  2. SB316 as a amended by a President Cullerton was filed this morning and is now being rushed through the executive committee. If it was such a good bill in relation to,property taxes and pensions why wasn’t the bill heard in Senate Revenue sub Committee on property taxes? Really there is no big hurry here is there,or is there?

    One reason for the big hurry is this section of the bill “14 Sec. 16-158.5. Obligations of State; funding guarantee.” Another reason is this section of the amended bill is the revisions to 40 ILCS 5/17-129 contained in the bill. The relevant part of this section reduces CPS payments to its pension obligations for 2016 and 2017. Effectively this is a varaint of what the House voted down several weeks ago. This is absurd.

  4. SB316 as a amended by a President Cullerton of course failed. Senator Cullerton fulfilled his obligation to Mayor Emanuel. The fact that the Republicans insisted on the insertion Governor Rauner’s union breaking language in the bill indicates further attempts by Senator Cullerton to reach an accommodation with the Republicans on property taxes and education is pointless.

    I believe the language Senator Radogno wants in the bill is the language to control costs Rich cited the other day as anti-union poison pill language.

The fact that the Republicans insisted on the insertion Governor Rauner’s union breaking language in the bill indicates further attempts by Senator Cullerton to reach an accommodation with the Republicans on property taxes and education is pointless.

    I believe the language Senator Radogno wants in the bill is the language to control costs labor Rich cited the other day as anti-union poison pill language. It is also extremely important to note that both of the teachers unions, the Chicago Teachers Pension fund, and the education management alliance slipped in opposition to SB316 as a amended. It should be noted that neither the CPS nor the City of Chicago actually slipped in support of the amended bill, even though it was done at their insistence. This is a very sad situation indeed.
