Question of the day

Assume it’s the first 100 days of a Pat Quinn administration. What happens?

Comments

  1. 1. The Com Ed rate increase is dead.
    2. Quinn pushes ethics bill, term limits and everything else he has been screaming about for years.
    3. Legislature views him as a placeholder until Lisa, so he starts using the exectuve order power as much as possible.
    4. Many of the department heads are replaced with policy wonks.
    5. Quietly, good policy and projects get done despite Pat’s penchant for Sunday news conferences. Can’t teach an old dog new tricks.

Comment by Niles Township Monday, Oct 16, 06 @ 8:40 am

  2. We all get asked to mail poptarts to kids breakfast programs.

Comment by Anon Monday, Oct 16, 06 @ 8:46 am

  3. Government is cleaned up but the post office sorting machines are destroyed due to tea bags being mailed in phone bills, electric bills, federal income taxes, etc.

Comment by Chicagograssroots Monday, Oct 16, 06 @ 8:46 am

  4. 1.The minimum wage is increased to $15/hour
2.The maximum wage is established at $15/hour
3.A 100% profit tax is established
4.Chicago public schools still lag in performance because parents don’t get involved
5.Free speech, despite good intentions, is abolished
6.Veterans preference is still ignored and Patty O’Teabag is eerily quiet.
7.Anyone living in a house worth a minimum of $200,000 has their property taxes doubled.

  6. 100 days? 101 press conferences.

Comment by Anonymous Monday, Oct 16, 06 @ 9:01 am

  7. Are we sure all this Pat Quinn as governor chatter isn’t coming from the Blago campaign.
Yeah, our guy’s stupid and corrupt but you’re really not voting for him. A vote for Blago is a vote for Pat the Reformer. It’s a vote for Reform.

    Right.

Comment by Cassandra Monday, Oct 16, 06 @ 9:03 am

  8. Nothing.

He’ll try to do a lot, but the legislature will gut every proposal. Ageny directors will laugh at his suggestions, knowing they still have atleast a year left on their appointments and knowing he is dead in the water for the next election. His staff will spend the first 50 days finding the autopen and the next 50 figuring out how to use it.

Comment by Jaded Monday, Oct 16, 06 @ 9:09 am

  9. The four tops work together to pass all major legislation with veto proof majorities and use the rules committees and structured roll calls to defeat Quinn’s most of Quinn’s agenda and he is left to run gov’t by executive order and press conference.

  12. If Quinn becomes governor that would mean that Governor Blagojevich will have won the national election in ‘08 for president or vice-president. Otherwise he will still be governor.

Comment by Bill Monday, Oct 16, 06 @ 9:21 am

  13. Vetoproof, that sounds like the way things are now.

  14. Quinn’s will need a hell of a hairpiece if he’s gonna fill the big shoes…..

Comment by Fiscally Responsible Monday, Oct 16, 06 @ 9:23 am

  15. I’m with Cassandra. Not in re: the QOTD but this “a vote for Rod is a vote for Pat” is the Blago talker of the day. How pathetic.

I think the real answer to the QOTD, Rich, depends on when the 100 day clock starts to run. The extent to which Quinn can clean house-AND replace with smart people of unquestioned integrity-could make all the difference. To the extent Blago 1.1 didn’t have any directors in front of the Senate until Spring ‘06, Gov Q may have some flexibility. He will also be tempted to carry some of Blago’s biggest staff liabilities “because they haven’t been indicted yet” or because there won’t be tons of good people lining up to take the spot.

For example, any volunteers for budget director for Pat Quinn following John Filan?

I would concur with the other posters that the legislative honeymoon is gonna be short.

Comment by Arthur Andersen Monday, Oct 16, 06 @ 9:24 am

  16. 1. Freeze everything not thawed out
    2. Fire all appointees and agency directors from the last six years
    3. Use public demand to instate term limits
    4. Out source all state government functions to Iowa state government to really get things done
    5. Out source all state government functions to Louisiana if step four fails. This will give us more of the same and unbounded entertainment.

  18. Lots of new “consumer” boards for every industry under the sun, each with an accompanying PR stunt.

Comment by Ron Burgundy Monday, Oct 16, 06 @ 9:37 am

  19. Quinn will do exactly what he’s done as Lt. Governor, which is nothing. He’ll be silent on important issues, do some ribbon cuttings and then come up with another half brain idea which involves him looking like an idiot.

Quinn may be a good guy, but don’t count him being a leader when he’s put in an actual hot seat.

The real question should be who will take over for him when he quits after realizing he’s not fit for the job.

Comment by ChiCountryGuy Monday, Oct 16, 06 @ 9:45 am

Wheat germ becomes offical state germ.

    All hail Gov. Quinn!

  28. Bill is right; a move to the oval office is next… if the Governor of Arkansas could do it, why not? Just think; Louis Farrakhan next supreme court nominee; Richard Daley Attorney General; Rezko runs the FBI; the entire ‘inner circle’ appointed to cabinet spots; Abby O pushes over Tony Snow; Cellini shows Rumsfeld the door. Bill will be the next White House puppy. Shall we go on or end it here?

    Comment by North of I-80 Monday, Oct 16, 06 @ 10:25 am

  29. I-80 here’s a few more. Chris Kelly runs the GSA, and John Filan appoints himself Treasury Secretary and consolidates Treasury with OMB. Condi Rice stays as Secretary of State. Initially Rod appoints Jesse White but is forced to withdraw nomination when he learns the job has nothing to do with license plates or tumbling. The State IEMA guy who said the folks in Metro East who lost their homes in a tornado just wanted “cash money” is a natch to take the federal spot.

Comment by Arthur Andersen Monday, Oct 16, 06 @ 10:56 am

  30. If Quinn ends up as governor, he will be completely ignored. In the past, he has been considered a pleasant airhead. This will not change if he is governor.

What the Democrats have been proving to us this election season has been their unwillingness to change directions. Most are still backing Blagojevich even as Fitzgerald writes up more indictments. There is no reason to believe that losing this election, or watching Blagojevich implode will convince them to serve Illinoians first and foremost. They want to win, and are willing to win in the worst way. Quinn has no chance in this atmosphere of corruption and greed.

This entire exercise in what Governor Quinn will do is reprehensible. The idea that the Illinois Democratic Party will somehow reform the rot they are infected with is a fool’s dream. Quinn will become Chester Arthur and the Illinois Democratic Party will continue to suck Illinois into further debt and disaster.

Comment by VanillaMan Monday, Oct 16, 06 @ 10:58 am

  31. Day 1 - Bill slithers away into oblivion to lick his wounds.
Day 2-101 - We read, hear and see a constant barrage of publicity about former GoverNOT Hairdo’s indictment, trial, attempt at plea bargaining, and impending sentencing. Elvis finally announces because he is now a convicted felon that he will be unable to run for President until 2026 when he is released from prison. By that time, a U.S. Constitutional amendment has been passed with the help of Ted Kennedy allowing convicted felons to run for U.S. President, thus pitting Elvis against underdog and unknown Chelsea Clinton in the primary. However, we still have not seen or heard from Governor Quinn since he moved into the Executive Mansion. Governor Quinn has set a new Guinness World Record for the longest serving democratic governor in Illinois. That is because elections for Governor have been eliminated due to lack of candidates and the public basically doesn’t give a rat’s a$$ anymore.

Comment by Little Egypt Monday, Oct 16, 06 @ 11:05 am

  32. Bill is whistling in the wind if he thinks there’s no chance A-Rod could be indicted. As far as Gov. Quinn, one change is that he’d at least talk to those Republican legislators willing to talk to him. He might use the bully pulpit to launch an initiative drive to restructure the legislature.

  45. The only way this is going to work is if Quinn has a sit-down with Watson and Cross and lays out a bipartisan agenda that neither they nor the Tops will obstruct. The dems would need to remember they have a short amount of time to erase the stain of Blagojevich and re-build the lost goodwill of the electorate with DEEDS if they are to have a chance at winning the next round of elections.

The dems capitalized on the last couple years of Republican decline and disarray, striking while the r’s were weakend and factionalized. Blago will have the dems all caught up to the republican’s sorry state in short order, we’ll have parity as far as disorder is concerned. What the government will look like is two drunks trying to hold each other up as they totter down the street. Jones and Mike Madigan could make a big difference in the recovery, depending on how they play their roles.

Comment by LGOMB Monday, Oct 16, 06 @ 3:01 pm

  52. Jiffy Luber - If the people of this state are dimwitted and mindless enough to re-elect Blago, what makes you think they would need ANY amount of time to erase the stain of Blagojevich and re-build the lost goodwill of the electorate…? If we put this loser of a crook back into office, are we not proving that this is the best we want for our state? In fact, expect the election of 2010 to have the bar set even lower, because politicians know the voters don’t have high expectations. Our family used to call my grandfather a yellow dog democrat (not meant as an insult to you YDD) because he said he would rather vote for a yellow dog than a Republican. Unfortunately, this state has not outgrown that mindset. We will get the quality of politician we demand, nothing more and more often less.

  54. 1. Clean house.
    2. Reinstate Doug Scofield’s promised weekly press conferences.
    3. Pass electric rate freeze.
    4. Pass education funding reform.
    5. Fail to pass campaign finance reform.
    6. Pass Madigan-Jones budget.
    7. Hold first fundraiser — without state contractors and state employees — and then panic at the idea of a Madigan primary.

Note: I’m not sure how Lisa Madigan matches up against Pat Quinn in a Democratic primary for Governor. If Pat actually throws the rascals out and reforms education funding, I’m not exactly sure how Lisa makes the case that he should be fired.

Comment by Yellow Dog Democrat Monday, Oct 16, 06 @ 3:24 pm

  55. At long last Quinn has a platform to push “public recall” through the Illinois General Assembly, which Madigan then uses to mastermind a successful ploy to have Quinn recalled. In an emergency, special election Barack Obama is elected governor with Dan Hynes as his Lt. Gov. running mate. Subsequently, following the details of a secret political deal, Hynes is then named Obama’s replacement in the U.S. Senate, leaving the lt. gov post vacant.
Gov. Obama then runs for president in 2008 (because no one gets elected president from the U.S. Senate). Since there’s no lt. gov when Obama wins and leaves for the White House, AG Lisa Madigan becomes governor under the terms of the state constitution.
See, it’s really all quite simple.

Comment by Frank Booth Monday, Oct 16, 06 @ 3:42 pm

  56. Could Pat Quinn really do much more damage than has occurred under Ryan and Blagojevich? I don’t know much about Mr. Quinn but I am of the impression that both Republicans and Democrats alike think that he is an honest man. Am I correct on that? Perhaps, maybe one with too much time on his hands because his political position is a “do nothing job” but an honorable man just the same.

I don’t think he could really do much worse than we have seen. As far as the Green Party guy named Whitney, the more that I hear and read about him and his views, the more that I think that he might also be better than either Rod or Judy. He is not a “wacko” or a “hug a tree” type of guy like I had originally been led to believe. He actually seems to be a moderate and rational type of individual, the more that I learn about him. Maybe he has some large skeletons in his closet that I am not aware of but, on the surface, this Richard Whitney actually makes sense on many of his views. It is too bad that the media don’t give him the coverage that the other two (Rod & Judy) get so we could learn more about him. And no, I am not a Whitney supporter by any means. I am just curious to learn more about who this man named Whitney is really all about. The only fault that I can find with him is that he is a lawyer. But, perhaps he is “that lawyer” that I have always been told about that is within their ranks that has a code of honor and integrity?

  57. I refuse to envision electing a governor with the only hope being that he will be corrupt, convicted, and sent to prison.

Comment by Squideshi Monday, Oct 16, 06 @ 3:53 pm

  58. Gov. Quinn would attract lots of talented people committed to public service, instead of the hyper-political, self-serving folks in the Blago administration.

And a Gov. Quinn would be much more moderate than people think. He does a lot of off-the-wall stuff out of political necessity–to grab attention and stay politically relevant. But when in power, he always acts judiciously.

Comment by We Can Only Hope Monday, Oct 16, 06 @ 3:56 pm

  61. I love how Vanilla Man et al slam the mere thought of Chairman Quinn as Governor when they can’t even get their act together to put together a viable campaign for Governor. Blago could be tipped over with a feather yet you guys can’t even do that. I don’t care how bad you think the Democrats are or will be, you should be ashamed to call yourself Republicans.

Blagojevich is still leading Topinka by 9 points (39-30)

The poll was conducted by Glengariff Group.

  72. Bet you Quinn would be hiring more veterans.

Comment by Jiffy Luber Monday, Oct 16, 06 @ 10:04 pm

  73. The Rezko thing is going to churn some more, WAY more, when/if he makes or blows his next appointment to plea. Plus, we have yet to hear from Emil or Big Mike on their continued support or lack of same… they are probably all waiting to hear the plea before activating their plans.

If Rezko pleads guilty, we’ll know he’s made a deal, and everybody in Blogovania will be pulling the yellow-and-black -striped handle between their knees.

If he pleads innocent, or goes on the lam, it means trench warfare and a prolonged battle of attrition thru the election and into a quagmire first year of what will no doubt be a shorter than normal term of office, should he survive the next few weeks. So I think a poll this Friday or weekend will mean more.

QUINN: THE FIRST 100 DAYS - TOP 10 LIST

    10) Bill stops defending Blagojevich, moves to Tibetan monastary.

    09) Revlon forced into Chapter 11 as hairspray sales plummet.

    08) Ottenhoff, Rausch & Nix hired by Hugo Chavez.

    07) Quinn moves into Governor’s Mansion; discovers the Ryans never left and Blago never noticed.

    06) Manfred Mann’s Earth Band re-releases 1968 hit “The Mighty Quinn”; Tony Rezko demands royalties.

    05) Jerry Brown moves from California to Illinois to serve as Quinn’s Chief of Staff.

    04) Judy Baar Topinka retires from public life, accepts appointment as Curator of “Polka Hall of Fame” in Cleveland, Ohio.

    03) Illinois listed in Guinness Book of World Records. Category: “Most Indicted Governors”.

    02) Rod Blagojevich, now insisting he’s Napoleon, demands exile to St. Helena in plea bargain.

And the #1 story of the First 100 Days - Drum Roll, Please:

Pat spends the whole time trying to convince everyone to refer to him as “Governor Quinn” and not “Your Accidency.”

Comment by Casey Jones Monday, Oct 16, 06 @ 10:19 pm

  75. This is probably a coincidence and means nothing… but I leave the office late sometimes, so I get to see the janitors cleaning the offices on my way out the door. Since last week, the volume of shredded paper and disposed-of office supplies is easily double what I normally see. Its probably nothing. Maybe a bunch of contractors in the building just finished their gigs and emptied out their desks… maybe some time limit on retaining records passed and they dumped a bunch of old paperwork that’s expired now…maybe a number of people just decided to clean out their offices all at the same time…

(cue theramin music)…or maybe it’s a sign. Like the farmers almanac folk tales of wooly bear caterpillars predicting how cold a winter it will be.

I’d say by the looks of the caterpillars, very cold, indeed. Very cold.

  77. Decency and values will be restored to the Governor’s office. I have always liked Pat Quinn. He doesn’t pay to play and the regular politicos try to demean him because he has values that they lack. It will be a new and wonderful day in Illinois and I can’t wait. Pat Quinn for Governor in 2007 and beyond!

  80. I think Casey Jones should win the award for best humor in face of yet another state embarrassment!

  81. Huh? at 5:39 had a good point about Quinn. Where was Pat Quinn as these revelations about Blago and his administration have come out in the media?
Why hasn’t Pat Quinn spoken out about the corruption that is being made known within the Governor’s administration? Isn’t this exactly the same reason that so many are hesitant to vote for Judy? Timidity cost Jim Ryan a governor’s race.
If you watch a crime being committed and fail to speak out or report it to the federal authorities, then why would we seek to put you in a leadership role? We have too many timid and self-serving politicians in this state as it is.

  82. GOP GAL - I have studied polls for many years inside and out. Rasmussen has always been correct and fair. There are many reasons polls vary so wide. Usually they have an agenda and therefore manipulate to insure they get their desired numbers. Sometimes they are just lazy.

  83. Perhaps someone should go and look back at his political hirings while he was (Edgars?) state treasurer. (Sorry, I couldn’t help myself).

The fact is, he hired political mopes at record numbers. He hasn’t said ONE think about any of the most recent scandals- including the out and out fraud of avoiding the vets preference. Lets face facts, fellow bloggers. He is just another politician- and if Rod wins re-election, he isn’t going anywhere willingly. He will fight the feds- while dragging this state further into the abyss.

  84. ANYTHING would be better than the CORRUPT LIAR currently serving as our Governor.
Blago will never finish out his second term if elected.
The stench coming from his office is unbearable!

  85. Sorry to burst everyone’s bubble, but I wouldn’t get too excited about a Quinn Governorship being in the offing immediately after the election, even if Rod is indicted. He is not going to easily or quickly give up his position as Lord Emperior. Rod will fight mightily to retain his position as “His Excellency, the Governor of Illinois”. He will NOT sacrifice himself for the “good of the people” (he doesn’t care about the citizens of Illinois, just his own ambitions). We, the people of Illinois, will be facing four more years of a governor who will do as he pleases and establish his own monarchy in route to his goal as the King of the United sTates of America. If he wins, get ready to start chanting “All Hail King Rod” while being forced to genuflect at his throne. Remember, folks, he sees himself as having the Divine Right of Kings to be the successor to Camelot.

  86. Does anybody know offhand if the Illinois Constitution provides for impeachment of officers? That may be what it takes…

    Well said!
Blagojevich certainly thinks he’s above the law.
But the only office he’ll ever hold at a federal level will be a cell.
