How exactly does Sen. Murphy think that agency budgets could be flat in a year where state revenues drop off by around $2B from the scheduled rollback of income tax rates? That math simply doesn’t work. Or does he somehow think that the pension reform law will magically soak up that revenue drop?

What I want to know is what these people think should be cut. If you want to do this, that’s fine. Just tell us what you want cut.
And before somebody says it flat budget does not mean a no cut budget. Something has to be cut to pay for the things that are increasing (i.e. pensions, healthcare, etc.).
