? - Tuesday, Oct 6, 15 @ 8:49 pm:
I hope Comedy Central goes easy on Mr. Chasteen. They can get a bit cruel to the unsuspecting interviewee.
- lost in the weeds - Wednesday, Oct 7, 15 @ 12:22 am:
The Illinois Lottery, where every player wins as much as the winners.

It’s awfully nice of the Lottery Winners to continue their protest against Speaker Madigan and the Legislators He Control’s failure to pass the Turnaround Agenda by foregoing their winnings.
