* The governor has signed the stopgap higher education funding bill…
Governor Bruce Rauner signed SB 2059 today and issued the following statement:
“This legislation doesn’t solve our budget crisis or help our economy grow, but it does represent a first step toward compromise between Democrats and Republicans. Now is the time to build on this bipartisan momentum and focus on enacting a truly balanced budget for Fiscal Years 2016-2017 alongside meaningful reforms that create jobs and free up resources for education, social services and infrastructure.”

Side note : decimate literally means ‘1 in 10′. Roman legions , as a harsh discipline , would have 1 in 10 soldiers killed randomly. Gov may not settle for 1 in 10

Great, then leverage this to start addressing the bill backlog. Call Madigan’s bluff on a balanced approach to cuts and revenues, along with redistricting reform. Use Rich Miller’s suggestions on workers comp reform and agree to roll it back to where it was pre-Blago. Agree on a timeline for reducing the bill backlog down to zero, and exclude anything from that calculation that will likely lead to a Supreme Court challenge. Develop a realistic long term plan for the state’s debt. Democrats should share ownership of the cuts and Republicans should share ownership of the tax increase that mathematics requires. Make peace with AFSCME, they’ll accept the worst contact in their history if it doesn’t decimate their contact rights or their health insurance, the Teamsters pro tech contact shows this is doable, and there’ll be no need to Veto HB580. You may say I’m a dreamer, but I’m not the only one, and all these things are doable.

It is perverse to say that this compromise doesn’t help our economy. Apparently Rauner is so blind to the possibility that public spending can help the economy that he believes we’d be better off with the $600 million left in the education fund, with CSU, EIU, WIU, and SIU laying off hundreds if not closing.
Rauner also appears uninterested in a stop-gap bill for social services, something that is desperately needed. If Madigan tried to hold out for social service funding by pulling the higher ed bill overnight, then perhaps he had something of a point.
Rich has already demonstrated that Rauner’s Turnaround Agenda would “free up” only a piddling amount of funding for government through higher growth.

The amount of money that the UIUC campus is getting is still a significant cut. (Better than nothing, but….) Here’s what the UI president says about what was passed. “The U. of I. may be forced to make additional significant reductions in faculty, staff, academic offerings, student programs, economic development initiatives and public service if it does not receive more than the 27.8 percent of last year’s appropriation that is provided in the stopgap bill,” president Tim Killeen says.

The man is just unbelievably unreasonable. He could have declared a victory. He could have looked darn good. But he continues to dump on the state while pretending he is not the one in charge of it. I have never seen anyone emasculated by their own rhetoric like this ever. Quit crying and start governing.

Cannoli for nearly everyone. The GA stepped up and helped lead, the Governor consistently said he would sign this bill and did so without any last minute games, and the bi-partisan cooperation is refreshing.
Everyone gets cannoli except the ==mastermind== of the botched 11th-hour power play that risked scuttling the deal and hurt efforts to build trust.

While at this point I get how desperate everyone is for funding anything. This is hardly a pat on the back moment. Woefully insufficient to fix the crisis in higher ed, this is a loose band aid that will fall off very soon.

This situation, brought on by Bruce Rauner and Hooted by Ron Sandack… that Reforning Illinois is more important than a budget stalemate… is now getting both sides to talk.
Nothing is perfect, governing isn’t perfect, but to ignore the GOP GA and Democratic legislators cobbling a stopgap, proving the elimination of poison pills leads to compromise isn’t governing, lots of grouos right now are now hoping for similar “non-governing” moves.
Are you saying you want your principles and boarded up EIU and CSU buildings?

Absolutely not. But let’s not have a ticker tape parade just because a hostage taker released a hostage. The governor still knows when he has to release one. But don’t confuse the governor’s necessity moves with governing.

Signing passed legislation is governing.
I know I’m not throwing a parade for Rauner, I think you know that I don’t reiterate the Sandack tweet because I think Rauner is a passive hostage-taker. Rauner’s plan was to see how far he could destroy things and get the “un-passable” parts passed by “leverage”.
However, governing needs to begin.
This is part and parcel of compromise governing.
It just is. It’s ugly, but it’s governing.

By that measure of “signing passed legislation is governing,” then he has been governing all along. He has signed how many bills during his tenure? Criminal justice reform took a front-seat last year. He did sign those bills, did he not?

Your comments suggest that the only thing you’re willing to accept is complete capitulation. As long as both sides hold true to that nothing will ever get resolved.
The events of the last week are positive steps and have been recognized by those that realize that actual governing will require a number of small steps like this.
You can’t get momentum without seeing movement first.

Mr. Rauner has caused more harm to the Illinois Republican party than anyone can imagine.
He’s realized come November, the current Republicans who have Democratic candidates running against them, very may loose their seats come November, in effect a group wide orchidectomy.
The balance of this man’s political career is going to be living hell.

OW, why is there a need for a stopgap? Shouldn’t the basic function of government be having a budget? Who (hoo hoo) put pre-conditions on doing his job? I am very happy that the hostage taker hasn’t killed all the hostages. But why should I give him credit for continuing a crisis that he created? How does that get the ball rolling on doing his job? This released pressure on the governor to do his job. It in no way is a sign of things to come. Just lancing a boil to preserve the chaos.

Before we get any budget we need reform of state government and reduce the power of the unions. Look what the Chicago Teachers union (Karen Lewis) is doing. She just rejected a pact that an independent arbitrator ruled in favor of the the school board. This is not meant to squash the unions, but give the governor a little more power to control costs. The state and city are flat broke and a tax increase by itself will not fix it. The state of Illinois needs more help in controlling costs. The unions are part of the solution.
