Rep. Bourne disputes Gov. Rauner’s account

Wednesday, Aug 30, 2017 - Posted by Rich Miller

* Rep. Avery Bourne (R-Raymond) was at the governor’s Springfield press conference today. Dusty Rhodes had some questions

So after [Rauner’s] victory speech, I had a question for Bourne — what would she say was the governor’s main contribution to getting this done?

“You know, I want to commend him for saying: Get a deal,” she said. “And I think that was the charge of the governor’s office.”

When reporters asked Rauner about the most controversial item in the compromise — a new tax credit program for private school scholarship donors — he said the idea had come out of his reform commission, where, he said, it had been a big topic of discussion.

Bourne, who served on that commission, disputed that claim. She said what finally got this contentious issue solved was moving Chicago pension costs into the statewide system, and offering some property tax relief for wealthy districts.

“I think those have been the governor’s priorities, but I think that these negotiations really took place in the legislature,” she said, indicating credit should go to the Republican and Democratic leaders of the House and Senate — Republicans Jim Durkin and Bill Brady, and Democrats John Cullerton and Michael Madigan.

Yikes.

So if the private school tax credit from general revenue was not a priority of the governor, who was lobbying for it? Which legislators do we credit?

  2. - Linus - Wednesday, Aug 30, 17 @ 4:07 pm:

Quick: Someone explain to the Governor that he cannot fire Rep. Bourne.

  3. - Chris - Wednesday, Aug 30, 17 @ 4:07 pm:

    “Rep. Avery Bourne (R-Avery)”

    Shady!

    Or just a fun typo.

    ===Or just a fun typo. ===

    I really need a nap.

  5. - Anonymous - Wednesday, Aug 30, 17 @ 4:10 pm:

Also, the press conference was in Springfield, not Chatham.

    Get that nap, Rich!

    Any minute now.

    Meh.

    Ms. Bourne’s programming is off.

She hasn’t thought for herself since her first swearing in, why think that’s changed now?

Like Mr. Barickman… Ms. Bourne will come out and say it’s all a big misunderstanding, lol

  9. - We'll See - Wednesday, Aug 30, 17 @ 4:14 pm:

Give her a break, she’s young and still learning. I’m sure Bruce and crew are working up a lesson plan right now.

  10. - Oswego Willy - Wednesday, Aug 30, 17 @ 4:18 pm:

Like the numbers in her district that Charlie Wheeler showed that were in conflict with Ms. Bourne’s reality, she will “come to her senses” and realize that Rauner has control of her switch and future.

Mr. Barickman’s own walk-back tells me so.

  11. - Chicago Cynic - Wednesday, Aug 30, 17 @ 4:22 pm:

It’s very very hard for Bruce Rauner to tell the truth. It’s not a skill that comes naturally to him.

  12. - Anonymous - Wednesday, Aug 30, 17 @ 4:22 pm:

A couple mildly sexist, definitely ageist comments against a rep who just had a hand in successful and historic school funding reform efforts. Give her some credit. Her name was on the bill. What have you folks accomplished recently?

  13. - Oswego Willy - Wednesday, Aug 30, 17 @ 4:25 pm:

Pick a name, then get back to me, lol

  14. - Posthole - Wednesday, Aug 30, 17 @ 4:28 pm:

“Ageist”? Is that what used to be called “calling out someone for being inexperienced”?

  15. - Michelle Flaherty - Wednesday, Aug 30, 17 @ 4:32 pm:

I’ll say one thing for Rep. Bourne, she’s awfully creative

  16. - illini - Wednesday, Aug 30, 17 @ 4:32 pm:

    — “A couple mildly sexist, definitely ageist comments…—”

I think some commenters are trying a little too hard to make nonexistent points.

Well, thought I made a clever and snarky comment on Cap Fax today, but I guess not. I’m such a failure a life.

==the idea had come out of his reform commission, where, he said, it had been a big topic of discussion==

100% false. There was almost NO discussion of tax credits or of vouchers. Purvis made a couple of comments in several meetings, but they were mostly her saying something like “My boss is interested in….”

  19. - Henry Francis - Wednesday, Aug 30, 17 @ 4:46 pm:

Governor Rauner: when things are getting accomplished, he’s pretty irrelevant. But when things are getting blown up, sidetracked, or gaslighted, that’s where he plays the most significant role.

  20. - Sue - Wednesday, Aug 30, 17 @ 5:19 pm:

Does anyone know how the State will administer the scholarship program in terms of donations. How will people know as they make contributions whether the 75 million cap has been exceeded?

  21. - Sue - Wednesday, Aug 30, 17 @ 5:21 pm:

Hey- unless I misheard Sec Purvis this morning - she thanked the 4 leaders and said the Governor monitored the deal from the sidelines?

  22. - The Dude Abides - Wednesday, Aug 30, 17 @ 5:36 pm:

Bourne had better walk that back or she’ll get Primaried.

  23. - Retired Educator - Wednesday, Aug 30, 17 @ 5:49 pm:

I live in Bourne’s district, this her first attempt at independence to date. Her usual MO is to chant the party line, and send out mailers that are mostly nonsense. Trust me she will come out with some reason for having disputed the Governor’s words. (I was absent that day, I was playing with my Iphone) or some other silly reason for not hearing the big discussions.

  24. - Tough Guy - Wednesday, Aug 30, 17 @ 6:52 pm:

Uh oh. This is what happens when Representative Bourne is not briefed by the governor’s office on how she should answer questions.

  25. - wordslinger - Wednesday, Aug 30, 17 @ 7:13 pm:

Cut Bourne some slack. No one can be prepared for every whopper Rauner tells.

–So if the private school tax credit from general revenue was not a priority of the governor, who was lobbying for it? Which legislators do we credit?–

Hmmm. Are any of the four leaders Catholic and go to Catholic schools? Send their kids to Catholic schools?

    Like…. all of them.

  26. - Northside Dude - Wednesday, Aug 30, 17 @ 7:20 pm:

Representative Bourne is one of the best we have - a star. Nothing she said was inaccurate. She was a crucial member of the education funding reform commission. She is someone who matters.

  27. - Oswego Willy - Wednesday, Aug 30, 17 @ 7:27 pm:

===Representative Bourne is one of the best we have…===

… at what? Voting how Rauner requires or regurgitating a false narrative about school district numbers that were refuted here?

    Ms. Bourne isn’t thoughtful.

I’m so terribly sorry for thinking Ms. Bourne and Rep. Jimenez were of that same thought. You only need to look at Rep. Jimenez to fully understand where Ms. Bourne lacks and I owe Rep. Jimenez an apology.

Mr. Barickman had to walk back his “own thoughts” recently, so I’ll hold off and get a good chuckle when Ms. Bourne’s own thoughts are walked back in the same manner.

  28. - Northside Dude - Wednesday, Aug 30, 17 @ 8:59 pm:

Rep. Bourne is smart enough to play the long game. Is Rep. Jimenez the model? Bounce around - never succeeding at anything - and then quit.

  29. - Oswego Willy - Wednesday, Aug 30, 17 @ 9:07 pm:

    - Northside Dude -

We’re not gonna have this discussion, are we?

When Illinois needed the General Assembly to override Rauner, Bourne picked Rauner, not Illinois.

Charlie Wheeler disproved the ridiculous argument Ms. Bourne had in funding, citing the school districts Ms. Bourne represents.

When someone stands up, sometimes they sacrifice themselves for something bigger. Rep. Jimenez was going to face Rauner’s fury for doing what was right. Ms. Bourne did what Rauner expected, yet again.

Lemme guess, Ms. Wheeler is right too, “betrayed” was how Ms. Wheeler put it, watching members like Rep. Jimenez save Illinois.

  30. - JS Mill - Wednesday, Aug 30, 17 @ 9:26 pm:

Doesn’t the governor have a place on the “north side”?
    Could it be?

  31. - We'll See - Wednesday, Aug 30, 17 @ 9:47 pm:

    -JS Mill-
The Gov only plays a dude when he visits one of his ranches in Montana or Wyoming. On the north side he’s an aristocratic.

  32. - SAP - Thursday, Aug 31, 17 @ 6:09 am:

Doesn’t Rep. Bourne know how to stay bought?

  33. - Anonymous - Thursday, Aug 31, 17 @ 9:07 am:
