Dear PNI coalition and potential plaintiffs,
We wake to newspapers across the state declaring “Enough!” and a small cameo for the PNI Coalition in last night’s broadcast of The Daily Show.
We also wake to details of the Governor’s proposed stopgap bill that was filed yesterday. Unfortunately, it appears that HB6591 will have little to offer human service providers despite its 773 pages. ICOY has analyzed it for youth-related funding in human services (see attached analysis of Federal and non-Federal funding) and found that it will do NOTHING to address our concerns about payment under our contracts. I strongly encourage you to take a look to see if your funding would be included as well.
Further, Nora (ICOY’s Policy Director) notes:
HB6591 was filed 6/28/16 as the Governor’s second proposed stop gap bill for FY16 and FY17. Article 23 provides for limited operational expenses, but this does not include many of the services delivered via contractual obligations without existing appropriation authority. Article 94 provides for limited operations for FY17, including many FY17 federal passthrough funds. Please note that if this bill is enacted - and SB2038 is enacted - HB6591 has a provision that repeals the section of SB2038 that prohibits the executive branch from reallocating funds to other budget items outside the intent of SB2038. Specifically, it would repeal ARTICLE 996 of SB2038: “No appropriation authority granted in this Act shall be used for personal services, state contribution for employee group insurance, contractual services, travel, commodities, equipment, permanent improvements, land, electronic data processing, operation of automotive equipment, or telecommunications services, as those terms are defined in Section 13 of the State Finance Act.” (The Governor also had another “clean” K12 education bill filed HB6590 on 6/28/16).
In short, please do not get swept away by rhetoric and false hope today. Please review this bill closely and speak to your legislators about what you find. It is unlikely that they have scrutinized such a massive bill with your interests in mind. The House convenes at 11 am and the Senate at noon.

Be aware that will give Rauner a lot of latitude and, apparently, is where Rauner intends to find his “operations” funding.
If I was suspicious, I would say that is where Rauner intends to find the money to pay the replacement contractors when the union is forced out on strike.

Of course all these programs should be regularly reviewed for effectiveness and efficiency, but now is not the time to do this.
RNUG, no public worker is “forced to strike” unless there is a lockout. Do you think that’s what’s being planned fro AFCSME?

This feeds this Governor’s failed so-called business agenda.

Preying on trust of social service groups, literally lie to them, then not pay them, in hopes the close… because they trusted Bruce Rauner.

Actually I shouldn’t be despondent yet. Who knows what’s going to happen. I did guess correctly a little while back that Rauners interest in operating funds was to hire scabs when he puts us out. The more fungable “operating funds” the longer the strike.

It is a big bill, but did you read article 158?
DHS - Comprehensive Community-Based Services to youth $15746500. Homeless Youth services $4330100,
Child and Adolescent Mental Health Programs $75909400
Sounds like that funds programs for kids to me…

In a week we’ll understand the ramifications RNUG. Madigan/Rauner just negotiated it yesterday and today. My guess is limited labor war. I don’t think Rauner has the resources for a protracted strike. Rauners bet is that we won’t strike and eat the new contract. Dear God its a horrific gamble either way. I watched WWI documentaries last night. There are a lot of similarities when it comes to the hubris of leaders and the helplessness of the soldier being thrown into the maw.

RNUG, I was being facetious about AFCSME being “forced” to strike. Shoulda made that clearer.
The simple reality is that Illinois can no longer afford the AFCSME excesses and impossible demands, and Rauner was elected not to sell out the taxpayers to them.
It’s “the People vs AFCSME” coming up. championship fight. May the People of Illinois win…

Rauner has staff that are clever, focused, and persistent. Every line of their proposals must be scrutinized and considered for side effects.
This need for review and reflection should slow down the process. Time pressure seems calculated to force errors.

Bob, I enjoy your comments and am often in partial agreement (and partial disagreement ).
Having managed in State government, I have a mixed view of the union. They have been too successful at protecting workers. At the same time, many State managers need to be checked. They would impose discipline without any documentation and act non-professionally.
My opinion is that the power of the union needs to be reduced and the professionalism of management needs to increase. Each of these is difficult to do.

The starting HSC salary, I believe, is 39,500. Most all the new crop have Masters degrees. Raises are gone. Step increases are gone. Now Rauner wants to impose bronze level insurance that would cost each worker aprox 3500$. So we’re effectively down to 36,000 a year with no way to do any better. It’s a brutal job which requires tremendous knowledge of Federal/State policy and procedure. Add to that, at least in my office, totally incompetent leadership, one even frankly abusive. So you think you can find someone else to do it for less. I bet you actually can. That’s Rauners bet too. A race to the bottom is what has gotten so many people angry and upset in this country. All so that a tiny few can enjoy paying less in taxes and keep more profit in their portfolios. Collectivist rant over.
FYI I do this job because I feel called, religiously/spiritually to do it. I live my faith every day helping the people that Christ called US to help. I am lucky and blessed.

Don’t count your chickens before they hatch. I don’t see Madigan or Cullerton selling the unions down the river before the election.
However, they will try to take our pension away again, and raise insurance premiums. Remember, they can not take your pension away without your permission.
I’m hopeful our insurance premiums will be less than what Rauner wants us to pay.

If you’ve followed me at least the last few months, you know I am more or less in agreement with your comments at 12:11. But the way to correct that is through tough contract negotiations, not a vendetta to destroy the unions. IMO, each side is needed to counterbalance the abuses of the other side.
