He set aside $50M for some performance based funding initiative for higher ed but I don’t see any details outlined. I suppose this is another angle for him to get higher ed “reform.”

Not likely!!! At best they will give some mealy mouth lip service protesting he cuts but when it comes right down to it they want to protect their cushy jobs.

Please remember that the Governor appoints the trustees of each public university. That’s one reason for the lack of backbone.

The performance funding formula favors the schools that have affluent high performing students (U of I and Ill. State). Those students tend to graduate, graduate in a timely manner, and keep on track. They do so because they do not have to work, take time off to save more money or deal with life situations that kids from less affluent families do. So in the end, most of that 50 million will end up at UIUC and ISU.

In 2014, Illinois had a total personal income (TPI)
of $613,671,539*. This TPI ranked 5th in the
United States. Illinois total personal income plus gross domestic product seems about a 1.3 trillion dollars a year? We can’t scrape up enough to fund education?

I must be old. I remember when a budget address had actual numbers for agencies, and specific proposals. If it wasnt inthe address, there were handouts.
Rauners address was another lecture on ideology–changes that will magically produce billions. I guess we have to wait for advocates to dig out the real numbers.

There is enough money to fund education in Illinois but that would mean raising taxes.
The corporations plan is to privatize Illinois schools and universities for billions in profit.
That’s what they mean when they say they want to run government like a business.

What’s happening to funding for MAP in this “budget”? Because if the students don’t get their grants funded, that’s another cut for universities.

Eight months in, looking at probably $12 billion in unpaid bills on June 30, no new revenue in sight….

My daughter is a junior in high school. Yesterday we met with her college counselor. Because of the lack of state funding, the counselor did not recommend applying to any state schools in Illinois. It will be interesting to see what the application numbers look like for our state schools next fall…the ones that are still open.

If the State and City were actually broke, you would not have gold plated financiers like Rauner and Emanuel as Governor and Mayor. You would have Bobby Rush or Luis Guiterrez as Mayor, and who knows who as Governor. There is big money in this State and City. Pull Emanuel’s and Rauner’s disclosures on line and see who is behind this. These guys are there on purpose. Lots of out of state contributions to fundamentally change state and city government as to who it works for and against. I still think the Emanuel/Rauner feud is as fake as Rauner’s accent.

Eight months in. An estimated $6.2 billion in new debt for just FY16, without funding for higher ed or social services. No revenue deal in sight.
How does it happen?

Because of the unresolved budget deficit, the governor’s budget proposals shouldn’t be taken very seriously. Next year’s budget for higher education will be the same as this year’s budget for higher education: a 100% cut in funding. This governor must really hate higher education.

All the universities were cut equally 20 percent on the 15 adjusted level. The numbers listed are off from the post. Also some money is given for performance both both community colleges and universities

How the post’s numbers were computed…
Using fy15 as the baseline:
30% cut fy15 vs. fy16.
20% cut fy15 vs. fy17.
25% cut over two years.

The number of incoming Freshman is likely to tank because of the current budget crisis and the Governor’s attitude toward higher ed. So, less money for higher ed will be needed. In time, we can close all of those expensive universities.

Not one mention of Higher Ed??? That is about as chicken as it gets.
It proves once and for all Rauner is THE one holding Higher Ed hostage and willing to destroy it. If he cared he would do something. Where are his solutions? Governor, NOT.

NIU has a very union-weighted BOT due to Quinn appointments. Hard to say, but that might figure into the budget treatment there.
