“Change has to happen in Illinois in the next four months,” [Gov. Bruce Rauner] said [last Friday in Elmhurst].
He also said he plans to drive that directive with six floor bills to be drafted in the next three weeks.
Rauner expressed confidence that his legislation would get through the Illinois General Assembly, saying 600 bills go through the legislature every year.
“We can pass six,” he said, then repeating, “we can pass six.”
But Rauner didn’t say what those bills would be, and a spokesperson also declined to provide details.
Correct me if I’m wrong, but I don’t think there’s some sort of quota system that says governors are allowed 1 percent of all bills passed by the General Assembly.
And if I were a cynic I’d write some wisecrack about how the governor knows all about that 1 percent number. But I’m not, so I’ll let that one pass.
Also, since there’s no quote attached I can’t be sure if the reporting is accurate, but there’s no such thing as a “floor bill.” Perhaps he meant or even said “floor amendments.”
* I talked about this story in the subscriber section today, so I’ll let the rest of the story be, except for one thing.
The governor, you’ll recall, told Republican Senators that he wanted their votes on ten bills. He told a Decatur audience this last month…
“We get six hundred bills in an average year. We can pass eight bills,” he said.
But now it’s 6.

You’ll get “2″ and the ILGOP GA will “thank you” in their good-bye speeches to the GA.
I’d be more worried if I were Rauner about just math in general, along with 30 and with 60.

No one has a budget or tax bill with 30, 60 or 3/5 right now. Not Rauner, not Madigan and not Cullerton. They will work things out.

Zero. Madigan and Cullerton have no interest in bettering the state, with any credit going to Rauner. If Madigan and Cullerton had any guts, they would propose a progressive income tax. Madigan gets praise for all the years being in charge, but they net result is a failed state.

They are only giving Rauner what he wanted remember? He pleaded with them NOT to pass the tax increase before he was in office. They obliged.
Secondly, talk about ‘any guts’. Sure would have been nice for Gov Rauner to have laid out his policies before he was elected, no? Do you think after the last few weeks of ‘action’ that he would have been elected had he actually articulated how he intended to handle the office?
He’s the Gov. It’s HIS job to propose the budgets. Not Madigan and Cullerton.

I think he will get zero…on purpose. The man files frivolous lawsuits knowing they will be rejected by the courts. That reinforces his message that judges are corrupt. He will also file legislation that has no chance at passage so he can further his claim that the legislators are corrupt. His strawman building operation is working 3 shifts.

He’s shaking things up like Blagojevich shook things up–by making it even more dysfunctional. It’s kind of fun to watch since I don’t have to live with the consequences.

Really depends on what the bills are; I recognize it’s only 58 days in, but we don’t have any idea what his bills will look like, or even what basic subject matter they’ll be on. We know he’ll have a budget, but that it’ll look nothing like he proposed, and we know whatever he wants to do on unions is DOA. So I guess we can max out at 4, but it’s going to depend on what they are.

I voted 1, to separate the Presidential Museum from the Historic Preservation Agency, since it’s a concept that the Speaker already supports. I’m not sure if the bill that passes will merge the rest of HPA into another agency as the Governor requested, but I would still count the bill as a Rauner victory, however minor.

One key bill that trades off some pro-business tort and workers’ company changes, for some minor limitations in corporate tax breaks. They can get that one done. The rest won’t look much like what Rauner initially proposed. Of course, the worst of them will be blamed on him regardless.

I voted. I think the number (and it’s proclivity to change over several weeks) has something to do with the negotiations that are taking place. Hard to know even how to count which bills will fall into this category until we see what they are. Will there be more proposed with a premium put on 6? We’ll see. Will there be 6 with a premium put on 4 or 5? Will 6 be the result of negotiations with MJM? No one knows yet.

He’ll get two.
He’ll submit his first bill and Madigan and Cullerton will twist it into something painful and dare him to veto it. Then he’ll complain and squawk and submit another bill which Madigan and Cullerton will twist into something more painful and again dare him to veto it.
Then he’ll sign both bills, won’t submit any more and just complain about the process while he issues more executive orders instead.

When is this clown going to realize all of this talk is taken as just that. Stop campaigning and start doing the job of governor. Don’t try and tell the GA what it’s job is. It depends upon how you define his bill. I voted one. I think some watered down bill will pass to address economic opportunity.
I was tempted to throw a BIMP bill in, but I believe it will be negotiated to the point where Rauner can’t claim it as his.

On the theory that Dems don’t want to be painted as obstructionists, and there are items like criminal justice reform where there can be agreement.
But otherwise, Rauner is rapidly using up whatever goodwill he started with - so why should they give him any victories they don’t totally agree on?

if Madigan and Cullerton want higher spending they should propose a higher tax rate to pay for it. For the past 40 years we have been spending beyond our means. What is their target revenue number? What is their spending number? Silence.let’s just bash Rauner for being unreasonable. They could not pass tax increase last Spring and now just whine about Rauner

I figure he’ll eventually pass a budget. That’s one. He’ll also have to pass a revenue bill. So that’s two. He’ll need a bill to sweep the funds he needs to sweep, which makes 3.

I agree with 47th ward on the three he listed- budget (but won’t be close to what he originally proposes if he ever proposes a real budget), a revenue bill (same as the first one), and a fund sweep bill for much lower than he asked for. Aside from that, I think he won’t be getting another bill of any real consequence passed.

A veto is a very powerful tool, especially in Illinois with its various permutations.
Those who continually invoke the mantra of “veto-proof majority” as an out for Rauner are clueless as to how difficult it is to build such a majority on any subject.
A veto gives any Illinois governor great power and a great responsibility to be part of the solution. Which, you would think, is why you run for the gig in the first place.

I voted 6. Much depends on what happens when DOC misses payroll this month. Also on how the press shows daycare facilities closing due to funding problems.
He will get a sweep of funds to cover FY15 essential services. Then revenue through expansion of sales tax and taxing retirement income. Will pull more positions out of union. Will get some cuts in currently mandated services. And a budget with no union wage increases. Changes to CMS charter to shrink it.
Yes this is optimistic and his style may wreck it. But one can hope.

AH Willy, I think the likelihood of the variable was more important to explain than a number. As many have articulately explained here. I was honoring the request of the host by not just voting, but offering an explanation.

Bills tend to pass by wide margins bec Its the nature of the process to seek accommodation. Bitter provisions are watered down or eliminated. Madigan and Cullerton may force GOP votes for bitter amendments, but will never allow the underlying bill to pass.
Acc to an LRU estimate, in the 95th GA, 86.8% of non-approp bills passed in the House and enacted, and 92.2% in the
Senate, were approved by over 90% of members pres- ent
and voting.
The one good thing about his comment was acknowledging there have to be sweeteners. That’s more realistic than all or nothing

Proposing a Millionaires tax that everyone knows would require a change in the constitution does not count
Until then Madigan and Cullerton are like the guys at the bar who offer to buy everyone drinks but skip out before paying.

Sorry, Duke. Grab another drink. Rauner was elected because Pat Quinn had the lowest approval ratings in the country for a governor.
They were tired of experienced politicians? But they re-elected Judy Baar Topinka and Jesse White.
Grab a double, Duke and listen more as others belly up to the bar and talk. You might learn something. They might even pay the bill for you.

Voted zero, on the assumption that the bills would reflect the priorities that he has talked about the most. Might get two substantive ones, one on governance of Lincoln museum and the other on prison reform, except that the latter would require a degree of homework on the issues that he has shown no taste for, and the Speaker might insist that the former come from him.

I heard the Brucy Bruce is going to fire all the State Workers on July first and will not allow us back unless we take less pay, less healthcare at higher costs, longer hours for no pay, worse working conditions, and less vacation and sick days, and less holidays. He is a very bad man.
