I believe November - It will be the State vendors who put the most pressure on the GA and the Governor to act and they start refusing to supply the Department of Vehicles once the payments from FY15 dry up from being handed out already 5 months behind for the most part.
With no parts to fix vehicles and trucks the state will be at a standstill.

Today, a governor of this state, elected by the people, and who raised his hand (left, right, does it matter now?) and took the oath, giving him the powers of the Executive of Illinois, and today, refuses to understand his oath, but… wants to make absolutely clear… Michael J. Madigan “owns” the powers of the Office of Governor, because doing the job he swore to do, is completely lost on a man who spent over $60 million to have the title of “Honorable”.
Anything after October, continuous Session or not, really will be about adding the 177 members of the General Assemby hostage because a governor can’t “own”… what he was so willing to buy.

As for the AFSCME contract, this could drag out ’til 2016.

January/February 2016, in time for the next construction season into the 2016 elections. K-12 schools/ primary social services now funded and more may be - lessens the issues.
Higher Ed can survive until then and may welcome the no budget excuse. Reinforces that layoffs are real. Also, lowers spending for 6+ months - new base for what’s really important in agencies.
Just some thoughts - I think it’s a longer term play on both sides.

Some higher ed can last a few more months, but not CSU, NEIU, or EIU. If MAP were to be appropriated they could all last a bit longer but without it, they are starting to sweat payroll already.

I’m going with late October/early November. By then most non-profits will have used up almost all of their operational revenue and lines of credit to make payroll and provide minimal services. Most agencies are using the Governor’s budget as a guide to estimated program revenue for FY 16 even if he doesn’t want to own it. Many staff have never been brought back from the Good Friday Massacre and more were cut the first few weeks of July- with many more to come.

I have 2 pet turtles. One to represent state budget and one the union contract negotiations. I’ll set each one in an aquarium with different food bowls representing each of next 6 months..the first bowl they eat from..that will be my method for determining month of agreement. I’ll let u know..lol
