The governor apparently got a phone call from Mayor Emanuel last night giving him a heads up that the House Democrats were going to add $200 million for CPS pension payments to the federal funding appropriations bill.

The Rauner team then notified the Republican legislative leaders and everybody has a thumbs down on the bill.

A spokesman for the House Speaker said he wasn’t aware of any such plans. A source close to Madigan says there’s been no final decision. Madigan said yesterday that he would amend the bill, but indicated it would only include suggestions (from agencies and the governor’s office) for federal funding lines missing in the Senate’s bill.

They really need to keep that bill as clean as possible.

*** UPDATE *** Steve Brown just called and said he asked the Speaker about this rumor and Madigan said he didn’t know anything about it. “That’s news to us.”

Everybody needs to just calm the heck down and take a breath before firing at each other.

  6. Why in the world would Mayor Emanuel make that phone call? I think the Governor’s legislative team would have seen it as soon as the amendment was filed. Did he think it would cause the Governor to reconsider his position on SB 318 or what?

  7. It doesn’t need to be a clean bill.

    The Governor can line item veto the portion of the appropriations bill he does not like allowing for the federal funding to go through and requiring him to completely own the lack of support for Chicago.

    Or, he can veto the whole thing requiring the house and senate to vote to override, which will not allow them to remove the language for Chicago.

    I don’t understand why anyone should expect the leadership of a legislature that has been verbally abused on official letter head and in the press to do the Governor a decent.

    Let the governor learn how to line item veto, or let the Republicans legislators own being against funding for social services.

    Writing snarky letters has consequences. I hope the language is included.

  12. Did that call really happen? If so, maybe someone put some chum in the water near Rahm so that someone could see what Rahm would do with it. Rahm took the bait and called Rauner. Test of trust and loyalty completed.

  13. The drama created here with a second press conference over a single phone call without any research or further discussion with others is woefully unprofessional.

    I read something recently in which Bruce had used the term “sausage making.” I remember thinking that he doesn’t actually understand what that is. Or participate in it at all. And the way his press shop kneejerks these little fires day in and day out for no apparent reason reveals a lot about how they operate. I don’t think the general public is interested in every little detail of these negotiations. Cut the drama. Do your job. It’s OK to have a meeting and not make a public comment about it. Participate in the meeting, go back to your desk and THINK. What can you do to get closer to an agreement that serves EVERYONE in Illinois, and that includes Chicagoans.

    We deserve so much better than this.

  14. What the heck is going on here? He holds a press conference to spread vague rumors about phantom amendments and then claims some anonymous city “leader” has asked for collective bargaining reforms. Is this guy a governor or a gossipy high school sophomore?
