Unclear on the concept

* Finke writes about a recent Senate GOP Leader Christine Radogno tweet

“Sen. Radogno: Gov. Rauner offered two things today — reforms and compromise. Democrats have to compromise if we are to avoid their tax hike.”

Really? Because Rauner has said he’s open to revenue enhancements (also known as take hikes) to balance the budget. He wants the legislature to adopt his pro-business and anti-union proposals before he’ll talk about it, but he hasn’t ruled it out.

Someday there may be an end to the impasse, and tax hikes could well be part of the solution. Some Republicans may well be called on to support them. Until then, the GOP might want to show some restraint before dismissing any tax hike as something being foisted by the Democrats alone.

The tweet should’ve read: “Democrats have to concede to the governor’s demand to whack unions if we are to pass a tax hike.”

    The SGOP = 20 lights of Rauner’s choosing. “Red”, “Yellow”, “Green”…

    Rational thought to the politics at play seems to be… missing.

    Here is the disconnect. If the GOP GA can’t see this, then they are just Owls to peck the color button they’re required to peck.

  4. That can be proven true, or false, by the Speaker and Senate President simply introducing the Governor’s “other reforms” - the actual bills - for floor votes. Put worker’s comp reform, term limits and fair maps, as proposed by the Gov., on the boards for a vote. Keep the property tax freeze/prevailing wage/local determination of bargaining topics off the floor. Then we’ll really see what’s what … and who’s who.

    Have you been payin’ attention to some of those “Sham” votes and what they entailed?

    The Prevailing Wage and Collective Bargaining have been removed at times..

  6. I think you are both right. No R is going to vote for a tax hike without reforms and if the only solution the D’s offer is a tax hike they are on their own with their veto proof majorities.

    Yes, I’ve paid attention, closer than you it would (again) appear. None of those bills that were voted no were - say it with me - the Governor’s bills. Using the actual bills, including term limits and fair maps (which have never seen the light out of Rules) will test the theory of compromise (real or imagined) floated by both sides.

  13. So some of you have met Radogno; does she simply not know that Rauner has conceded the need for a tax increase? Is this intentional subterfuge, banking on the anti-tax branding of the Republicans being so powerful that Dems will take the fall regardless of whether or not Rauner supports a tax hike. OR, has she internalized the Republican brand so thoroughly that her brain simply can’t let it in? I’m at a loss. Please help. What is she thinking here?

    Is there no one on the Governor’s side of the GA capable of putting his demands into bill form and presenting them for a vote. Maybe they could start with that Balanced Budget the Governor by law is to present to the GA for their consideration and vote.

    I think the veto proof majority has been shown to be a myth. Even if that were not the case why in the world would the D,s want to wear the coat for Tax increases that even your side knows have to happen.

    Bruce lost all credibility with me when he refused to line item the budget down to the 32 Billion the state was to take in for the fiscal year. He wanted to allow the sunset of the income tax. Okay now step up and show the numbers on how to spend what’s left.

    This is a created crisis to put the Democrats in the Catch 22 situation of choosing between two constituent groups, hopefully with the added bonus of hanging the blame for a tax increase on them.

  16. I, for one, would welcome some suggestions on changing the image of Illinois as being “business unfriendly”. Work comp., increasing pension obligations are working against our state.

    Besides more taxes (which aren’t viewed favorably by firms looking to locate in Illinois) what fresh ideas can we consider for Illinois’ future?

  18. Prof - in my humble opinion, I truly believe that Governor Rauner and House & Senate GOP caucuses are attempting a duality. The education funding bill was the prime example of that. And they can attempt to use the “sham” argument when a bill the Governor wants exact language for - like President Cullerton’s property tax freeze bill - to fail. That would be my guess.

    Then Rauner will be fielding primary opponents against them. And if it’s too late for that, Rauner may even go so far as to support their D opponents because Rauner has no party loyalty; he’s willing to buy whoever will follow his orders.

    Businesses need to plan for the future and care a lot more about a stable tax and regulatory environment (which we don’t have) than the specific tax rate.

  27. I agree with RNUG, the most pro-business reform would be an overhaul of the Illinois revenue structure (maybe regulation, too, but I think revenue tops the priority list). There’s no news from the gov’s team, so come on Dems, step up and advance your own vision of reform!
