* Let’s return to Chris Kaergard’s interview of Gov. Rauner…
We’re doing big things and good things. For example, we’ve already transformed much of state government, but people don’t know it. We’ve cut more than $800 million out of wasteful spending inside state government already. Huge transformation.
* I asked for a list of that $800 million in “wasteful spending” and here’s what the governor’s office sent. Click the pic if you need a larger image…
DHS programs, child care, job training, transit assistance for people with disabilities, cop cars and cop equipment, and a delayed opening of a residence for veterans (construction of which, by the way, has started again, so is that wasteful?).
The Psychiatric Leadership Capacity Grant provides funding to community mental health centers in Illinois to help cover the cost of employing a psychiatrist. The money goes to most of the roughly 140 mental health centers in the state. Often, mental health centers do not have a full-time psychiatrist on staff but bring one in for a few days each week or month to meet with patients and prescribe medication. […]
“There was no explanation or notice from DHS and certainly no suggestion about how community mental health folks should proceed without that funding,” says David Cole, director of the Moultrie County Counseling Center in Sullivan. He says his center gets about $37,000 annually for psychiatric service. “It’s a big cut. The entire line was just crossed out.”
Man, this guy is really something.
*** UPDATE *** Press release…
In an interview with reporter Chris Kaergard yesterday, Gov. Bruce Rauner said, “We’ve cut more than $800 million out of wasteful spending inside state government already.” When asked by The Capitol Fax’s Rich Miller to provide evidence of these cuts, the Rauner Administration responded with this document that details cuts to child care, healthcare, recycling programs, veterans housing, transportation funding for the disabled, state police funding, and other critical services provided by the state.
Illinois Working Together Campaign Director Jake Lewis released the following statement regarding Governor Rauner’s “wasteful spending” cuts:
“It is absolutely shameful that Governor Rauner would label child care, healthcare, recycling, transportation for the disabled, veterans housing and state police programs as ‘wasteful’. The very idea that Rauner could think of these programs as ‘wasteful’ clearly demonstrates his utter heartlessness when it comes to Illinois’ neediest. Not only does the governor not care about the most vulnerable in Illinois, he views programs to support them as ‘wasteful’.
“Unfortunately, these callous comments are also completely unsurprising. In addition to his harmful cuts to children, veterans, and public safety, Governor Rauner created a devastating budget impasse that has caused untold damage to Illinois’ families, seniors, and economy. But in Governor Rauner’s world, a million Illinoisans losing access to critical services is just cutting ‘waste’. Meanwhile, the state racks up hundreds of millions of dollars in interest fees on its late bills due to the Rauner impasse. It may take years for the state to recover from the damage Rauner has caused.”

State Police squad cars are paid for out of a designated fund from an additional $1 per license plate fee as approved by the legislature. How can that money be considered a savings by the governor? Oh yea, he sweeps it to pay for other things.

Child care is the biggest…145 million …the Illiana maybe. I would have don’t for corridor protection and only built if it became feasible for the fullest to do it…..Because of delays at IDOT we have to waste 27 million to keep the Beardstown Bridge from collapsing when the replacement should be under construction. So subtract 27 million from the list.

Just to be clear…
Every penny spent in the name of social services is, by definition, purely beneficial and effective. Never has one dime spent by government been wasteful, duplicative, inefficient or misdirected.
So we are all agreed, just because the grantee says the tax money is being used perfectly we are to blindly accept that and never try to reduce or redirect government spending.
Cool. That sounds really sustainable.

Besides the intended initial impact of those expenditures, what might have been the multiplier effect of that $845 million in the Illinois economy? You know, circulating through many hands and businesses, and not just stagnating in some evil collective someplace, undermining economic individualism.

I don’t necessarily support a lot of these proposed cuts, and feel that society benefits, or should benefit, from many of these programs. But at the same time I do have to observe that very few of these programs are essential to the core operations of state government. Most would not have existed 50-60 years ago before the “Great Society”. And I think terms like “Draconian” fall into the realm of spin.

This is a great example of the disconnect between public perceptions of government spending and the reality, particularly when viewed through the lens of polling: one person’s waste is another person’s vital program. When polling shows that the public overwhelmingly believes and supports dealing with the budget issues by “eliminating waste” it usually doesn’t mean the “paying $800 for a toilet seat” type, but rather the “get rid of the programs I specifically disagree with” kind. Similar to how Congress has an overall approval rating somewhere south of the public approval of, say, chlamydia or Nickelback, but if you go district by district and add up the individual approval ratings you’ll get something much closer to or even north of 50%

Well, all I can say is, if the Governor was rated like his employees are, his employee evaluation would have to say:
X-”Does not meet expectations”.
X-”Assigned projects not completed by due dates, blames others.”
X-”Great difficulty in working with others, creates hostile work environment”
X-Travels in State Vehicles at above posted speed limits.”
X-Would NOT recommend for retention or promotion.
X-Recommend discharge with prejudice.

I turn 60 in December and really am nostalgic for the days of polio, separate but equal laws, blatant and vicious housing discrimiation, no voting rights for minorities, abject poverty in Appalachia, black lung disease for Southern IL coal miners and all those other things that make me yearn for the good old days. And are the other cuts related to not paying sites during FY16?

waste /wāst/ noun. An act or instance of using or expending something carelessly, extravagantly, or to no purpose.
Bruce Rauner did not characterize his cuts as inessential to state government’s core operations, he characterized them as “wasteful spending inside state government.” Rich then asked for a list of that $800 million in “wasteful spending”. And this is the list of “waste” that the governor’s office produced.
This isn’t a discussion about the historical role of state government in the years before I was born, this is a discussion about a Governor of Illinois who explicitly called DHS childcare and State Police forensic equipment WASTE.

$170M in savings attributable to group health insurance? Hmm, not paying providers does not equal “savings.” I’d love to see how the dependent audit turned out. CMS contracted that out to some out of state firm, by the way. I would not be surprised if the audit cost more than it saved.

I think that Rauner needs to stop using the word wasteful. There is nothing wrong with a debate on the right mix of spending and taxation. “Wasteful” is inflammatory and detracts from the message.

Rauner fails the moral test of his governorship by calling all the money cut from these programs “wasteful spending”. Minnesota takes better care of their weakest and most helpless citizens. Minnesota’s taxes are higher then Illinois, yet their economy is doing better then Illinois. Businesses seem to like to move there.

If anyone still wonders why Rich Miller and this Blog and the Fax is so well-respected and unmatched in its coverage, this Post is a Prime Example, and each day Rich continues to cover THE story that is the Rauner Governing.
It’s one thing for this Governor to be flippant. I know I can be very flippant, but it’s quite another to be flippant in “waste” and it turns out that this so-called “waste”, as clearly and plainly shown by Rich Miller, is actual ignoring core needs or functions, and that’s not even discussing the “social agenda” decimation happening right now at the hands of Bruce Rauner…
… as a flippant Rauner calls his… savings… waste.
Thanks, Rich. These are THE stories that need sunshine. Rauner loves nothing better to decimate, eliminate, or or outright destroy… and nary a word is said.

When came into office, Rauner said he could save $500 million in CMS. IF you give credit for $170 million on group health (big if), where is the other $330 million. Let’s also ask the question how much it has cost to hire consultants who are teaching CMS and other agencies how to be “lean” ( Six Sigma) v. how much has been saved implementing any of those business school theories.

Who needs psychiatric leadership dollars and assorted DHS programs? If the people seeing a psychiatrist would just put some effort into their own care and take their meds they would be fine. Group health insurance? If you need medical care just work out a simple payment plan with the provider then declare bankruptcy. Done. Child care? If you cannot take care of the children why you having them? It is all part of transformative thinking as we step forward to responsibilities for self care. Yeah that’s the ticket!

Thank goodness the truly needy like Ebay, Amazon, CapitalOne, CDW, etc., made the cut for their $100 million plus in tax credits from Rauner.
Guess what, though? If you don’t read this blog, the odds are very good that you’ll never see the detail of what Rauner considers “wasteful spending.”
Illinois media, with some notable exceptions, have virtually abandoned any effort to do “numbers” stories. It’s all “personality conflicts” and dueling catch phrases, over and over again.

Even if Downstate’s anecdote were correct, it’d be less than useless. Anecdotes reinforce the handwavey soundbite “debate” that passes for discourse these days. I’m no more interested in your own anecdotal experience than I am in the ShamWow guy’s testimonials.
Show me solid, verifiable data that I can draw useful conclusions from. Show me the relative scope of a decision’s impacts. Show me prior plausibility. And show me the human values at play in the proposal, because you can’t govern on statistics alone.

18 months, and this is the Rauner accomplishment.
No one — and I mean no one — would have guessed these cuts (I mean, Amtrak? Seriously? Only a rich guy would cut Amtrak) would form the basis of Rauner “transformative” candidacy.
The critical question is: okay, you’ve made your move — you’ve made the wasteful cuts — now where are the jobs? Where are things getting better?

Medicaid rate reductions just increases the cost to those with insurance and causes hospitals to raise rates. Really puts the hurt on hospitals in less than affluent areas both urban and especially downstate.

I have no doubt from my experiences working with some agencies that there is a fair amount of waste to be cut, but would love to know how they (the Gov) determined the waste was there and assigned those amounts to waste.

Asking again - now that he’s eliminated all that “waste” what happens to the funds that were budgeted, but not authorized for spending. The stopgap budget only covers the first half of 2016/2017. WHAT ABOUT 2015/2016??????

A point must be made about the claimed savings based on Medicaid eligibility redeterminations claimed by Governor Rauner of $53 million. In this article we discover that —in Illinois up to 25 percent of Medicaid clients are being disenrolled each year, the majority of whom are most likely eligible. Maximus the contractor, under Quinn and Rauner, has run a game of disenrollment claiming savings, but never discussing the numbers eventually ending up back on Medicaid. Now the formal disenrollment is done by a state employee based on Maximus recommendation following a labor complaint. None the less the entire project itself is very suspect.

Were any of these cuts (not savings) restored by the stopgap budget? Remember, RAUNER said no one can force him to spend money.
“Savings” occur when you accomplish the same or greater result, w fewer resources. “Cuts” are when you whack something, regardless of harm or destruction. If you don’t care about real harm to individuals, any heartless fool can cut.

Rauner’s description of this list as “waste” without more information was a mistake. Is it possible that some of these programs are, indeed, wasteful? Yes. But to read the comments here is to be reminded of what is true about Illinois voters. Few want services cut, and even fewer want their taxes raised. Rauner should be the adult in the room and say that while some of these cuts may be painful in the short-term, the long-term economic stability of Illinois is at stake. And, yes, he should call out programs that are duplicative, ineffective, have a history of fraud/cronyism, as examples of other reasons he had to cut. It’s a lot easier being here, anonymous, criticizing someone making tough decisions. We all should consider that sometimes.

I’m familiar with the IHDA budget and not sure where these “savings”come from since their state funding was appropriated in the stopgap budget. Also, Governor Rauner must not have seen the IHDA 2015 Annual Report, which states that IHDA “invested $2.1 billion in 16,321 units of affordable housing in FY2015, generating $815.9 million for Illinois’ economy, creating 12,300 jobs and helping families find quality, affordable homes throughout the state.” He can read it at http://www.ihdafy15.com.

While the headline grabbing rhetoric of Governor Rauner labeling child care, healthcare and disability programs as ‘wasteful’ is attention grabbing and incites anger– the reality is that there is rampant abuse of these programs by dishonest vendors and program participants. Child care vendors billing the state for services even when the kids don’t show up for daycare; transit companies billing for rides for the disabled that never happened; improper Medicaid payments for home care providers that were never delivered. These are the realities of ‘waste’ that are rampant in this state, despite the misleading rhetoric.

That’s not cost savings. That was a fund sweep. About $11m was collected by the council from insurers who paid $1 into the trust for each vehicle they insured last year. The money in that trust has been spent on evidence-informed theft prevention and yard audit initiatives for years. These programs/staff were never supported with state dollars.
And opting not to fund Ceasefire - does that really count as a cost savings? That’s a funding cut. And the program has made its way in appropriations bills, budgets and stop gaps multiple times over the last 18 mos.
Words matter, governor.

@Pawn - The last independent statewide audit report, performed by KPMG, and made available by the Illinois Auditor General, describes numerous deficiencies in controls at DHS and HFS, with specific mention of millions of $ in likely improper payments made to vendors in the public assistance programs in Illinois. If the state audit report isn’t accurate, so be it– but that’s a better source of the truth than this blog!

I suppose that is what you call it when your political hack “CEO” fires the most competent non-union employees and forces the retirement of the best union employees. It will take years to rebuild that agency so that it can actually do its job again.

Regretfully, we moved from NY State to IL 25 yrs go, We have 2 daughters with DD & MI. We raised 2 grandsons w/o any help from the State if IL. My husband lost the job we moved to IL for after 20 yrs. as a devoted employee. We have struggled to keep our heads above water since then. We are sorry we voted for Rauner as he has no compassion for any needy people. We will not make this mistake again!
