Bruce Rauner’s campaign today launched a statewide whistleblower tip line for citizens who wish to anonymously report incidents of corruption, including patronage hiring and misuse of state funds. The “Pat Quinn Corruption Hotline” comes amid reports that Pat Quinn and his administration are under investigation by the state’s inspector general for illegal hiring practices and separately under investigation by the Cook County State’s Attorney for misuse of state anti-violence funding.
On Wednesday, Gov. Quinn’s lawyer confirmed to a federal judge that the state inspector general is investigating allegations of illegal patronage hiring at the Illinois Department of Transportation. Also Wednesday, the Chicago Sun-Times broke the news that the Cook County State’s Attorney had issued subpoenas probing alleged misuse of funds in a Quinn anti-violence program. Yesterday, Illinois Senator Mark Kirk and several members of the congressional delegation requested a federal investigation into whether Quinn misused federal stimulus funds to subsidize or justify patronage hiring.
“Pat Quinn has expanded Rod Blagojevich’s culture of corruption in Illinois and these investigations are just the tip of the iceberg,” Rauner campaign spokesperson Mike Schrimpf said. “We know there are good, honest, hard-working people around Illinois who have information about Pat Quinn’s corruption and patronage schemes. If you see something, say something – call the toll-free Quinn Corruption Hotline at 855-PAT-TIPS and report Pat Quinn’s wrongdoing. The people of Illinois deserve to know the truth.”
The Quinn Corruption Hotline accepts anonymous tips. Caller identities will be protected to prevent political retaliation. Tips can also be emailed to stopcorruption@brucerauner.com.
Later today, from 11:30am to 12:30pm, Rauner campaign volunteers will be outside the James R. Thompson Center (100 W. Randolph Street, Chicago) to distribute information about the hotline to state employees during their lunch breaks. Media are invited to film b-roll.

Launches Whistleblower.Illinois.gov to crack down on corruptionCHICAGO – April 15, 2009. Governor Pat Quinn is urging government employees and taxpayers to demand integrity and honesty in state government by blowing the whistle on corruption. To advance this effort, Governor Quinn is launching Whistleblower.Illinois.gov, an interactive website that allows watchdogs to easily report suspected government corruption.
“Today is the deadline for filing U.S. tax returns that support and pay for our government. So it’s especially fitting that we demand our elected officials always operate in the taxpayers’ interest,” said Governor Quinn. “When an official betrays the public’s trust, it’s often a whistleblower that helps bring that injustice out in the open.”
Governor Quinn added that those who blow the whistle on waste and fraud in government are protected from official retribution by the Illinois Whistleblower Reward and Protection Act. In 1991, then-State Treasurer Quinn spearheaded passage of the Illinois whistleblower law.
In 2008, the Illinois Whistleblower Act was expanded to include all levels of government in the state. Since the act was strengthened, the state can collect up to three times the amount lost to fraud, along with fines up to $10,000. A whistleblower can get up to 30% of the amount recovered as a reward for upon completion of a successful whistleblower suit.
The new website, Whistleblower.Illinois.gov, provides concerned citizens details on the Illinois Whistleblower Act and advice on how to report corruption.

Almost laughable.
I do love how Rauner can and will use any imaginable tactic to win. He should sponsor a contest, with monetary prize of course, to come up with whatever group action can gain him more publicity and support.
What next? Sit-ins at IDOT projects?
He’s like the old SDS or Black Power radicals, but with unlimited money to burn.

To the Post,
This idea that Pat Quinn is “worse than Rod” is evolving, and the optics of what is happening in real time is fueling a tact, but after bashing, and threatening, and warning state workers, especially Union state workers, the audacity of Schrimph and Rauner and that whole Crew reminds me more of Rauner being like Rod than Quinn.
What is this, “Bruce Rauner, your CSI Specialists”?
Slippery slope with the hotline;
“I called the Rauner Hotline, and they never followed up!?”
The Rauner Crew can’t even fill Ground Game positions, now they need to bring on board recent Criminal Justice grads to track down all these calls to seem “responsive”
Why add the headache?
“Bruce Rauner doesn’t care about corruption. I called 4 times and got no follow through.”

So let’s see…if employees come forward with “tips”, it makes Mr. Rauner’s case that union bosses and the Quinn Administration are indeed as corrupt as previous administrations. If employees don’t come forward, then they’re to be perceived as part of the corruption and every bit as despicable as union bosses and the Quinn Administration.

Doesn’t he run the risk of encouraging state employees to engage in political activity on state time? State employees already have a recourse at their disposal should they spot corruption - the Executive Inspector General. Every state employee’s new-hire training reviews what to do when you spot FWA. This is a dangerous stunt.

When your opponent is seen by voters as an honest guy, then you ask voters to reconsider that assumption.
If Pat Quinn wasn’t seen as the bumbling, incompetent, rambling - but honest guy in office, what difference is there between Quinn and Blagojevich? Besides hair?
That is what Rauner wants us to believe.
Rauner wants to convince voters that with Blagojevich and Ryan locked up or on parole, the parade of corruption still exists - and that he is the antidote to end it.

Doesn’t even matter if the hotline even receives one legitimate case of corruption/patronage provided to it- the public will read the headlines and will believe that it is widespread. If not, why would Rauner go to all the trouble of setting up a hotline?
Like Oneman said- all that matters is that in a week or two Rauner’s campaign can report that they have received hundreds of calls, and lawyers are looking into the allegations. Maybe a steady drip of “An anonymous source at the DNR reported that their office hired several ghost pay rollers”, or something to that effect, to remind the public who Quinn has been for the last 40 or so years.
Things like this write the stories( for the IPI, Illinois watchdog, and others) for themselves. Anyone who doesn’t think he is getting the best political operation (media wise, anyway) for all the cash his is spending are living in denial…

This is genius. He is NOT against the Unions. The Union Bosses. This helps get the narrative out that Quinn is a bad guy. And shows, the perception with the rhetoric. The workers are not the problem, it’s the corrupt politicians and “union bosses” and let’s the even more important block of undecided fed up voters to be emboldened to vote against Quinn.. Pretty smart.If the roles were reversed, comments would be nothing but positive. He is out Quinning…Quinn.

state workers finished their annual ethics training in March and April. they are instructed to call their department’s ethics officer or the OEIG to report stuff like this.
you don’t call a guy running for Governor to report this. wouldn’t that be political in itself or potentially unethical?

GA Why would he do that? PQ is giving creedence to the narrative the Rauner campaign ran on… The simple question is posed now. In the last week, many of the people of this state want to leave, the fighter for the common man is corrupt… Why do anything different than letting your narrative play out? If the situation were reversed, would you ask for this? Spend time building the ground game. PQ is and will be the best campaign asset to Rauner from here on out.. Take care of your organization. Build the ground game.

The legal implications of reporting something — to a political candidate, completely unaffiliated with state government — seem quite dangerous.
I see this as backfiring — in a big way. Rauner’s essentially baiting on-the-clock state employees to become part of a political campaign. Any employee who does this — on or off the clock — is crazy.

I agree. Let’s get going with some of the policy stuff. Many agree that the state is in bad shape in some ways and can do better. What are we going to do to solve our problems? If Rauner truly is the better candidate, we need to see his plans.

At the level I and everyone else I know work, I don’t see the corruption that Rauner wants to root out. Folks are focusing on doing their jobs, like workers and managers everywhere else.

Where does the information go from there? Who’s responsible for confidentiality? If the information goes public, how will affect your livelyhood? Where’s the due process? What recourse do you have? It’s either a stunt (go tattle on people for me!) or a witch hunt depending on how far it goes. And if Quinn or some other candidate (if there are any?) did the same thing, it’d be equally horrifying. You see it as an attack on Quinn’s honesty. I see it as an intrusive over-reach by a self-proclaimed policeman.

Who is, at the moment, a nobody. He’s not a lawyer, he’s not employed by the state, he doesn’t hold elected office. It’s a frighteningly dangerous thing to ask a state employee to do — and something that seems (to me, at least) to put all the risk with the state employee and none of it with the Rauner campaign.
It seems one of the more appalling things I’ve seen this campaign season — yet I suspect it’s exactly how Rauner operates (and thinks). His disdain for state employees couldn’t be more obvious.

I gotta say, these Rauner folks are fun to watch. If you’re a campaign person and you’ve ever sat around a table floating ideas (but never having the money to fund them) you have to admit it would be a blast to work there. “Let’s set up a corruption hotline!” Write the check. “Let’s rent a guy with a pinnochio nose through the campaign.” Write a check. “Let’s drop fliers from airplanes, saying ‘Bruce Rauner is coming to protect you from Pat Quinn. Stay strong!’”
TV, radio, print — that’s covered. What else can we do?

How ironic is it that Rauner who will buy off everyone and anyone to serve his personal/professional needs is comparing Quinn to Blago - when the fact is that Rauner is the prime example and the root of all corruption - MONEY!!!

* Is your campaign vetting these calls?
* Will confidentiality be compromised passing these calls on?
* Are you bypassing the IG, or state’s attorney or the US Attorney and just giving then to the Press?
*Which media outlets?
* Is the campaign qualified to even handle the legitimacy of these calls?
* What makes a tip valid, just calling it in?
* Your running mate spoke about seeing alleged corruption and did nothing about it, so what makes your campaign, including your running mate qualified to even pass on calls?
* Who is handling the sorting of these calls, a former prosecutor? Former FBI agent? Former Federal Investigator?
Lots of work for putting 10 digits on a flyer…

Difference? State website, the clue is the “.gov”…created by Statute.
Rauner is acting more and more like Tom Hagen, this is another example.
“Do I turn this report in, or save this about ‘X’ to hold against them once I’m governor?”
Information is power. A state website versus a private political campaign “vetting” corruption calls? Huge difference.

Too Obvious, that’s just goofy. Missed payments by the state are the biggest culprit to this. Poor planning comes in second. Not negotiating more reality along the way comes in third. In order to govern, you have to go through Madigan. If Rauner is serious about turning Illinois around, he has to drive this campaign through Quinn and into the legislature. Rauner needs to bring on some Republicans.
These investigations may pull more than just the Governor into the daylight.

1. Is this a silly, asinine stunt? Absolutely.
2. Is this as dangerous as others on this forum suggest? Only if one also views the BGA or the Tribune encouraging people to report corruption to them as dangerous.
3. Will any state employee report corruption to this hotline? Probably not. Someone that really wants to report corruption, likely knows of alternative, better ways to share the info.

I called to report a money manager for the teachers pension fund that failed to disclose it employed one of the fund’s trustees that voted to award the money manager the contract.
I also called to report a parent clouting his student into Payton Prep by calling the head of CPS then donating hundreds of thousands to the school.
What a great tool this sounds like. Thanks Bruce!

It is perfectly legitimate for Rauner to make campaign issues out of the alleged patronage hiring at IDOT and the problems with the anti-violence initiative. Big campaign issues. In fact, maybe he could also talk about those missing monies from that DCFS contract scandal a couple of years ago. Have they found the missing
$9 million that was supposed to go to mistreated children yet? Has anybody been indicted?
The corruption hotline is overkill though. He’ll get a lot of folks who don’t like their supervisors, and so forth. Better to hold Quinn’s feet to the fire and also tell us what he, Rauner, will do to rein in corruption in his administration. No doubt there are all kinds of ideas out there in the government world he could find out about for us. There are, as we well know, many, many government units in the world which have far fewer problems with corruption than Illinois state government.
