Yep, it’s about the budget

The same groups which called for a public meeting to settle the budget impasse are now calling for the negotiations to a have a “bipartisan agenda.”

Gov. Bruce Rauner responded to the initial meeting request by saying his office would “circulate the agenda” to it. Sarah Brune, deputy director of the Illinois Campaign for Political Reform, doesn’t think Rauner or the other leaders should be deciding on their own what issues will be on the table.

“A meeting where any of the stakeholders are the only one setting the agenda, that is not the kind of meeting that we’re looking to have,” Brune said. “We think that the most productive meeting is going to be one everyone who is attending has the chance to put input into that.”

  4. Mike Madigan’s Christmas card to Bruce Rauner might be much nicer than you’d expect considering that the Speaker now has a bunch more unexpected allies all thanks to the Governor.

  5. Democrats need to come up with some major asks. Then they can negotiate down to agreeing to put a few dem votes on Rauner’s tax increase if he agrees to a budget. Guarantee votes on the TAR afterward. After all its in the dems best interest to have those republicans on the record supporting his agenda. Rauner is going to be toxic by next November and after gaining seats maybe the dems can weild a functional supermajority. As long as I’m dreaming though I’d like some milk and cookies too.

  8. Anyone who has been to meetings with no agenda and a weak moderator knows they degenerate into “war stories” and posturing. Hence a major time-waster.

  9. Note to “The Groups”:
    Set the location and time of the meeting. Circulate an agenda, publicly, now, for modification by stakeholders so that it becomes agreed (perhaps a public google document showing the markup). And let us see who is invested, shows up, and participates. You are leading. Do not stop. Do not give up the reigns.

    What a victim. Rauber is the same man who refuses questions from the gathered press at events.

    The very last thing Rauner woukd want is a public “showcase” of Rauner’s own “my way - highway” persona as social services are decimated by Rauner’s choice of NOT wanting to talk budget.

  11. This constant redefining of the meeting seems reckless.

    The point is to get Rauner talking — or not talking. Or refusing to talk. They’re obviously not going to publically negotiate a budget.

    But what they can do — if they stop bickering and attempting to move the goal posts — is to get Rauner for the first time to actually contextualize some of his mythical “reforms”.

    My sense is that this is just more campaign fodder for both sides. But it’s also a good way to shine a spotlight on Rauner’s apparent lack of compassion for those of us in the state who don’t care about — or don’t need Rauner’s kind of — “pro-business reforms”.

  15. Lance and CK are busy looking through the Rauner buzzword dictionary trying to find the best Rauner rhetoric to reject the goo goo’s effort to develop a bipartisan agenda.

    If Rauner had chosen to govern, he wouldn’t be in this position. He would have convened multiple leaders meetings and broached other compromise ideas.

    Go goo goo’s go. Develop an agenda that forces the folks to discuss the budget and prevents them from continuing to spout their partisan rhetoric.

  17. Be sure to include on the agenda the question of whether fantasy sports is gambling that should be taxed and regulated. Invite Governor Christie to join in by video conference.
    This will be a dog and pony show for both sides at least for now. Budget deal possible in January? Who knows, but if it is to happen, it will be the product of private conversations.

  18. Poor Rauner, he sounds so out of control, and so poorly suited for the job. I thought he was the kind of leader that could take charge and get things done, but he’s apparently fearful of questions from reporters and discussions involving the budget. If only there were some way he could have known, in advance, who he would be dealing with when he was running for office, he might have been better prepared. But what can he do, he’s only the governor. /s

  22. Don’t discount the value of a dog and pony show. When the headliner is a one trick pony the public needs to see it. I keep waiting, hoping, praying for a moment when the press quit covering this as a partisan breakdown and start reporting on the obstructionism. Maybe the goo goos can force it.

  25. The people governing Illinois have lost so much credibility, no one wants them to set an agenda for the work they traditionally do.

    Just as Rauner used the argument that governors shouldn’t use arbitrators regarding union contracts because it takes Illinoisans out of the negotiations, his failure to end the budget stand off and public disinterest in governing has caused Illinoisans to demand arbitration.

    Illinois has had enough bad governors to the point where they no longer want a governor. Rauner was supposed to change that, and like everything else, he failed.

    So having stakeholders set the agenda is bad? But everyone in attendance should set the agenda?

    So it’d be like letting everyone at the Bears game get to play in the Bears game?

    Cmon, you’ve had four months to work on your soundbite.

  27. Norseman’s point is right on.
    The groups who proposed the meeting in the first place would be wise to now propose a simple but effective agenda.
    Should Rauner reject it, shame on him. That is, more shame on him.

  28. MF, it’s clunky, but I believe she is trying to say that all of the stakeholders should have input on the agenda, rather than it just being set by tne governor.

    I don’t see what the big deal is. The governor has been telling us, for months, that negotiations are ongoing and progress is being made.

    He really has been saying that, in public. Rolls off the tongue, easily.

    So, that’s what you’re dealing with.

    We now have enough experience w rauner-speak to know the “compromises and creativity” he is looking for in others is actually capitulation. If he was interested in compromises and creativity, as these words are normally used, we would have a budget, and rauner might have a couple wins. If rauner attempts to just insist on his TA as a precondition, in a public mtg, i think the public May see him for who he is.

  30. I take the statement to mean that all of the 5 officials are setting the agenda and have input. Those are the ones “in attendance.” It may be poor grammar, though, to express it the way it is expressed.

  31. It’s a simple message - ICPR and other reform organizations and advocacy groups are urging the Governor and four leaders to collectively develop a bipartisan agenda for a Nov. 18th meeting that covers key budget issues.

    Really. It’s possible they’ve figured out there is no on-message canned response for this. They might actually have to put some thought into it.

    “Goo goo” is a term coined by the New York Sun back in the 1890s. It refers to the reform-minded Good Government Clubs formed by the City Club of New York.
