i’d ask both of them how they planned on keeping illinois from “going bankrupt” without additional revenues. i’m no expert, but it seems that even if you cut every bit of discretionary spending from illinois’ budget, you still wouldn’t be able to meet the state’s obligations, even in an improving economy. even a turn-around specialist knows that you have to have revenue to stay afloat…

Does it really matter what questions you ask? Both candidates are running purely on talking points.
I wish the rules were set up like a Pub Crawl.
You don’t get to answer the next question until you answer the previous question.
Okay:
Rauner said back in May that he “feared” pension reform was unconstitutional. i think he ought to answer the question of whether he thinks it is constitutional or not. If he wins, he will be sworn to uphold the Constitutional in a few months…it is a fair question.
And, given the likelihood, or at least the possibility, that pension reform will be overturned, I would like to hear from both candidates what they would do if that happens. Seek additional cuts, or new revenue, and if so from where?

What are the programs you think are the most important for the State to fund? Follow-up: explain how you would cut each by 20%. It’s always so easy to cut the programs you don’t like (which of course are vital to someone else).

For Pat Quinn: What plans do you have that could actually change the way this state operates that are different than what we’ve experienced over the past 6 years? What plan have you ever operated off of, or is it always just a short horizon?
Bruce Rauner: If you plan to grow the economy to meet revenue demands, what methodology would you use, who would be targeted (what industries?) to grow in Illinois or come to Illinois? What regulations could be changed to make us the most competitive the quickest?

I’ll second both YDD’s and casual observer’s pension questions while rephrasing and expanding …
For both candidates:
Given that the ISC says government pension benefits cannot be diminished in any way, shape or form in Illinois, what is your plan B?
Specifically:
1) How do you plan to fully fund the 5 state level pension systems? Do you favor maintaining the current 1995 ramp and raising additional revenue as needed? Would you prefer to rework the ramp to fully fund the pension systems sooner than required by the 1995 law and, if so, where would you find that revenue? Or do you have a different plan that you can delineate in detail right now?
2) The state sponsored funds are just the tip of the pension iceberg. How do you plan to deal with the non-IMRF pension fund crisis that is looming at the city and county level? Will you just ignore it? Will you change state mandates? Will you bail out local municipalities and, if so, specifically where will you get the revenue?

Rauner; explain how your tax returns & drivers license say Winnetka, and you were able to prove a Chicago residency for Payton Prep. How did you pass residency, specifically?
Quinn; looking back, especially now as Governor, has the cutback amendment and the elimination of the three member been successful, and use governmental examples besides the lower cost.

To Rauner — what will the income tax be year by year for the your term, if elected?
He’s claimed that he will reduce it over time, but has never provided specifics.
Based on his statements, it could be 5% each year for the next three, and then drop to 3% the last one. Is that what he intends? If not, what will be he plan for rates?

Race relations: Both: it is clear that both of you are tring to sway minority communities, what is your view on the current racial relations and disparities in Illinois? What have you done specifically OVER THE YEARS, to address any disparities that you see? As Gov. What are your plans/what have you done to improve health and economic disparities in these communities?

Both: How would you increase funding for education? Specifically, what other areas would be cut since even if the tax rate remains at 5% it is highly unlikely there will be enough revenue to increase funding.
Rauner: Do you plan on skipping pension payments as a way to increase funding for other areas? If so, why since that has been the primary driver of pension problems since 1917.

Seriously,
Please ask our Governor what he intends to do differently. Illinois hasn’t had it easy, and he hasn’t really helped the situation enough for his reelection, or he wouldn’t be polling where he is today. Why should voters give him another chance?
Ask Rauner what makes him think MJM and Cullerton would be better working partners with him, than they have been with Quinn. After Blagojevich and Quinn, these guys appear very comfortable working around inept governors and could very easily work around Rauner as well.

I would ask Quinn why his campaign doesn’t hire a better styling consultant. His suits fit horribly and the horrendous ties he wears look like they came from KMart. Rep diagonal ties? This is not the 80s. Your bald. Trim the side hair down and look younger and thinner. Oh, and on a substantive side, Quinn has no backstory. It’s like the party guest nobody remembers inviting.
