Republicans and Democrats made a rare joint effort to send some long-awaited state money to mayors and Illinois Lottery winners who have been begging for it.
But the money might not be coming soon.
Illinois House lawmakers of both parties approved state Rep. Marty Moylan’s legislation to send gasoline and gambling tax money to communities that have missed out during the ongoing state budget impasse, an idea Gov. Bruce Rauner endorsed. The Des Plaines Democrat’s proposals would mean millions of dollars in money that has been delayed since the state blew past July 1 without a budget in place.
But even in that agreement there was friction that underscored the ongoing budget stalemate that has lasted most of the year.
And because the Illinois Senate still needs to approve — and isn’t scheduled to meet again until next year — the check isn’t yet in the mail, and might not be for a while.
It goes beyond that. House Majority Leader Currie filed a motion to reconsider on the bill after yesterday’s vote. It can’t move to the Senate until that brick is removed.
* Why did he do that?
Tension is growing between state Sen. John Cullerton and Madigan. Sources tell Illinois Playbook that Madigan was fuming not because Senate Democrats cut a deal with Rauner on day care funding, but because of the way that they did it. Madigan would have pushed for Rauner to put his members on a bill codifying funding levels instead of agreeing to a rule change. Why? It was Rauner, after all, who sliced the day care benefits and turned around and restored them. He could do the same thing again tomorrow if he wanted.
– Cullerton, meanwhile, wants to find a way to give Rauner something to walk away with a deal. Madigan fears Cullerton doesn’t fully appreciate the intensity with which Rauner is going to go after Democrats in the next election, sources say.
Rauner’s gonna go after Democrats next year whatever they do. That doesn’t mean all progress should stop until next November, however.

Not a single shred of evidence that house GOP would break from Rauner on any vote. Upper Chamber did what it was supposed to do..let the hot heads in the house fight while the Senate cools things off.

No more hostages. It’s an illegitimate tactic whether it’s employed by Rauner or Madigan.
Remove the brick and proceed to mitigate the damage that has been done by the governor’s strategy.
If Madigan now adopts that same strategy, he’s just as reckless and irresponsible as the governor.

The House, thanks in part to he who will remain unnamed, lost on the Childcare and DON overrides. I don’t think it’s unreasonable for the House to hold onto a bill that has even more leverage for the 18th meeting. Call it insurance. Cullerton did say he would call the Senate back if there was substantial business to do so.

Even if the “brick” is removed… the senate still needs to act. So, I guess if this is a hostage, which I am not exactly sure if it is and for what purpose, what is Madigan going after here? And is the Senate coming back this year? If Mr Wonderful ain’t gonna schedule a session, then what?

Madigan wanted to punish Rauner for making an unnecessary and stupid mess in human services. Cullerton just moved forward without looking back. Better.

Madigan owns this impasse for now, at least temporarily.
He not only shunned Rauner’s olive branch yesterday, he spat on it. Madigan does not want peace, he is intent on war.

You do realize that 6 Repubs voted for the original DON score bill, right?
And there are absolutely reasons to believe that there were Repubs that were going to vote for the child care bill if a deal wouldn’t have been made.

Yes, as the Democrats have gone after Republicans for years. Remember the map they made that rigged the elections? They could have gotten some legislative compromises from the Republican’s that session but instead chose to pass the map and put their put on the throats of the Republicans. Illinois Democrats need to realize they are not alone in the universe and stop acting like Washington Republicans.

For the Speaker, the epic struggle was more about power than unions, the State, the citizens, etc. That predates the election. He can ‘deal with a Governor Rauner. No problem.’ All of his actions were easily predictable. Sadly so.

Could this be the difference between a public defender (Cullerton) who is used to making deals with the prosecution and an aggressive corporate lawyer (Madigan)? There might be two different legal belief systems at play here.

Cullerton knows that government includes compromise. He worked with the unions on State pension reform that the Speaker refused to call even though the unions were onboard. The Speaker wanted his reform package (much harsher) and we all know it was found unconstitutional.
This is the Speaker’s hubris and quest for power at any cost.
Both should realize the State needs compromise, and they probably do. One just values power more.

Its great that lottery winners will be paid. It would also be great if State employees and retirees could also start getting their medical insurance claims paid. Nice priorities.

C’mon Man.
It’s a Cullerton priority as well.
In addition, it’s a Rauner, Durkin and Radogno priority to obtain the majority.
As leaders of their parties, it’s their responsibility to protect or attain the majority.

In case you forgot, the Senate approved legislation for motor fuel tax, lottery, etc back in September. It was SB2046. Pending in the House.

Actually, it didn’t matter if the unions were on board or not. Both Cullerton’s and Madigan’s versions were clearly unconstitutional. I believe Madigan decided if it was going to be a ‘Hail Mary’ play, then they might as well go for broke and try to pass the proposal with the most potential savings. IMO, the whole SB-1 episode was just a way to kick the can down the road a year while also obtaining the resulting ruling that the Pension Clause means what it says.
