He looks like he’s leading a chorus. Sometimes the Gov. seems a bit clueless. For some reason, I can see him leading the group in this song, oblivious to the words:

On another note: I saw Rauner in person for the first time last week. What jumped out at me is how skinny he is. You can tell a little bit in this picture but in person he seems like a bag of bones.
