* That AFSCME memo last week which talked about the possible use of the Illinois National Guard in case of a strike caught the attention of Kurt Erickson…
“The Illinois National Guard will not comment about our internal planning, particularly in regards to speculation of what the Governor might or might not order the National Guard to do in a scenario that may or may not happen,” Lt. Col. Brad Leighton said in an email.
Rauner spokeswoman Catherine Kelly did not deny that a National Guard deployment is under consideration.
* But a former Illinois Guard top commander is opposed…
State Rep. David Harris, an Arlington Heights Republican who served as adjutant general from 1999 to 2003, said he would advise Gov. Bruce Rauner against such a move.
“It’s a terribly impractical and, in my opinion, inadvisable idea,” Harris said Monday. “You’re going to replace paper-pushers — with all due respect to bureaucrats — with people who carry M-16s and .45 pistols?”

Rep. Harris’ portrayal of both state employees and folks in the National Guard seems to be rather narrow in both cases. None the less, he is right that it is a bad idea.

Let’s be very, very clear;
If any Union member working in the state of Illinois believes Rauner is looking out for working men and women, the Governor wants to require Soldiers… to work, as a labor force to replace your brothers and sister.
A military operation, designated to keep the givernment working while civilians who were working will be out of jobs.
The appearances? This will blow up on the governor, and it will be a wound that could unite Labor against the “Bought GOP” for a long, long time.
Rauner cares less about the ILGOP and the GOP GA, and thinks even less of the workers in state government, and the Union workers of the state of Illinois.
The “only” thing worse (can you believe it CAN be worse?)? Having the Guard show up at these jobs in fatigues.
Wow. The images are shocking, and not good for any Governor.

The theory being that any warm body can step in to handle any job position regardless of the skill level and the acumen needed to successfully perform the job requirements? As Paul McCartney replied when John Lennon suggested that the feuding Beatles get back on track by going out and playing at small pubs, “That’s daft.”

Can you see a guard going to his employer and telling him that he’s being activated to be a paper pusher. The employer has to lose a skilled employee for how long because of Rauner’s desire to shut down state government.

I think this part of the AFSCME rhetoric is nothing more than RHETORIC that is being used to spin people up… as it shows here… I think they are wise not to comment on it and give any ammunition to comment further on, people here are giving them enough voice to spin for a month.

Don’t know how much money will actually be saved as there are not enough full-timers in the Guard to fill all the jobs they would need to and activating traditional Guard members would mean you have to pay them according to military pay tables.

Yeah, maybe start with some back-of-the-house operations before you bring the Guardsmen in for customer service jobs.

Not to get picky here Norse but he would be keeping state government open. But, it would not come without a price to our economy as you pull people from their regular jobs. It is hyperbole but there is truth to the idea he is keeping state offices running at the peril of our state economy.
And God forbid an actual crisis came along while the women and men of our National Guard are “pushing paper”! That would be very bad.

State employees test water sources, inspect electricity substations, investigate pipeline explosions, test gasoline pumps for accurate measures, investigate wrong doing by professionals, carry out sensitive reviews of households with domestic violence issues and etc.
Yes many do push papers but the better reason to oppose this is that NG officers, as smart as im sure they are, simply cannot do these functions effectively.
It would be a terrible PR stunt. As least when Rod threatened it (which was also a bad idea) the NG officers could have performed the expected duties as it related to crime in chicago.

Desperate times.
Creative, and if legal, possibly better than the alternative for those who rely on state services.
Between the retirees, the National Guard, and whatever else Gov Rauner thinks of, he is finding ways of diminishing any leverage his opponents have in these negotiations. This definitely ain’t beanbag.

I wonder how much more it would cost (potentially) to active the IL National Guard vs. keeping the actual professional “Bureaucrats” on the payroll. Last I recall, the Feds bill the state for most of their activities and the State usually only gets a reimbursement if a national disaster has been declared and approved… but I could be wrong?
Every time I see things like this, I can’t help but think of a manic cartoon dog that yells “Squirrel!” mid thought as he runs off to chase it.
Here’s a thought taken from the page of Donald Trump. Let’s just lease the rights to the IL State Government to a production studio and film the day-to-day operations as a reality TV show. We may get out of this budget hole yet! Any thoughts on potential titles or plot twists?

The State Guard Act:
(20 ILCS 1815/2) (from Ch. 129, par. 230)
Sec. 2. Whenever the Governor as Commander-in-Chief of the military forces of the State, deems it necessary or advisable for the purpose of executing the laws of the State, or of preventing actual or threatened violation thereof, such as suppressing actual or threatened insurrection, invasion, tumult, riots, or mobs, or when the nation is at war and a requisition or order has been made, or is likely to be made, by the President of the United States calling the National Guard, or parts thereof, into the National service, or for any other emergency, the Governor may issue a proclamation or call for volunteer companies, battalions, regiments, brigades, or other units of land and air forces to be known as the Illinois State Guard which shall be formed and organized from the unorganized militia of the State, consisting of all able-bodied citizens between the ages of 18 and 45 years, and of other able-bodied citizens between the ages of 45 and 55 years, as enlisted personnel, and of commissioned officers and warrant officers, when made necessary by an emergency. Point taken J.S. Mill. I was playing off the point that Rauner has indicated that if it required a shutdown of state govt to fix things then that’s what he would do. To be more precise, his desire to force an impasse to get rid of the union is leading to a need for him to come up with face saving measures to deflect blame from himself.

No stike. He is going to lock them out and has to make it seem like he has replacements lined up. Plus he has included pensions and coercion in his negotiation which is not a fair labor practice in this instance and will lose badly in labor court.

To Tex and others, the Guard can be activated under the State Active Duty provision but money would have to be appropriated by Illinois. Big Army wouldn’t pick up the tab for this.

It’s hard for me to believe that Gov. Rauner wants to actually govern our state. You’re going to force National Guard members, many of whom come from union backgrounds, to act as a filler while he shuts down the government?? Harris’ comment is misinformed, many Army and Air National Guard members have professional and technical jobs outside the Guard and specialized duties inside the Guard. (Gen. Harris has never been known for his smarts.)

Thanks downstate. I figured there would be an price tag here… just not sure if it’s even feasible. “Big Army”, as you put it, would definitely not pay the tab here… this one’s all on Illinois… as usual.
I think our fine Guardsmen and women have much more important things to do than processing procurement forms for printers or denying legitimate FOIAs on behalf of the Administration.

Precisely what laws would they be executing? Do they know the laws pertaining to SNAP, Medicaid, TANF? Could a soldier be asked to execute those laws? Sure traffic control maybe, but what makes the Rauner administration think they would even be able to sign on to our antiquated computer systems? I’m not getting this.

In fairness to Governor Rauner, the National Guard motto “Always Ready, Always There” doesn’t necessarily exclude functioning as replacement workers.

The military would be occupying state agencies in the place of civilian workers, who are at odds with the Executive of Illinois government. That Commander-in-Chief of the National Guard is choosing to have military personnel do the functions of government than find common ground with a workforce of the citizens that elected him, freely.
I can see this working out swell…

I can say this for certain. If there is a shutdown there will be no public assistance benefits. That will come to halt. And I’m not just talking about the local offices. Even if there were some sort of staff pulling that off it would be like flicking a light switch that isn’t wired. If the IT folks aren’t there ain’t nothing going to move period. Bring in all the retirees, NG or superstars you want, nothing will move. And if that goes on too long he will need the guard but not to for what he thought. These folks don’t get their benefit they’ll most likely take to the street and they won’t be carrying signs.

In fact, part of SNAP. TANF and medical is subsidized by the Feds. But if our system isn’t running and folks don’t get what they are entitled to I imagine there could be ramifications for the state.

I needed to add a /s tag to my comment, this type of action wouldn’t just be unprecedented, it would be ridiculous, and seems to be yet another test of some crazy legal theory. I don’t even want to try to guess what’s next.

This idea strikes me as bad on so many levels.
I wonder how the NFIB and Chamber feel about their members having to do without their ILNG employees because they have been deployed to somebody else’s job.
How will those ILNG enrolled in classes paid for by the Guard keep up with their studies if they are deployed to the Capitol and JRTC? Can the universities and community colleges continue to expect those tuition dollars? Will those ILNG that have to suspend their studies still receive that GI benefit in full when they return from this deployment?
I imagine the day care providers will be more than happy to take on an influx of children whose parents/guardians have been called into active duty at a DHS that cannot voucher Action for Children payments.

If it could be done I think it would show, that with very few exceptions, the skills of our state employee workforce are not so specialized that they cannot be replaced with employees that deliver the same level of services at a lower cost.

When Harris entered the military, he would have learned on the M1911 in 45ACP. He probably knows they use 9mm (for now), the .45 is probably just ingrained in him from boot camp.

If they are given a lawful order to cross the picket line they would have to follow that order, the Uniform Code of Military Justice would apply in that situation.

I think Quinn activated about 25 national guard mechanics to help fix broken down snowplows a couple winters back. That wasn’t because of a strike or lockout. It had to do with CMS, in their infinite wisdom, saving money by not hiring mechanics to replace ones that had quit or retired. So instead of preventative maintenance to keep running trucks in good order, preventive maintenance had to be deferred. The few remaining skeleton crew state mechanics were scrambling to repair the trucks after they broke down. Then polar vortex hit and a lot of trucks broke down. Quinn was lucky the NG has a large transportation division nearby that has truck mechanics. Most of the other state jobs would not have as many NGs specifically trained in other jobs. There would be quite a learning curve.

Alot of overlap with state workers and National Guard, it’s not smart to leave this lingering out there for the Rauner administration politically or for governing.

These measures would cripple AFSCME. How long could anyone hold out under these circumstances? This involves a union with no strike fund, a replacement labor force that can stay on the job almost indefinitely, a high state unemployment rate of job seekers, and personal savings rates still low.
Who is giving their paycheck up in that environment? That ==strike== is over before it begins. And Rauner gets his national ==spotlight== as well as a ruthless but complete victory.

Another element: in the current anti-union and anti-politician environment, people are less likely to care as much who handles their paperwork or performs ground maintenance, just that it gets done.
Some who do not follow politics closely may even welcome Rauner’s attempt to override any strike. As long as basic state services keep running, the rest becomes a blur of politics to most people.
The fact Rauner has already reached an agreement with the Teamsters also makes it more difficult to tag him as an unreasonable negotiator. If he can reach terms with them, people will wonder why not AFSCME. I do not want this to happen, but it could be crippling to AFSCME’s negotiating strength.

Governor Rauner stated he will keep the National Guard in these positions until his demands are met. As with any military deployment by a governor, please refer all questions through the proper military communication channels.
Responses not cleared by military sensors will not be deemed official by the current press channels. The Teamster agreement is for 350 people in Cook county, not the majority of the Teamsters employed by the state. Furthermore, they aren’t on the state insurance plan so they aren’t subject to the premium increases and coverage decreases that AFSMCE and the rest of us would be. For all I know, they may even have their pensions as part of the National Teamsters Affiliation.

As a senior Field Grade officer in a reserve component (thankfully not the overly political ILARNG) with roughly 33 years of uniformed service and State employee since days of Gov. Thompson, this is one of the most foolish ideas I’ve ever heard of pertaining to State employment. At best, it is a poor attempt at what we call “information operations” in the military, albeit with no clearly defined “target” audience. The “average” Guardsman could not perform critical, common and typical jobs (let alone those with special licensing requirements)such as Human Service Caseworker, Family Support Specialist or Program Representative with IDES without many weeks of training and additional months of experience to be even nominally proficient. The Rauner administration needs to publically refute this over-reaching proposal as it depicts incompetence and undermines credibility in the executive branch.

In fairness to the Governor, it could very well be that calling up the National Guard is only part of a larger contingency plan, and that the Guard would be used for specialized duties, like guarding prisons and some State Police functions. The Raunerite probably have some other contingency plan for other functions.
Having said that, even in its more reasonable formulation this is a crazy idea. (Sorry if I’m using a banned word, but honestly in this case I can’t think of any other adjective.)
It very likely violates the law.
It will backfire, regardless of what weapon the NG carries.

10-15 years ago this was a valid point. Today, not so much. I know NG folks who served on active duty in Iraq and A-Stan who have those skills because they had to develop those skills (and a lot of other varied skills) as part of their deployments. And they are still in the IL NG.
From a technical and skill standpoint, they could do the job - and do it right. Because they had to.
Just as an example, I can tell you that dealing with water issues (well drilling, water purification, water testing) was a really big deal (consistently) in both Iraq and A-Stan. And the regular military relied on the NG for dealing with those issues.
If you had experience as an electrician (or a lineman) in either A-Stan or Iraq (especially Iraq), you were golden. Generator or small engines, even more so.
It literally got to the point where in some areas, the regular military would comb through NG units for individuals with specialized non-military talents that were needed for special projects (like the NG formed well drilling units that had a never ending backlog of assignments).
It’s not such a totally crazy idea, IMO.

First, the retirees I know have already said “no” to the phone call inquiring about work. They will not cross a picket line or lockout. Second, many National Guard members are state employees. After all, that is a job requirement for everyone else.

I wonder when the contract extension expires how soon after 7/31 will the RFPs go out to privatize many of the agencies. The NG could fill in until the bids are approved. Its already been said Maximus will take over DHS, privatize the prisons, etc. The way to solve the union issue and pension issue in one fell swoop.

Where are those contract appropriations coming from? The Governor (a) doesn’t have a budget to fund those actions and (b) doesn’t have the authority in his own to move that kind of money around. This isn’t a private business where money can be shifted at the whim of the CEO, something Rauner doesn’t seem to understand.

Does absolutely nothing to change the existing $110B pension shortfall; it still has to be paid at some point per the IL SC. Plus, even if it did, the SERS shortfall is much less than the TRS and SURS holes.

Determining eligibility for the various social / welfare programs is a fairly complicated process when done properly (not that the State always does so). Done wrong, it costs the State a lot in UN-reimbursed federal money for the additional recipients. The caseload per worker is ridiculous and even the skilled staff have trouble keeping up with it … unless the plan is to just have the ILNG replacements arbitrarily deny every application for welfare assistance or disability, hoping the State won’t be sued because the people applying are too poor to hire a lawyer.
Rauner might get away with that for a few weeks but it wouldn’t be long before organizations like the ACLU and/or the Feds come after the State in court. Just think of the ads that could be produced showing little Timmy and Susie suffering (or even dying) because of Rauner’s decisions; the 2016 elections would be a slam dunk for the D’s.

Agree with responses to my post on privatization. I know Rauner could not do a private take over easily but my thinking is though that HE believes he could do this kind of thing without legal authority. Budgets and laws are for the lesser people, not brilliant business persons like him (snark).
