  7. AFSCME Stuff made me cuss like a sailor at lunch. I’d like to point out that, IF it is true that we are the highest paid workforce, that would be only true because we are also the smallest workforce in the nation. Man, he made me so mad. I know this is petty but I can’t stand hearing him drop “g”s. Why does he do that. I think I’ll download a written copy of the speech. At least I will see the g’s.

    Sounds familiar.

    The poison pills of collective bargaining and prevailing wage will sink the former GOP.

    Between, in this speech, taking on all unions in one shape or another, and the ultimatums and doubling down, how can you have “doing the doable” and “hang in there”?

    Whaa?

    Do the doable, but the Agenda is still on the table, including the destroying of all Unions.

    I don’t get it.

    I’d like to understand, but in paragraphs, contradictory in scope and goals.

He proposed/advocated for a number of issues I don’t support or have the opposite position so that may be clouding my judgement but I don’t think anything in his speech made him more likely to have success with his agenda and if anything it may have been counterproductive. It may not have been as bad as his disastrous pension press conference day but overall it still felt like a net negative for me. Then again, I acknowledge my own bias.

    I also think that Leader Radogno’s comments will play well to their base but would not be well received by the general public. If I was working in a Democratic press shop I’d be doing what I could to megaphone those and make sure they reach a broader audience.

  41. Didn’t listen because I can’t stand the dropped g. But read the text. In a vacuum the text wasn’t bad. However, in context of how he has behaved and the current stand off, most of what requires legislation is impossible. By the way, all the gs were present in the text, though there was a ’cause.

  53. I heard him say he wanted to work together with the General Assembly with mutual respect, as befitting a co-equal branch of government.

    So he made some nice noises. We’ll see if action follows. I’m not going to hold my breath. I don’t see how this speech got us any closer to a budget agreement. Hopefully, though, we’re no further apart afterward.

  62. He’s selling magic beans at best. I will comment on the technology proposal since I have been involved with that for over 35 years. This has been a problem for decades. There is seldom enough money to create a system, let alone upgrading as technology changes. There are still systems I created 30 years ago being used today.

    In just one area, accounting applications, this has been identified as a problem for a long time. I was in a meeting with the comptrollers office when Roland Burris was the Comptroller. Not a new problem but an incredibly complex issue to get all of the state agencies requirements in one system. Gov. Quinn also had this as an initiative. There has never been enough money or human resources to pull this off. There is also very little training money to keep the staff educated in new technologies.

    It will be difficult if not impossible to attract talented people that would be able to pull this off when in the same breath the gov tells the existing staff you make too much and your pension is in jeopardy.

    So the bottom line is it takes money to develop and maintain state of the art computer systems. Doesn’t look like that’s part of the plan so it won’t happen.

  77. It’s a good speech and I don’t really see anything I disagree with. However, speeches are speeches and actions are actions. He needs to tone down the rhetoric, take today’s speeches tone and stop the over-top-antics. Rauner has created a lot of self inflicted wounds and he needs to stop this.

    Also, Madigan needs to start having some serious negotiations and stop being the affliction on our state.

    What kind of governor doesn’t understand that the purpose of the job and the purpose of the speech is to build consensus? Rauner may tell us that he wants consensus, but the words and language he chose, say otherwise.

    Governors cannot build consensus by tearing others apart. They cannot build any compromise by inaccurately describing opposing views held by the MAJORITY of the audience present.

    At every opportunity to present an issue in a way that could be considered gubernatorial and as honest and unbiased as needed - Bruce Rauner failed. He feels a need to take a shot, make a dig, prove a point that he is right and everyone else is wrong, during the most important annual speech he gives. What is wrong with this man?

    Well, my job involves helping citizens with disabilities gain employment skills so they can be self-sufficient. Many of them rely on state and/or federal benefits when they seek services. Tax consumers become tax payers so there’s that.

    With regard to workplace environment, if you’ve ever dealt with a furious person with mental illness and a history of violence, as we often do, you might not be so quick to judge. As Willy suggested, educate yourself.

    I’ve seen various consolidation schemes rolled out by CMS over they decades and ultimately they have not worked out well, though the financial systems issue probably is the exception.

  156. I lobbied Leader Radogno years ago, on issues relating to mental health and adult guardianship. At the time, she was in leadership, but not The Leader. She told me about her Oak Park roots and her professional connection to human services, and I believed that her interest (then) was sincere. She spoke kindly of my agency, and voted our way on our request. George Ryan was the Governor then.

    She would do well to reach out to a current Oak Parker, Mr.Lavin at AgeOptions. The social services cuts impacting the aging network may well result in new combinations and new economies, as she now suggests, and Mr. Lavin could speak to that point. But I would assume he could remind her of the human costs borne by many among us that require the assistance that our state has provided. Trading the well being of people in need, today, for economies in scale, later. Sigh. That’s a harsh bargain.

    The fact that Leader Radogno could be persuaded to run counter to her own history is another example of the Governor’s all-or-nothing approach. I see what side she is on today, but I also hope she still knows who she is. She could be a voice of reason, if she chose to.

    Economic Development is a professional discipline. Quinn and Blago stuffed DCEO with loyal political creatures who knew absolutely nothing about actually doing economic development. And our state’s ability to attract businesses suffered considerably as a result.

    The main reason why P3s are more effective in other states is because they are run like meritocracies.

  184. Glad to see this study highlighted; it’s the same study that many of us have been quoting here. IL has above average personal income, there is no fundamental reason it should be in debt.

    This is a key point. The top 1 percent enjoy 1/4 of all personal income in IL; we can’t afford to tax that much income at less than half the average rate. The top 10% take 1/2 of all personal income, and still pay well below the average rate. Even a partial repair of this disparity would end our fiscal problems immediately.

    A progressive income tax would be great, but we don’t need it to make serious change for the better. We can reduce, but not eliminate, the disparity in tax rates for the rich and poor if state and local government rely more on the flat income tax and less on regressive sales and property taxes. Close some corporate loopholes, make some judicious cuts, add reasonable labor reforms, and we can end the fiscal crisis with something left over for strategic investments for the future. This is the true Turnaround Agenda.

    It seems the Dem leadership is either too timid or not interested in this sort of revenue reform. The relative success of Sanders’ campaign, with a much more radical vision, suggest that this rather modest policy change should be a winner with the electorate. Add Rauner’s submarining approval ratings and his callous treatment of social services for more momentum, and the Dems have a rare opportunity for political gain that they would be foolish to pass up.

    So, Cullerton, stop messing around with bogus pension reform ideas and get with it. Speaker Madigan, your move. Let’s see some proactive leadership.

    You’ve probably hit the core of the battle. Competitive global labor markets have decreased private sector opportunity for all but the skilled and decently educated.

    Opting for the public sector may be a sound decision, but I suggest reaching for a fed job. At least there you’re closer to the currency printing press.

    What we’re seeing now in Illinois and several other states is the unwinding of the decrease in private sector unionism and the taxable consumption it created and the explosion of public sector unionism. Most of the participants here appear to be part of the latter.

    I cannot criticize their vitriol against an obviously anti-public sector union governor, which is distinct from being anti-private sector union. Two very different things.

    In any event, if you want the middle class and retirement before you’re senile, the public sector, preferably federal, is the place to work with the highest percentage of reaching your goal.

    The only issue is how long will a deteriorating private sector bear the increasing cost of the public sector. The disparities are becoming more stark each passing year, especially in Illinois.

    Like I said at the top, go for a fed job.

    The 3rd Edition (1987) of a state publication entitled 1970 Illinois Constitution Annotated for Legislators explains on page 78: “In Illinois the executive branch is primarily responsible for preparing a comprehensive budget proposal, which by law is required to be sent to the General Assembly by the first Wednesday in March of each year.”
    Why is he not being held in contempt or something for not doing his constitutional duty?

  229. When talking about vision and goals, lots of lofty sounding verbiage, most of which I can even agree with. When talking about facts, someone needs to do a bunch of fact checking.

    A few things stood out to me. By my admittedly imperfect counting, I think he totaled up over $3B in estimated savings but he never talked about the up-front cost to achieve the savings. He talked about new school funding but didn’t say where it would come from. So we don’t have a clue if the new spending will be more or less than the projected savings.

    I continued to hear the code words “local control” in a lot of what was said. In other words, still going to strip everything possible from the unions but do it one government entity at a time. A lot of that local control was aimed at property taxes and school districts; maybe that’s where he’s going to find the money for expanding classroom spending.

    Finally, he talks about Illinois workers needing to be better paid and he talks about how the State workers are good, but then he immediately attacks the State workers with featherbedding examples and another attack on the pensions. Not th best way to motivate the people you are going to need to implement your policies and changes.

    Rich got to the bottom line in his post speech summary: ignore what Rauner says and keep an eye on what he does. I would add: Rauner also hasn’t given up on trying to destroy the unions.

    Until I see the language, it’s my opinion the proposed Rauner / Cullerton pension reform isn’t going to be found legal. What’s been described is a coerced choice, not a voluntary choice. Contract modification via consideration requires a voluntary choice to be valid.

After the RSEA meeting today, I was listening to stories about recent outsourcing efforts on different computer programs being changed; the contractors didn’t have a clue about the old programs and had to contact the retirees who wrote them. Plus I heard rip off horror stories about the body shop operations keeping over 2/3’s of the fees being paid. They’re going to need the old timers to help … and a lot of them aren’t in the mood because they’ve already been hit by health insurance changes and will be hit worse by the changes that are coming if Rauner’s version of the AFSCME contract is rammed through. It may well be a (banned word).

    Silly Willy! You read far too much into my comments little grasshopper. Rauner did in fact perform his constitutional duty and presented a detailed budget to the legislature in March, 2015, and they in turn fumbled the ball.

    Now, let the legislature enact a budget. Show that Rookie Governor how things REALLY get done in Springfield! Who cares if it is $4, 5, 6, 8, or 20 billion in the red. It’s government! Spend it even if you don’t have it! I agree. Status Quo rocks!

  255. I am in the shop this morning. After reminding each of my employees individually yesterday on were they could read up on the SOS, today’s feeddback. Zero for seventeen. That’s 17 union households that don’t take the time to find out what affects their lives. I shudder to think how many actually voted in 2014. Union membership nationwide at 11%. Wonder were its going to be ten years from now, with or without the help of the RAUN Man!

    Jak- “Is the cost of pushing this agenda worth it in the long run?”
    Radogno- “ Well, I believe it is, because the fact of the matter is we were on a path to many of those agencies to have to make cutbacks and closures anyway, and if we simply capitulate to what the Democrats want, and that is no change in the status quo, just raise taxes to fund it, we’ll be right back where we were. And, I want to point out that many of these are small agencies that have closed, many of those services have been absorbed by stronger and healthier agencies. That can’t go on forever, and that’s a consideration that I would truly urge our Democratic friends to engage in a discussion to get funding going again.”

    Earlier in that same interview, she was discussing schools and said ,”…can’t have a program when in helping one group you cut the knees off another….(need to be) careful about unintended consequences…”

    She can’t seem to be able to ( or want to) see that is exactly what the Governor’s refusal to use the amendatory veto and the Executive Order on spending freezes did to these social service agencies that the State had/has CONTRACTS with!

  261. There was a lot of talk yesterday about jobs that are leaving Illinois. Let’s say, just for giggles, that at least 3000 people have lost/will lose their jobs because of the non 2016 budget. Let’s say they averaged 1200 hours per year (PT and FT staffers), and they make, on average $12.00 per hour gross. Do the math- $54,000,000 in lost wages that would be re-circulated in in State and Local economies. Any “bidnesses” lining up to replace those???

  263. Louis, OW is correct about the insurance issue. Most of those 17 unions who have reached agreement with the gov can accept a reduction in state health care coverage because they can get it through their union. In addition, those workers don’t need to worry about salary issues in their agreements as long as Illinois has the prevailing wage law. They get the prevailing wage, which is higher than salaries in the agreements.

    The Turnaround Agenda will decimate unions and were not part of any existing contractual agreement that Rauner has reached agreements and none of the 17 unions support Rauner’s turnaround agenda in any way shape or form.

    Even though it has been proven time and again that Rauner’s turnaround agenda doesn’t save taxpayers anything and actually damages Illinois economy, the Governor places the State of Illinois and its citizens in peril to pursue this ALEC self-serving ideology.

    Next you will say that IL public workers are better than any other state public workers…
    I don’t see that… essentially we are all the same… Unions and the past Governors giving in to everything, is the reason IL is in such debt. It is time to clean up the Unions and in such a way that it isn’t all about money because that is all I hear my AFSCME Meetings money money money…. live within your means … the state needs to as well.

  266. Louis, current law requires the governor to recognize the collective bargaining rights of state employee unions.

    But the governor has made it quite clear that he wishes to roll back and eliminate those rights.

    If recognizing both of those truths at the same time truly confuses you, my apologies. Your days must be a struggle.

    But if you’re doing a bit, it’s really not razzle-dazzle clever.

    You’re probably just confusing the governor’s many supporters who back him precisely for his efforts to gut unions.
