With this in mind, we have filed an amendment to Senate Bill 2580, containing the exact language the governor suggested. The amendment will be sent directly to the House floor this morning and a subject matter hearing on the measure will be held on Monday afternoon. We look forward to hearing from stakeholders and continuing our effort to keep our children, our schools and our communities safe from senseless gun violence.”

If a governor fails to do that, they may end up merely spouting useless political slogans which would immediately fail in the legislature.
With Rauner, every lesson was ignored so that we could all see him fail at basic governing.

The governor brought up restoring the death penalty out of nowhere. If he is to be taken seriously, a thorough discussion of such a momentous change in law is in order.
The governor is to be taken seriously on the matter, is he not? Someone who would just throw the death penalty into the public arena for a cheap political stunt would be unworthy of the office.

In the AV, Rauner inserted this language into the bill:
(720 ILCS 5/9-1.5 new)
Sec. 9-1.5. Death penalty murder.
(a) In this Section, “human being” means a person who has been born and is alive.
Just wondering… why was this inserted? Any possible tie to HB40 and Roe v. Wade issues? If I’m really off base and this is a consistent definition within Illinois law, just tell me.
If a pregnant woman who was near enough to term, was shot and killed, and the fetus killed, although it might have been able to live if a C-section had been able to have been done, does that count as two human beings, and thus the shooter is now a mass murderer?
it just seemed like a very curious change/insert into the AV.

Look I love a good political play. It’s part and parcel to our system of governance. However, I got to say playing around with the death penalty is a step too far.
We are literally debating whether we want to bring back the potential for the state sanctioned murder of wrongly convicted people just to rally our political bases. And I don’t particularly care if Rauner started it. Madigan shouldn’t continue it just for the sake of a couple of political points on the board. They’re both in the wrong here. And this is ridiculous.

In those districts that are anti-gun control and pro-death, the Dem can say, I voted against the bill because of the gun stuff and in a district that pro-gun control and anti death, he or she can say that they voted no because of death penalty. A republican can only vote for gun control or against their governor.

I understand the reality of this bill for HGOP. The downstaters are in a trick back as well. But, in the end I think if Madigan puts this on the board it gets 60 votes. That is a win for the Governor period. There certainly is less clarity in the senate. This war is between the Speaker and the Governor. The Governor would love a win in the Speaker’s chamber.

Personally, I’m on the fence when it comes to the death penalty for any 1st-degree murderer, not just cop-killers. I appreciate both sides of the argument, and see this as an opportunity for some out-of-the-box thinking. Perhaps we need an even higher standard of proof than “beyond a reasonable doubt”. And for those that meet this criteria (Gacy, Manson, Speck, McVeigh, Bundy, etc. would be poster children for this), lifetime sentences of hard labor could be imposed - or maybe even stripping them of citizenship, so they could be deported (”sold”) into a prison system in Central America or Africa, where they would serve their life sentences with a much less total dollar cost. The benefits to the country would be obvious, without having the downside risks of capital punishment - and could represent a compromise between the “For and Against” sides of the issue.
