That was and is as important to Pat Quinn as money is to Bruce Rauner. While Bruce Rauner was making millions, Pat Quinn as Lt. Gov, took on a lot of initiatives to help Illinois veterans - especially in making sure those in the Illinois National Guard received the free college tuition they had coming to them.
