Rep. Moylan has 59 sponsors for “go slow on pot” resolution

Wednesday, Mar 20, 2019 - Posted by Rich Miller

* Rep. Marty Moylan’s HR157

Urges lawmakers to slow the process of legalizing recreational marijuana in Illinois, so that lawmakers, stakeholders, and experts alike have the chance to consider the societal impact of legalization and examine all the data from other states that have passed similar legislation.

* He’s now one co-sponsor shy of having enough to pass it…

Some of these folks may be signing on just so they can say that they pushed to slow the process down. It’s not a resolution against legalization. But it’s still gotta be worrisome to proponents, even if there’s some gamesmanship here (like with minimum wage).

Rep. Carol Ammons (D-Urbana) signed on as a co-sponsor. I’ve been trying to reach her much of today because she has sponsored her own legalization bill that would be a massive expansion. It looks like a message is being sent there.

This is speculation regarding Ammons, but in New York, the Black Caucus is threatening to tank legalization because Gov. Cuomo is trying to just let the same old rich white guys run the whole system. In addition, NY Black Caucus members have pointed out that in Colorado, citations and such are still overwhelmingly targeted at Black populations. It’s quite possible that with the negotiations being transparent enough, the same could happen here.

    Not being transparent enough *

  3. - Grandson of Man - Wednesday, Mar 20, 19 @ 1:53 pm:

Politics is about the longer game. Legislators who oppose marijuana legalization will have to face voters and primary opponents.

    Sixty on the stairs…

Posturing or not, you get 60 on the stairs it’s a message that work needs to be done, some more lifting remains.

  5. - Collinsville Kevin - Wednesday, Mar 20, 19 @ 1:54 pm:

I always had a feeling that they would completely screw this up. It’s Illinois, after all.

  6. - Iggy - Wednesday, Mar 20, 19 @ 1:59 pm:

all I see here is 59 sticks in a pile of mud nobody cares about. If JB doesn’t muscle this through with the assist from Madigan it will be a major blow to the JB agenda.

If you want to go slow on pot, I’d suggest only eating half of a gummy bear, see how you feel in an hour, then eat the other half.

A new AP poll just came out today that shows that support for legalization has grown among all age groups and is now at its highest rate ever. 76% of democrats favor legalization. 54% of republicans favor legalization.

Naturally, the response of the Illinois Legislature is to slam on the brakes and explore every possible avenue of not giving what the electorate what it clearly and vocally wants.

  9. - The Dude - Wednesday, Mar 20, 19 @ 2:00 pm:

Other states models work and the evidence is there. We would be stupid not to adopt that and immediately increase revenue.

  10. - Gruntled University Employee - Wednesday, Mar 20, 19 @ 2:01 pm:

Oh for the love of Pete, legalize it already.

  11. - Grand Avenue - Wednesday, Mar 20, 19 @ 2:05 pm:

This also might be State Reps expressing some frustration with the fledgling Pritzker administration. They would like to see the urgency applied to other issues rather than Marijuana legalization.

  12. - Grandson of Man - Wednesday, Mar 20, 19 @ 2:10 pm:

The black market and murderous organized criminals are very grateful for the slowdown. One hundred percent of recreational sales revenue, from many kids to boot.

Do any of these legislators know or care that many kids are buying pot illegally and have been doing it for decades? They claim they care about the kids. Why would they want kids to just keep buying weed, many times via deadly organized criminals?

Like, “what’s the game plan, governor, and who’s your quarterback?”

  14. - Anonymous - Wednesday, Mar 20, 19 @ 2:23 pm:

Just pass it already. Let’s move on.

  15. - Blue Dog Dem - Wednesday, Mar 20, 19 @ 2:26 pm:

Darn….where did i put that Roundup.

  16. - Rabid - Wednesday, Mar 20, 19 @ 2:45 pm:

Any delay should call for a cease fire on the war on drugs, stop arresting and prosecuting. Law enforcement, prosecution will have to be allowed time to unbrainwash

“Like, “what’s the game plan, governor, and who’s your quarterback?”

More like are you even going to field a partial team?

So there are now three “studies” on the issue of how much grass the prairie state will need once this prohibition ends. Perhaps more calls for studies on this or that will appease the naysayers but the problem of prohibition remains, specifically that this is a product that lots of people want to consume and already are consuming despite it being illegal since 1937. Somehow we forgot that alcohol prohibition didn’t work (ended that in 1933) but it took until 1978 for Americans to be able to brew their own. I wonder who that helped?

  19. - XonXoff - Wednesday, Mar 20, 19 @ 2:59 pm:

Cartels, dealers on the streets packing illegal weapons selling daily to kids, The Bishops, the Chiefs of Police — all rejoice. Illinois is still driving with the brakes on.

  20. - RoscoeRatMatt - Wednesday, Mar 20, 19 @ 4:08 pm:

If IL can’t get this off of the ground, all that oppose should be primaried and replaced NOW. And JB’s pockets are certainly large enough to halve, if not fully decimate, the opposition. Enough of this nonsense from these dead-end state politicians.

  21. - Generic Drone - Wednesday, Mar 20, 19 @ 5:07 pm:

Saying the legislature should move slow is redundant. Never known legislature to do anything fast.

  22. - Biker - Wednesday, Mar 20, 19 @ 5:14 pm:

While he’s at it maybe he should introduce a bill to slow down global warming/snark

  23. - Dotnonymous - Wednesday, Mar 20, 19 @ 5:20 pm:

Dealers statewide cheer a resounding “Yes”…and a collective sigh of relief.

Tax free money…is hard to find.

  24. - Mama - Wednesday, Mar 20, 19 @ 5:31 pm:

Dear Rep. Marty Moylan, you had 4- long- years to examine all the data from other states that have passed similar legislation. Not doing your homework these pass 4 years should not be IL taxpayers problem. That is on you.

  25. - NomChompsky - Wednesday, Mar 20, 19 @ 5:36 pm:

It’ll be interesting to see how this resolution goes over in the Judiciary - Criminal committee hearing on Tuesday. Of the 18 members, only six of them are co-sponsors on the resolution itself, and none of the democrats that sit on the committee are. The vice-chair of the committee is Rep. Cassidy, who is one of the strongest voices in favor of legalization.

I’m not saying it’s going to die in the committee, buuuut…

  26. - Michelle Flaherty - Wednesday, Mar 20, 19 @ 5:46 pm:

Moylan pumps brakes on General Assembly maybe, possibly doing something.

“Whoaaaa. I didn’t get elected to make a difference. Status quo is why I’m here.”

  27. - wordslinger - Wednesday, Mar 20, 19 @ 6:03 pm:

Has anything of substance happened yet? How do you slow down when you’re not moving?

  28. - Rabid - Wednesday, Mar 20, 19 @ 10:00 pm:

Moylan having a psychotic episode over legalization

  29. - Rabid - Thursday, Mar 21, 19 @ 5:35 am:

Big marijanna lobbyists on board with homegrown, or want to sink the ship

  30. - XonXoff - Thursday, Mar 21, 19 @ 11:42 am:

Meanwhile, Althoff’s group of current “medical” marijuana growers ( http://www.mca-il.com/members/ ), have commissioned and received their own study indicating they could also meet Illinois “recreational” demand for 3 years. While they believe increasing retail outlets for their product from 55 to 463 is a good plan (lol) they see no need for additional cultivation centers. Maybe they are right. And being medical, maybe they shouldn’t be calling the shots on this. But maybe that’s what it takes to move the ball, in Illinois.

  31. - Anonymous - Thursday, Mar 21, 19 @ 1:17 pm:

Have you gotten in touch with Ammons? Why would she join that committee. I hope the process isn’t slowed down…

  32. - Law Man - Friday, Mar 22, 19 @ 10:36 am:

Never before have so many uninformed people weighed in on a subject that will affect the health or our children.

  33. - Mcview 420 - Thursday, Apr 4, 19 @ 10:46 pm:

I also agree with Mama…if Moylan and the rest have not studied the majority view and data in the last 4 years of doing nothing down in Springfield then they are lost and need to be replaced. Remember that more votes we’re cast for legalization of recreational marijuana in Moylans district then he received in his re-election tally (and he ran un-apposed???) How is he a Democrat? He does not represent anymore.
