[Bumped to a Tuesday post from Monday to give it some more visibility.]
* Monday, 4:36 pm - The General Assembly formally transmitted the operating budget to Governor Blagojevich this afternoon.
And Gov. Blagojevich has not yet taken any action on the supplemental appropriations bill, which contains the legislative pay raises. He has until midnight tonight to sign it, veto out the raises, or do nothing and allow it to become law.
* 4:55 pm - Don’t forget about the fundraiser tonight to help pay off Pat Thompson’s medical bills. It’s from 7:30 to 10:30 at Floyd’s Thirst Parlor in Springfield. 10 bucks, bottomless cups of beer, and pizza.
* 7:18 pm - CBS2 reports that Congressman Denny Hastert is expected to annnounce that he will retire at the end of this term. The station also reports that many of Hastert’s top campaign people have found other jobs and that Hastert’s campaign website appears to be offline. According to Project Vote Smart, this is Hastert’s website. It’s gone. More here.
* 10:47 pm - Still no word on the supplemental appropriations bill. I’m waiting just like some of you are.
* 11:15 pm - According to the Secretary of State’s office, the governor has signed the supplemental appropriations bill. Pay raises for everybody. (OK, not everybody.)
…Adding… I’m told the governor signed the supplemental and five other bills and filed them all at 10:40 pm tonight. Not sure yet what those other bills were.

Gov B. did take sign into law HB 215, known affectionately as the manure control bill. Write your own punch line here, but this bill is too little, too late, especially when it applies to the Gov and the 2007 budget process!

Maybe the governor will finally act on the supplemental at the fundraiser tonight. Seems more his style to combine policy action with fundraising.

There is no money for the minority leader as they do not have a seat at the table. If you own the Gov mansion and the general assembly you get to redistrict without the minority party. The only way the lack of money becomes an issue is if any of the afformentioned changed to Republican hands.

The only reason Rod will passively let funding of legislative pay raises become law is his politically weakened state. This habitual grandstander will get no “credit” in the eyes of legislators, who know he enjoys demagoging at their expense. Rather, General Assembly members will recognize that the only path to a cooperative and reasonable chief executive will be to keep Rod weak. How fitting that Mr. Irrelevant would avoid direct action (by way of a straightforward sign or veto) in favor of the cowardly passive route. The spin tomorrow will be both amusing and tiresome.

OK, total speculation ahead, so proceed at your own risk. It’s possible that the supplemental was held up until so late in the day because of internal debates in the Governor’s Office. The supplemental was probably the biggest arrow left in the Governor’s quiver; too many hospitals in too many legislators’ district would be hurting without it.
On the other hand, the only strong supporters happen of “Illinois Covered” happened to be unions (of which AFSCME benefits from the supp) and the Hospital Association (which gets something like $1bln from the supplemental).
It’s possible that the internal debate was between using the supplemental as leverage over the GA and thus screwing over the only allies left.
The game on the twelve month budget is pretty much over, Mr. Governor and staff. Your best option is to move on, and try again next year.

From the SJR –Spokeswoman Rebecca Rausch says the Democratic governor needs time to study the budget, which is 1,400 pages long. If he only received a “C” in constitutional law, it probably means he is a very slow reader and even more slow at comprehension. Any delay in signing the bill is arguably cereberally-related. Perhaps they could re-send the budget to him in 14 point font and some pictures…

I see that everybody, well almost everybody, gets nice pay raises. You all must be so happy.
Merit comp employees get screwed again - no money for raises for mc employees. That will be exactly $0.00 in raises in all the years since Rod’s cohort took control of the State of Illinois Treasury.
Emil said: “A man deserves a raise.” Unless you are a merit comp employee and the senate president is deeply buried in Rod’s hip pocket.
Yep, they do it all to us. Nothing irrelevant about that.
