“What we tried to do is incorporate the ideas of all the various leaders to create an opportunity for significant cost-savings in the pension systems throughout the state of Illinois,” Rauner said. […]

“President Cullerton recognizes that the governor is accepting of many of the principles he’s outlined but the specifics that the governor is advancing is faraway from policies that Cullerton could support,” said Cullerton spokeswoman Rikeesha Phelon. “To simply co-opt language that the Senate President has used and call that negotiation, really does change the definition of negotiation and compromise. You can’t simply co-opt language and pay lip service to someone’s leadership and call that a negotiation.”

Frank Shuftan, spokesman for Preckwinkle, said she has received a copy of the proposal and is analyzing it. But she, too, didn’t have “any direct input into formulation of this particular proposal,” Shuftan said.

Preckwinkle is standing by her bill, which is “designed to resolve the county’s actuarial shortfall and put the pension fund on a road to long-term sustainable solvency,” Shuftan said.

Exactly. Its Rauner-speak. He thinks having a conversation about something is making a deal. Its not the same. He also had a different definition of compromise, which Phelon points out.

He seems to assume things. That’s not a good thing under the dome.

Can’t the Rauner Crew, or in this instance Bruce Rauner, personally, tell the absolute truth when talking about those he, or they, are allegedly working with for resolutions.

What matters more; truth or a swell narrative?

It’s been said a lot by Rich and in these comments, but: running the state is way, way different than running a private equity firm.

The Governor really needs to get used to the fact that public policy gets negotiated in public. You can’t simply say “oh, here’s my proposal that incorporates what everyone said” without clearing that proposal with everyone.

If I’m reading this situation correctly, Rauner attempted to present this pension reform bill as a compromise. In reality, it seems there was no input from those with whom he claimed to be compromising.

That may actually be smart politics, but in policy terms today’s moves by Rauner will result in no movement. This whole the Governor claims that time is of the essence.

If he actually has some grand ambition to hold national office, I think he would want some sort of accomplishments to speak of. Winning the daily news cycle in Illinois is not going to be good enough. National Republican leaders don’t care one whit about making Mike Madigan or John Cullerton look bad. They actually would be impressed if Rauner figured out how to get some “reforms” passed and got some results.

But House Dems can roll out legislation claiming it is what Rauner wants and then repeatedly vote on it? That is governing?

This approach, whether utilized by Rauner or Madigan, is not productive.

I think that I’d be very careful if Rauner ever comes to your home for a dinner party. For example:

Rauner says “Thanks for the invite. You have a lovely home”

You say “Thank you very much”

Translations (in Rauners head) “Wow, that was the easiest home sale I’ve ever done. I can’t believe they agreed to sell me their home, fully furnished for $.50 on the dollar”

This seems to be the type of ‘negotiation’ that he frequently has with lawmakers.

Furthermore, the concept of consideration to change a contract would call for the state and university employees, teachers, other workers, etc, to be the ones negotiating the terms of what would be considerations. Having choices rammed down one’s throat that were picked by others is not consideration.

Rauner finally produces a bill. SB? HB? Both? (Doesnt germaneness matter any more?) so when are the committees of the whole?

Rauner introd a balanced budget–not really, but it sounds good.
Rauner compromised on his agenda–not much, but it sounds good.
Rauner has a pension bill to save everyone billions–not really, but it sounds good.
Rauner wants all employees paid in full–not really, but it sounds good. These are just stall tactics while waiting for a shutdown to provide suffering and leverage.

Madigan introduced Rauner’s bills because Rauner wouldn’t. Rauner kept saying he was waiting for Madigan to give him the go ahead, which Madigan did time and time again. Madugan was upfront about what he was doing. Rauner was not.

Madigan never once said that Rauner agreed that this was the bill that should go. So yeah, it was showmanship, but there is a difference.

It’s the difference between drafting a contract for the sale of that house that @How ironic describes and saying “this is what we agreed” or acting as if the contract is binding.

Honestly, though, if you want to go that route you then have to explain why it took Rauner until July 8 to finally draft language containing his proposals.

One constant through the years has been the Speaker telling Governors that have national ambitions that - to solve Illinois’ fiscal problems requires a balanced approach of revenue and cuts. Is it the Speaker’s fault that only one Governor followed his advice? If the Speaker had his druthers he would be able to propose a graduated income tax but that isn’t possible because of a Constitutional Amendment enacted when Republicans controlled both chambers of the GA and the Governorship. A flat income tax is regressive… Lay off the Speaker! If you could be honest about it you would admit that Speaker Madigan is and always has been fiscally conservative. For quite awhile I thought him too conservative; but not anymore. Quit trying to rewrite history!

The only route I want to go down is one of stability.

Springfield is becoming a circus, with Rauner and Madigan as the ring leaders. Neither are innocent or virtuous in this case and any suggestion otherwise is misleading. They are both power craving partisans who care about themselves above all else.

And yet we have reached this point of financial crisis during his many years of leadership.

Speaker Madigan is not solely responsible for this mess, but he shares responsibility. Once upon a time I thought of Madigan as the adult in the room, the person Illinois could trust to do right by the state. That fantasy was exposed and punctured some time after Blago but before Rauner.

Mason born - Why yes he was. It was found to be unconstitutional. Let’s take a look at how that bill was crafted. A lot of care was taken to minimize the reforms affect to those receiving a more modest retirement benefit… Again if we were being honest about.it SB 1 could’ve been a lot worse. Although he may not be worthy of sainthood… I think he’s been a good Speaker. It was his fiscal conservatism leading him down the path of pension reform and I guarantee that a great deal of thought went into that bill. A lot more thought than our illustrious Governor put into his 500 page pension farce..
