* As you already know, the budgeteers are using the governor’s stopgap budget proposal as the basis for their attempt to reach a compromise. And the governor has criticized Democratic leaders for “slow-walking” the working groups’ progress, including on the budget.
But the governor has now signaled twice, including yesterday, that he wants the General Assembly to approve his own proposal…
Rauner says he wants his budget proposals passed as is. The governor’s two-part solution includes short-term funding for government operations and social services, as well as an education spending measure that would ensure no school district receives less state aid than it was granted last year.
Ruling Democrats in the General Assembly have other ideas. They want to funnel extra money to Chicago Public Schools to help the district start to dig out of its financial hole, an idea Rauner repeatedly has dismissed as a “bailout.”
On Wednesday, Rauner said he wants lawmakers to return to the Capitol and vote on his two bills, and he warned them not to “fatten” the bills up with extra spending.
“We’re calling on the General Assembly, come back here to Springfield, vote on these two bills, let’s get them passed,” Rauner said. “And don’t play games with them, don’t delay, don’t come up with excuses why action can’t be taken. And don’t lard these bills up with a lot of additional spending that we can’t afford in an effort to force an income tax hike next January.”
Subscribers know more about the budgeteers’ process. It hasn’t been easy, mainly because there’s no extra money just laying around.
So, how about we let them try to do their jobs for a while without repeatedly insisting that they compromise by giving in?

Everybody knows an income tax hike is necessary. It’s so tiresome hearing this governor repeatedly act like he doesn’t know that. He is such a political hack.

More oompa-loompa. Misdirection and distractions in order to keep squeezing the beast.
Just look at the way he sold out nearly every GOP GA member on the social services emergency appropriation.
They thought they had a deal with the governor on providing partial payments to contracted providers. It passes without a dissenting vote, then Rauner unilaterally discovers new “conditions” for paying even a portion owed on the contracts his administration signed.
Those actions are textbook definitions of bad-faith. They are the actions of a bustout king, not a governor.

Let them do their jobs.
If you want to be grossly unhelpful and passive, Rauner is gaining the blueprint.

Understanding that this is not the most transparent administration in recent memory, perhaps someone could outline what is NOT funded in the Governor’s proposal that he is insisting must be passed “as is.”
No MAP for starters. Barely enough money to keep the lights on at the public universities. What else is not going to be funded if Rauner gets his way? How is that going to be different from the nightmare that is the current situation?
No. Passing this as-is gives Rauner what he wants, more time to bleed the state dry. Once he knows schools will open, he no longer has to do his job. It’s pathetic.

even if the GA agreed 1000% with Rauner’s proposed stop-gap and full year budgets, at this point they wouldn’t pass anything without modifying it some just to mess with Rauner’s head. Because of all the bad faith dealing, the GA is exerting their will … not necessarily Madigan’s, THEIR, will … and Rauner can like it or lump it.

Haven’t schools (not just Chicago) been funded poorly for years? Is putting into them the amounts they should have had really a bailout? And does that mean when Illinois starts paying it’s electric bills it will be bailing out the power companies?

I think he is saying Rauner is using the US Congress’s game plan, “My way or the highway plan.” The Rs are opposed to everything the Dems want.

47th, spot on. In the Gov’s stopgap, there are lump sums for a lot of human services, which gives NO guarantee to providers that they would be paid for services rendered. Too much power in an administration no one trusts.

Perfidy
Perfidy is specifically prohibited under the 1977 Protocol I Additional to the Geneva Conventions of 12 August 1949, which states:

Article 37. – Prohibition of perfidy
1. It is prohibited to kill, injure or capture an adversary by resort to perfidy. Acts inviting the confidence of an adversary to lead him to believe that he is entitled to, or is obliged to accord, protection under the rules of international law applicable in armed conflict, with intent to betray that confidence, shall constitute perfidy. The following acts are examples of perfidy:
(a) The feigning of an intent to negotiate under a flag of truce or of a surrender;
(b) The feigning of an incapacitation by wounds or sickness;
(c) The feigning of civilian, non-combatant status; and
(d) The feigning of protected status by the use of signs, emblems or uniforms of the United Nations or of neutral or other States not Parties to the conflict.
2. Ruses of war are not prohibited. Such ruses are acts which are intended to mislead an adversary or to induce him to act recklessly but which infringe no rule of international law applicable in armed conflict and which are not perfidious because they do not invite the confidence of an adversary with respect to protection under that law. The following are examples of such ruses: the use of camouflage, decoys, mock operations and misinformation.
Article 38. – Recognized emblems
1. It is prohibited to make improper use of the distinctive emblem of the red cross, red crescent or red lion and sun or of other emblems, signs or signals provided for by the Conventions or by this Protocol. It is also prohibited to misuse deliberately in an armed conflict other internationally recognized protective emblems, signs or signals, including the flag of truce, and the protective emblem of cultural property.
2. It is prohibited to make use of the distinctive emblem of the United Nations, except as authorized by that Organization.
Article 39. – Emblems of nationality
1. It is prohibited to make use in an armed conflict of the flags or military emblems, insignia or uniforms of neutral or other States not Parties to the conflict.
2. It is prohibited to make use of the flags or military emblems, insignia or uniforms of adverse Parties while engaging in attacks or to shield, favour, protect or impede military operations.
3. Nothing in this Article or in Article 37, paragraph 1 ( d ), shall affect the existing generally recognized rules of international law applicable to espionage or to the use of flags in the conduct of armed conflict at sea.
