*** UPDATE 1 *** I wasn’t at the media availability, so I asked Cullerton’s press secretary to explain…
Cullerton again restated his commitment to work with the governor on reforms. Many of the governor’s ideas were given a fair hearing in the Senate.
Even though those bills failed, that doesn’t mean that we can’t continue to work on a turnaround agenda that works for middle class families.

*** UPDATE 3 *** The two GOP leaders said they didn’t think there would be a negotiated budget by Sunday, but they did hold out hope that some progress can be made on the non-budgetary front. Listen to the whole thing…
*** UPDATE 4 *** I really thought I could see a glimmer of hope in the governor’s remarks, despite the bluster.
But Speaker Madigan’s spokesman Steve Brown told me he didn’t see anything in there to indicate that the impasse could be broken.
He also said that the leader’s meeting featured the governor repeating his usual talking points.
Brown added that when Rauner was told that his own budget proposal was $3 billion out of balance he acted surprised. “It was totally news to him,” Brown said. “I conclude that the bubble is perhaps more complete than we thought.”
Sigh.

You could say the exact same thing about the Governor, based on his current actions. He’s certainly not been in “find a deal” mode. He’s been in “assign blame for no deal” mode.

This 48 hours will tell us much about what to expect the next 3 years.
Either Cullerton, Madigan and Rauner have accepted they are all capable of holding out and will find a way to collaborate, or they will waste the next 48 hours continually seeking a way of ==winning== at the expense of the other party.
There is also the possibility of a last-minute deal that turns out to be a ==miscommunication==. Sort of like the 2015 budget cuts agreement before the Good Friday cuts. Rauner, Madigan and Cullerton have all proven at times they can be too smart for their own good.

Well, it was interesting. Now let’s see where it goes. I may be too much of an optimist, but I see a flicker here. This could be the result of something, a prelude to something or a condition of something.
What we do know is: The next 48 hours are supposed to mean something. Fingers crossed it’s true.

Juvenal: My read is that the newspapers didn’t see the $3B gap in Rauner’s budget clearly either, until just this past week. Then they blamed it on the ISC decision, and called it maybe a risk.
Months after it was identified and commented about here.
Rauner’s surprise that some of what he assumed to save in his budget proposal, was simply impossible for fiscal 2016 under any scenario, is indeed disheartening.
Has he been that separated from the details of his budget?

Do you respond saying Rauner does know his budget is indeed phony, or do you respond with an all assult that Rauner believes his phony budget isn’t out of whack.

Illinois Senate President John Cullerton on Monday ripped Gov. Bruce Rauner’s proposed state budget as “unworkable” and “unconscionable,” saying despite Rauner’s public assurances, Democrats see a proposal far from balanced, with a gaping $2.2 billion hole.
That budget gap, Cullerton said in a speech to the City Club of Chicago, is created by assumed pension savings that Rauner is counting on and already spending, despite the fact that pension-reform legislation is currently bogged down in litigation. The Illinois Supreme Court is scheduled to hear an ongoing lawsuit this week.
The press bloody well knew there was a problem from jump street.

Rauner knows it’s phony like everyone else, which means Rauner is no “better” than those he’s railing on, or Rauner honestly doesn’t think its phony at all and leaves us all scratching our collective heads.
Brown is good at what he does. Another example.

In the pre-Rauner days, those would have been the choices. But Rauner and Madigan are willing to play by the same rules.
When someone you are negotiating with has their spokesman take a personally disrespectful shot at you, you don’t play defense. You shoot back with equal disrespect, mockery and scorn. They may now wind up further apart than when this day started.

OW - posted before seeing your 2:51. I think we both see this as an intentional line by Brown, and a well-delivered one at that. Accurate depiction of Rauner’s reaction or not, it was no accident, that’s for sure.
The question now, as you point out, is how does Rauner respond? I don’t think he’ll let anyone box him into the options Brown’s comment leaves him. I think he goes right back at Madigan. And thus, the cycle begins.

Precinct Captain 2:59 - The same. They are all biased. Consume an XL grain of salt with all of their statements.
I’m just not certain any of the 3 among Rauner, Cullerton and Madigan have previously taken a shot that personally ridicules one of the others.
Some of Rauner’s comments about the ILGA and term limits could be argued as swipes at Madigan, and there may have been others, but I can not think of a time one of the three directly made fun of another one or tried to make them sound clueless and incompetent.

Brown let the only people in the world who give a hoot know that the Speaker was not pleased with an onslaught of pressers from Trover. A little like “aircraft defensive measures”.
People used to talk about Reagan being aloof all the time. Message sent and received. You hurt the dude’s feelings and he doesn’t care for it.

Rauner Will not compromise.
He SCREAMED deceptions through the primary. He SCREAMED deceptions through the general. He has SCREAMED this spring about the need for a TUrnaround Agenda before a budget is past. He will SCREAM next week and all summer. And he will SCREAM for the remainder of his term about the Democrats.
Why? Because he had all the money he needs to SCREAM.
HE IS, indeed, Governor SCREAMER.
