*** UPDATED x2 - Quinn response - Scripts *** Rauner launches two new TV ads

Posted in:

* “It’s Time”

Script…

The 2nd highest property taxes in America. And Pat Quinn wants to make his 67% income tax increase permanent. Pat Quinn he just doesn’t get it. Bruce Rauner has a plan to grow jobs not taxes. Repeal all the Quinn-Madigan tax increase. Stop corporate welfare giveaways. Freeze runaway property taxes and require voter approval to raise them. It’s time to turn Illinois around. Bruce Rauner, shake up Springfield bring back Illinois.

* “Ever”

Script…

BRUCE RAUNER: Pat Quinn raised taxes on everyone. Took about one full week’s pay from each middle class family every year. Now he wants to make it permeant. My plan will repeal the Quinn-Madigan tax, and get rid of corporate welfare, and no taxes on social security ever.

AD: Bruce Rauner

BRUCE RAUNER: I’ll freeze runaway property taxes. No more property tax increases without voter approval period.

AD: Shake up Springfield bring back Illinois

*** UPDATE *** From the Quinn campaign…

MISLEADING AD CLAIM: Bruce Rauner says he wants to let the income tax increase expire in January.

FACT: Here is a real headline from the Chicago Tribune: “Rauner opens door to higher income tax rate.” Rauner expressed openness to raising the income tax rate this year.

MISLEADING AD CLAIM: Rauner is suddenly opposed to taxing Social Security.

FACT: Bruce Rauner has said he is open to taxing retirement income earlier this year and to this day has not ruled it out. During a GOP primary debate on WTTW, Rauner said he wouldn’t rule out taxing retirement income, according to the Chicago Tribune. Rauner said he would consider every tax before making a judgement. Other GOP candidates immediately ruled out the tax. But not Rauner. [VIDEO - at 00:32:20]

(This is not to mention the fact that he himself used exotic accounting methods to avoid paying Social Security and Medicare tax.)

MISLEADING AD CLAIM: Bruce Rauner SAYS he wants to freeze property taxes.

FACT: First, the Governor does not have the power to freeze or raise local property taxes. Second, Rauner has proposed blowing an $8 billion hole in the budget that would decimate funding for public schools, which would leave local governments with NO CHOICE but to raise property taxes to protect funding for schools. The best way to reduce property taxes is by properly funding education. That’s why Governor Quinn has proposed viable property tax relief for homeowners in addition to properly funding schools to reform the system and reduce the burden on property taxpayers.

MISLEADING AD CLAIM: Bruce Rauner is now opposed to corporate welfare.

FACT: Rauner has benefited to the tune of hundreds of millions of dollars over the years from corporate welfare. A mere few examples include, PrivateBancorp, which received $244 million in federal bailout money and Zenta Inc., which received $8.5 million in corporate welfare from the State of North Carolina. Governor Quinn by contrast has proposed closing corporate tax loopholes that Rauner has been jumping through to give himself hundreds of thousands of dollars for his own financial benefit.

  1. How can you repeal something that does not exist after Dec 31?

    Comment by Person 8 Tuesday, Aug 5, 14 @ 10:21 am

  2. Offshore rauner, the poster boy of shady tax dodging bank accounts and corporate welfare wants to talk smack about taxes?

    Comment by William j Kelly Tuesday, Aug 5, 14 @ 10:24 am

  3. “Require voter approval” to raise taxes?

Yeah, that’s a great policy you’ve got there, Bruce. Given that most voters seem to think that if we make some painless budget cuts we can cut taxes significantly, that’s sure to end up well.

Also Bruce Rauner complaining about corporate tax breaks? I thought he was the business guy, and I thought business guys thought that reducing business taxes would create jobs.

On the day after the primary, I was about 80% sure I was going to vote for Rauner, with the 20% being not voting at all. I did not believe it was possible that I would support Quinn.

It seems like every time Rauner’s spoken since the primary, he’s driven people like me over to Quinn. Now I almost certainly will support Quinn.

I may be the exception though. There may well be people out there who hear this stuff and say yeah, Rauner is the guy to really crack down on those evil business interests that are destroying this state. I just don’t find it remotely credible.

  4. Well to the actual ads…

Not bad, B… Hits talking points are going to like.

Comment by OneMan Tuesday, Aug 5, 14 @ 10:30 am

  5. They are “B”s …

Factually, do we have referendum, as a state, to make the locals freeze property taxes?

I am sure calling the sun-setting income tax the “Quinn-Madigan” tax will help a “Gov. Rauner” work with Speaker Madigan…

The GOP votes needed to pass the “Rauner Tax” is increasing by every view, and the window of the “Rauner Tax” being passed AND signed by a Lame-Duck Quinn is shutting, locking, and now boards and nails are being “hammered” in place…

    Oh, they’re “B”s…

But governing and campaigning are two different animals and realities.

  6. ===How do you repeal a tax increase that does not exist after Dec 31?===

Worse, how do you then ask for it to be returned the next month? — as Rauner has said we will likely need, before phasing it out.

A lie to the public, by any standard. Unfortunately, not uncommon in political ads.

Comment by walker Tuesday, Aug 5, 14 @ 10:35 am

  7. Both a strong pass on the pass/fail scale. In the second one, interesting to hear it called the “Quinn/Madigan” tax increase. That could help a few legislators. They get the job done.

    Comment by A guy... Tuesday, Aug 5, 14 @ 10:38 am

  8. Solid “B” for both. Answered the “Social Security Tax” issue.

    Comment by Louis G Atsaves Tuesday, Aug 5, 14 @ 10:38 am

  9. It is breathtaking how disingenuous both sides are.

Comment by LincolnLounger Tuesday, Aug 5, 14 @ 10:39 am

  10. ===That could help a few legislators.===

Yes, well, that whole Fire Madigan strategy ended up giving Madigan a veto proof majority. So the few legislators this helps might just be Madigan’s.

I’m not a big fan of the 50-50 ads, that start off negative and then the lighting and music change as if we’ve entered a new day with the positive side of ad. I guess they’re effective because you see them a lot, but I don’t care for it.

Love the goofy shots of Rauner talking awkwardly into the camera and giving the thumbs-up with a group of kids. Those must have been long days for the television crew.

    Comment by 47th Ward Tuesday, Aug 5, 14 @ 10:42 am

  11. C+ looks like every other political commercial.

Comment by George Washington Tuesday, Aug 5, 14 @ 10:42 am

  12. And the “I will freeze property taxes. Period.” line could hurt the Republican brand for years, when it doesn’t happen. It is a powerful two-edged sword. It can drive folks to the polls, and then drive them to future hatred when it doesn’t happen. That promise is not one easy to forget.

Rauner must either be counting on not running again for this office, or already planning on blaming others for his failures to deliver.

Comment by walker Tuesday, Aug 5, 14 @ 10:45 am

  13. Saying you’re going to repeal something when it’s already going to expire and then saying you’re for extending it and now saying you’re going to repeal it. My head is spinning. But there’s pretty funny.

Comment by Larry the Cable Guy Tuesday, Aug 5, 14 @ 10:45 am

  14. ===That could help a few legislators.===

“Hey, it’s Bruce. You have to vote for my Income Tax increase now. Here is a list of your your fears, your weaknesses, your vulnerabilities I’ve been keeping…and you owe me…I don’t care you ran against the other income tax…”

    lol

Comment by Oswego Willy Tuesday, Aug 5, 14 @ 10:48 am

  15. Good ads. If I were an average voter I would eat the narrative up.

As somebody who has a lot more knowledge of the budget than the average person, however, I’d still like to know how Rauner plans to deal with the multi-billion dollar hole he is going to blow in the state budget with his tax plans. It’s nice to pander. It’s an entirely different thing to govern. His tax plans show an inability to do that.

Comment by Demoralized Tuesday, Aug 5, 14 @ 10:49 am

  16. To the average voter its believable. The “fist bump ” over the deli counter stands out. I give em both A’s.

    Comment by John A Logan Tuesday, Aug 5, 14 @ 10:52 am

  17. The social security bit was necessary, that negative Quinn ad was killing him with older folks.

Comment by Anon Tuesday, Aug 5, 14 @ 10:54 am

  18. “That promise is not one easy to forget.” Exactly right. Famously: “Read my lips. No. New. Taxes.”

Comment by Skeptic Tuesday, Aug 5, 14 @ 10:55 am

  19. The falsity of his statements aside, they are powerful and the ads would get an A for boldness and pointedness.

With the lazy, and trite production, they rate B- grades.

Comment by walker Tuesday, Aug 5, 14 @ 10:55 am

  20. I’ll give it a C+. Nothing new, nothing exciting, basically the same fake promises we get every year. The first ad was so boring I got sidetracked and had to start it over. I don’t see either of these swaying many people.

Comment by Jimmy Baseball Tuesday, Aug 5, 14 @ 11:08 am

  21. Rauner has developed a pretty serious pattern of lies, deception and hypocrisy. They play out in these ads. Say anything. Forget what I’ve lived and said before. Reasons he is more of a political snake than any other politician I’ve known. Running his campaign “like a business” and driving the stakes up. Playing to low information voters. Sad.

  22. shooting for homeowner`s under 65,thank`s for ss position, what about taxing pensions?

Comment by Anonymous Tuesday, Aug 5, 14 @ 11:13 am

  23. === no taxes on social security ever. ===

How about taxes on other retirement income???

Comment by Norseman Tuesday, Aug 5, 14 @ 11:17 am

  24. I agree with Tim. I’m consistently amazed by how brazen and cavalier he is with straight up lies that can be easily proven to be so. It’s so crazy it might just work though. I’m shocked that anyone can get away with this when information is so readily available. I guess most of the population is just lazy and stupid. Rauner’s counting on it.

Comment by Jimbo Tuesday, Aug 5, 14 @ 11:20 am

  25. I don’t think the GA has the power to freeze property taxes, even if such a bill passed and was signed.

Comment by Soccermom Tuesday, Aug 5, 14 @ 11:23 am

  26. –Good ads. If I were an average voter I would eat the narrative up.–

Pretty much sums it up. Unfortunately the vast majority of il voters aren’t taking the time to educate themselves about either candidate.

Comment by Mason born Tuesday, Aug 5, 14 @ 11:25 am

  27. Norseman, don’t worry, the only tax on other retirement income will be a 100% tax on state pensions lol. After all these pensioners are getting rich on their lavish pensions. How dare they not be independently wealthy like him, and instead they mooch off of a benefit they worked their whole lives to earn?

Comment by Jimbo Tuesday, Aug 5, 14 @ 11:26 am

  28. Not to even mention how Rauner feigns ignorance to employing TRS board member Stu Levine, the drug addled insider who he paid $25k per month and whose vote helped Rauner get millions inTRS business. Who is this guy kidding? Oh, most everyone it seems.

I give the ad an A in hypocrisy and an A in character deflection.

  30. more buzz word BS. no chance he will get these things passed.

no prop tax spending increase wout referendum? not even a buck? not even natural growth in assessments, or new improvements added to the rolls? great way to decimate local services.

say anything to get elected. then try explaining what happened to the tax freeze. this from the guy who promises to increase school funding.

Comment by Langhorne Tuesday, Aug 5, 14 @ 11:39 am

  31. what happened to the evil union bosses? corrupt legislators? havent heard anything about them in a while.

Comment by Langhorne Tuesday, Aug 5, 14 @ 11:41 am

  32. - Yellow Dog Democrat -,

    Just for the pure “fun” aspect;

How great would it be to be the Governor’s Office’s Legislative Liaison for a Governor Rauner?

Oh man, the meetings alone would be worth the headaches.

Comment by Oswego Willy Tuesday, Aug 5, 14 @ 11:42 am

  33. Already I feel like Rauner is stalking me. Please dear heaven, make it stop. Make. It. Stop.

Comment by Soccermom Tuesday, Aug 5, 14 @ 11:57 am

  34. “one full week’s pay from each middle class family every year.” - that’s a really good line.

Comment by Robert the Bruce Tuesday, Aug 5, 14 @ 12:43 pm

  35. Poor Flip…his ads talk about repealing his own tax hike…think about how hard that will be to explain
“Hey, it’s Flip. back in primary I promised to repeal a tax that will be off the books by the time I stumble into SPI. Well, like Thompson and Edgar I lied and want a higher income tax AND a sales tax boost too. But I claim a real estate tax freeze. Some say is it the booze, but in reality I just have clue about what is going on.”

Yes, well, that whole Fire Madigan strategy ended up giving Madigan a veto proof majority. So the few legislators this helps might just be Madigan’s====

Ah, Cuarenta Siete, They never did put enough into the whole fire Madigan theme last time. Few people knew who he even was out in the burgs. Now they know him a lot more. Rerunning that theme with some real money might disrupt that super majority. Good concept, poor execution on account or poor funding. Not so much this time. We’ll see.

    Comment by A guy... Tuesday, Aug 5, 14 @ 1:02 pm

  37. BTW 47, if it’s in the spot, it’s been polled. It’s there, it has.

    Comment by A guy... Tuesday, Aug 5, 14 @ 1:03 pm

  38. Thanks A guy. I don’t doubt it was polled. I doubt that it will be effective. Mike Madigan isn’t going to win many popularity contests, but when voters go to the polls to vote against him and don’t see his name on the ballot…

Plus, I’m sure he won’t miss having 71 members to deal with. 69 will work just as well.

    Comment by 47th Ward Tuesday, Aug 5, 14 @ 1:25 pm

  39. 47, I honestly think he feels the same way you do about 71 vs. 69. To keep it clean and be hopeful though, let’s say 68.

    Comment by A guy... Tuesday, Aug 5, 14 @ 1:55 pm

  40. So, pensions are going to be taxed? Which minority leader will introduce that bill?

    Comment by Nothin's easy... Tuesday, Aug 5, 14 @ 4:38 pm

  41. Willy:

If Bruce Rauner asked me to run his legislative office, I wouldn’t rule it out.

One of the notable things a a Republican told me was that they were surprised - pleasantly surprised - that when Lisa Madigan took the helm of the AG’s office she didn’t go through and just totally clean house. In fact, about half the lawyers working for Ryan kept their jobs.

If Rauner wins, he would be wise to recruit some Democrats. Not just in dealing directly with the legislature. His directors are going to have to be confirmed in a Democratic senate and he will need democrat’s support for his agencies’ agendas. You can’t have Michelle Bachman running DHS.

Some Republicans will probably grouse. A good legislative director will smooth that over.
