Cullerton says no vote on House Dem budget.

So now it becomes a test of wills between the Senate and the House. The Senate Democrats are tired of being forced to vote for a House budget for the umpteenth time, which is a big reason why the caucus rejected the House proposal. The Senate has advanced a stand-alone education bill to the floor which funds K-12 and higher education. But it’s not at all clear that it will pass the House if it clears the Senate because it provides $200 million a year for CPS pensions and the House just had to pull a $100 million subsidy out of the record because of widespread opposition.

There’s a procedural problem. The Senate’s stand-alone education funding bill is the last House appropriations bill the Senate has in its possession. Once that bill is sent across the building, it has no more bullets to fire. ADDED: The Senate has one more approp bill after this. Sorry about that. The House is sitting on, I believe, three Senate approp bills, so it has more options.

* I have no idea what’s going to happen next, which is why I love this stuff. The House could wind up forcing the Senate’s hand, or they could adjourn with nothing passing, or the Senate could find a way to get something else done. As always, keep an eye on our live coverage post for immediate updates.

*** UPDATE 1 ***  The Senate has passed its stand-alone education funding bill and soundly thumped the House’s approp bill.

*** UPDATE 2 *** So, what’s the next move? The House will take up the Senate’s stand-alone education funding bill. If that dies, Madigan’s spokesman says the next step will likely be to work on a stopgap budget with the governor’s office, which could take a week or two.

*** UPDATE 3 *** The House defeated the Senate’s stand-alone education bill by a lopsided 24-92 vote. Budget and non-budget working groups convene in the morning. Attempts will be made to structure a stopgap budget bill. More tomorrow.

    Also, the Senate could pass HB 2990 and then adjourn…leaving the House to take it up or leave it on the schedule.

    That would be the biggest story.

  8. Yes, peon, very bad. Refused to accept the necessity of the Quinn tax hike. Anguished screams of 67% increase drowned out reality. That luxury of electing the businessman to spite that reality is and will come at a very heavy financial cost.

  9. Is the unified Dem front starting to break? The funny thing is Rauner might not have anything to do with it. I don’t blame Senate Dems, all those budgets and not even including pension reform a couple years ago the Senate knew was unconstitutional.

  18. OW- if the House approves the Senate Ed bill, and Rauner signs it, we are right back to 2015 again, just on another parallel path. Rauner won’t have to budge on his Turns, the 3 Cs cover some very expensive spending, piecemealing takes place, and even more pain is inflicted on those forced from the table.

    Maybe the ILGOP should stop gloating about the Dem catastrophe for a minute or 8 and think on how many GOP “Green” a deal is going to mean.

    Every citizen of this state owes the Senate Dems for trying to force some sanity upon this process. Madigan took his ball and went home, again.

    Senate Dems now have all the leverage. I may not even care any more how this ends up, I am just glad to see them finally stand up for themselves.

  42. Tonight was about the Dems. Each chamber’s Dem caucus sent a message to the other that they will not be taken for granted by the other. While this has happened before, this time it is occurring at a time when they are faced with a strong and unified foe of so much they philosophically believe in. It’s long passed time where Cullerton bucks up and demands that Madigan work him on a unified Dem approach to ending the impasse. It’s time for Madigan to give his former protege and fellow Dem leader the respect he deserves. Failing to do so will make it easier for Rauner to highlight their dissension and make inroads into Dem membership.

    Learn from tonight’s rebuke gentleman. Much of Rauner’s agenda is wrong and what he has wrought is almost criminal to attain that agenda. Learn the lesson from our state’s most beloved figure - a house divided against itself cannot stand.

  43. FKA, we are finally in agreement. If Rauner will about face and sign off on medmar I’m pretty sure a budget compromise can be reached. Obviously I’m no fan of the man but his recent actions have shown an ability to shift position and compromise. Good and desperately needed signs for the state.

  44. Advantage to the Democrats after today’s actions. From reading the Nuding memo, it becomes clear that certain state agency operations are in imminent danger of a melt-down. Apparently, Revenue is out of money for postage. Without postage, they can’t send out tax assessments. If the assessments don’t go out in time the statute of limitations runs and the taxes can’t be assessed. The reference to cigarette tax stamps also likely means that the supplier of the tax stamps is threatening to cut off further supplies without payment. Tax stamps are a rather sophisticated product to prevent fake stamps. Without tax stamps cigarettes can’t be sold. Think of the public outcry . . . .

  45. Jorge - It is good to read that, no snark. Rich’s earlier post about Rauner and Cullerton’s ability to compromise on a short term budget was also a good and desperately needed sign for the state.

    Madigan’s refusal to negotiate or compromise was surprising. It turned out not to be a tactic for a last minute deal this time, but appears more of a personal decision made by ego or emotion.

    4 years without a balanced budget. 14 years of deficits. No major reforms passed by the GA. No alternatives. No compromise being offered.

    That is a recipe for incumbent disaster in November. This would be different if the GA had passed some alternative reforms or the state was operating well, or even normally, before Rauner. Tonight buys time for a compromise, and the Senate Dems now have a clear advantage in negotiations over Madigan. He is about to NO himself out of relevance if he continues as he is.

  48. Interesting schedule for Rauner on Wednesday. Especially given the fact WCIA out of Champaign earlier tonight was spinning the freestanding education funding and the 6 month stop-gap budget as done deals.

    With the last minute introduction of the Gov’s stop-gap budget bills, today’s public relations “victory lap”, plus the spin by certain news sources, I’m becoming convinced the BigBrain trust doesn’t really understand the procedure for getting legislation done.

    Someone needs to explain you have to actually pass the legislation first before you can brag about winning. Just stopping the other side’s legislation doesn’t automatically get your side’s passed.

  49. There were some pretty dramatic moments, to be sure, last night. Let’s hope the drama turns into some real action.

    Rauner’s proposal seems legit but perhaps it would seem more sincere if he hadn’t waited until the last day to make it. After a year and a half of saying no budget until the “agenda” is passed, he bails on it? Something doesn’t add up.

    Madigan is the eagle in the tree watching all that flip flopping.

    In true nature, the eagle would never have mercy on the prey.

    I hope Madigan surprises and has a gracious 2year budget plan that helps ALL the middle class ready to go soon.

  51. There has never been Democrat unity on Senator Manar’s K-12 education bill, there has been no new split on that issue. As for the Senate Democrats being the voice of reason, I question that. How is Don Harmon’s support for Manar’s SB231 which hit Oak Park hard reasonable, how is Sen Lightford’s K-12 fusion bill HB 3190 rational since we have wildly different estimates on the cost of the evidence-based weights in FY18 and thereafter in the bill.

    We also had the Republicans tagging on additional millions to their K-12 bill,HB6583/SB3434, to allow for hold harmless provisions without the revenue to support it. What a waste of time this has all been.

    Can’t help but notice that the event’s wording doesn’t specify whether Gov. Rauner currently supports or rejects a Fully Funded Stopgap Budget and Clean Education Bill. I wonder if the person writing up his schedule even knows what the governor’s principled position was/is/will be?

    In any case, a smart staffer will always give Bruce the option, as he travels between events, to once again switch his stance.

  68. There are times I really wish I could click a “like” button on here. The GOP knows they’re facing Armageddon in November without something resolved so they’re flailing around trying to make it about the Dems. If Governor “Principles-Sminciples” had dropped his Turnaround Agenda a few months back (not on the last day of the session) we’d probably have a full budget by now.
