Rep. Bost says that because of the Auditor General, we can combine the offices of Comptroller and Treasurer. I disagree with this rationale. The Auditor General uncovers problems after the fact, sometimes 2+ years after the fact depending on the audit cycle. In the meantime, how much money could be diverted by a dishonest employee (or head) of a combined Comptroller/Treasurer office?
The City of Dixon was ripped off for $53 million over a 20-year period, but the State of Illinois handles far larger volumes of cash, so that amount of money could be misappropriated from the state treasury fairly quickly.
This is not meant to be a knock on the Auditor General; his office doesn’t have the resources to monitor state agency activity in real time.
