But Democrats also have been persistent. They won’t agree to any of the business-centered reforms Rauner’s pushed.
As a result, Rauner says the stalemate will continue.
“It looks now most likely January to April,” Rauner said. “‘Kay? Persistence. Persistence. Stay strong.”
* OK, so, have a look at this chart prepared by Voices for Illinois Children. It’s just a sampling of some human service programs in the DHS Division of Family & Community Services that aren’t being funded during the impasse. All dollars are FY 2015 and are displayed in thousands. Click the pic for a larger image…

* Comprehensive Community Based Youth Services (CCBYS) provides crisis assistance to youth who have run away from home or have been kicked out of their homes.
* The Family Case Management (FCM) program serves pregnant women, infants, and children with high-risk medical conditions.
* The Supportive Housing Program provides the necessary supportive services coupled with housing to enable formerly homeless individuals and families, or those in danger of becoming homeless obtain or maintain community-based housing. The program is designed to prevent people returning to or falling into homelessness. The supportive services must be needed for the homeless or formerly homeless individuals to function independently.
* The Redeploy Illinois program grants funds to counties or groups of counties that will establish a continuum of local, community-based sanctions and treatment alternatives for juvenile offenders who would otherwise be incarcerated if those local services and sanctions were not available, as required by 730 ILCS 110/16.1. In exchange for these program funds, the provider agrees to reduce the number of Redeploy Illinois eligible commitments from that county (ies) by a minimum of 25%.

Something that gets lost in the budget impasse conversation that we must keep an eye on is the value of investment in interconnected state services that have gone unfunded since July 1, and the inefficiency of a piecemeal approach. […]
I’ve attached a sample of DHS programs that will remain unfunded even after the non-GRF money is released. Redeploy Illinois is an excellent example of the lack of wisdom in funding services piecemeal.
Alternatives to incarceration for juvenile offenders offered by Redeploy Illinois are not receiving state funding. According to DHS, the average cost per capita to serve a youth in Redeploy in 2014 was $5,912. The cost to house that same youth in the Department of Juvenile Justice was $111,000. And because the program reduced incarceration by 238 youth in 2012, the state saved nearly $17 million that year alone.
As time goes on without investment by the state, Redeploy is increasingly unable to serve youth. Because youth who have access to Redeploy services have a 27% lower recidivism rate than those who are incarcerated, youth released from incarceration are more likely to commit crimes that land them back in the system.
And where are the youth without access to services committing those crimes? In the same municipalities that are about to have their non-GRF funding released. Aside from the damage crime does to children, families, and communities, increased crime means additional local policing costs, and the additional cost of re-incarceration for the state.
The argument is not that municipalities and other non-GRF areas should not get funding. It is that funding them alone, without the network of other support services, is not maximizing state investment.
Given the fact that we are about $6 billion down in revenue than we were this time last year, it seems like efficiency of state investments and responsible budgeting is something lawmakers and the Governor should pay more attention to.

Persistent is admirable, following Blago and Quinn! however, somebody needs to explain to the 2nd floor, you don’t get a real big bite at the apple if its not your apple. He can’t keep comparing us to Indiana and Wisconsin, those Governors had Republican majorities in both chambers.. when you only have 43 and 20 votes,you get what you can each year until you get control of the 3rd floor..

What is the benefit to all this damage?
If the governor and his highly compensated staff can’t explain after all these months, they should stop and get to work cleaning up their mess.

Isn’t FCM and sexual assault services covered under Obamacare? Or is the state providing these services for those who didn’t signup for Obamacare? Or is the state providing funding to 3rd party organizations that also provide these services? Those 3rd party orgs would also be getting funding from HHS via VAWA, correct?
Is the issue that without state funding, the current users of these services will have no access to those services, or that they will have to get them from other sources? The press releases make it sound like without state funding, there is not access for patients/victims at all.

… and when the purposeful becomes too much, a “u-turn” to stave off the heat takes place.
The mistske would be believing the exacting “science” of choosing the Rauner hostages is, for a lack of a better word, thoughtful up to who can take the damage AND Rauner can stave off blame for himself. That’s the formula.
Heck, if Rauner knew 100% he could not “own” any of the state budget problems he is personally causing, even state employees wouldn’t be paid… K-12 wouldn’t have gotten funding… state universities would already be preparing for their universities to close come January.
If Rauner can hold you hostage with the minimum “pain” to him, that’s the ball game. So…

His persistence has paid off for my wife and I. Our plans are in now in place to take my work expertise, the money we spend on local economy, the state income taxes that I pay (and would gladly pay more if it would help our human service programs and higher education), and our property taxes which fund our grade and high school in town, and heading to a state which has not been hijacked by the Rauners and Walkers of the world. Our Turnaround Agenda is to turn around and head south. Thank you, BR, for freeing up our future. We love Illinois and just might move back someday (when you are out of office).

After the March primary, I assume. But as it gets closer to next November, I suspect there’s a chance there won’t be a budget until after the election — essentially a year from now. If then.
Someone should ask Rauner why I’m supposed to stay strong. For what? What is it that I’m waiting for? Some top-down economic recovery?
What I’m waiting for is the business owners to cut wages and gut collective bargaining so they can line their pockets. And that gets me what exactly?

The worst governor since governors were invented. Apparently, everyday people and their lives are utterly irrelevant and unworthy of Rauner’s consideration.
When I say worst, I include the ones who went to jail. He is intentionally harming people.

- Unless you are moving west, the only states south-ish of IL that have not already embraced what Rauner is proposing is WO and KY, and they are headed in that direction, quickly.

It’s not just the governor. If the Democrats cared, instead of using the social services for their own political purposes, could override the governor’s veto and put an end to this. But they don’t care, or at least not all of them. There’s more than one unfeeling cold heart in all this.

Programs that have a net savings to the state are not receiving funds. Let’s have everyone sit down and talk good fiscal management.

Program Accomplishments
Family Case Management has contributed to the overall reduction in the state’s infant mortality and has reduced expenditures for medical assistance during the first year of life. Program outcomes are more effective in the integrated system of Family Case Management and WIC. Recent statistics show:
The infant mortality rate is 50 to 70% lower
The rate of premature birth is 60 to 70% lower
Medicaid expenditures for health care in the first year of life are up to 50% lower
Participation in WIC and FCM saves Illinois an average of $200 million each year in Medicaid expenses

I propose a new amendment regarding governors. From now on, if a governor does not put forth a balanced budget, his/her accounts shall be frozen until such time that the budget is signed and monies are released. That way they can actually share the pain they keep claiming to share.

What kind of strength does it take to persistently hurt people by doing nothing? I would say it takes no strength at all, just no conscience. Strength is what our social service providers need to stand up to the ever growing challenges of providing care in this particularly, even for Illinois, noxious environment. The list of opportunities being created for predatory lenders, corporate bandits intent upon gobbling up smaller businesses through opportunities created by this lack of budget scenario, and every brand of immoral scoundrel who can weasel himself onto a board through the promise of financial assistance is astounding. It takes real strength to keep the lights on, fend off invaders, continue to follow state guidelines for the provision of care, and determine which of the current crop of secondary market lenders will actually own your business if you contract with them, all the while providing good, quality care to people who are the most difficult to serve. Don’t tell me about strong, Governor Rauner. This is truly the most nauseating comment I’ve heard the man make.

I was going to agree with you, but the only party that is holding a budget hostage and insisting on something is the Governor. If you boil the situation down to its essence it is nothing more than the Governor making demands before he will agree to do what is necessary (pass a balanced budget). There is nothing in that statement that hints at demands being made by Madigan that are holding up the passage of a budget.
Revenue is NOT a policy objective of the Democrats, but rather a function of simple math. We have a deficit, and the only solutions are cuts or revenue. The Democrats proposed spending levels that gave the Governor an opportunity to show what cuts he demands, which would have made the question of revenue level simple. Rather than engage in making a budget, it was vetoed and here we sit, waiting.

Sexual assault services are not just medical things that ACA covers. Even if you have insurance, most of us cannot afford to see a counselor on it until we reach our deductable. This is the sort of things the state pays for at the sexual assault centers. We also miss work with trauma and court stuff. The sexual assault people have an advocate that saw me in the hospital and has helped me with the police/court stuff. I can call 24 hours a day and talk to a live person if I am scared or overwhelmed. My insurance won’t pay for that, nor do they offer that. My local center has already had to make some cuts; I just hope it does not have to close with no money or there will be no one in the ER when someone is raped.

He’s been very up-front about his willingness to destroy in order to get his way; he has still, more than a year after the election, failed to learn the fundamentals of governing; and he has failed to make a good-faith effort to negotiate with his counterparts in co-equal government. So, how is this “faithfully executing the duties of his office,” to paraphrase the oath he too? Really, how is it even legal? Nowhere is it written that “elections have consequences” gives the winner a mandate to obstruct progress, abrogate contracts, and generally dismantle necessary systems and functions. It has ~never- meant that.

It’s no wonder he is trying to rally the troops. The governor is almost one year into his four year term and he has not made one single step of incremental progress on his agenda.
Instead, he’s managed to take Illinois from having a $4 billion backlog of unpaid bills to a $12 billion backlog of unpaid bills.
In case everyone has forgotten, IMA chief Greg Baise was one of the fist to tell the governor publicly that he needed to set aside his anti-union agenda and pass a budget.
Something tells me his members remain unconvinced that there’s a pony somewhere in the bottom of Rauner’s pile.

@justme My heart goes out to you, and if I could lend you some of my strength I would. I didn’t know about the services available at the time, and it’s a long, hard road to go without help. Nobody should have to go through it period, but they definitely should have support if they do. It’s appalling when those services are threatened.

Looking at the last 20 years has there been any one year in which we’ve declined as quickly as we have this year? Obviously we’ve had more than our share of bad years but we’ve declined sharply this year and now a 5% income tax rate will likely not be sufficient because of the hole the Governor has put us in. He has intentionally sabotaged things thinking that it will help him get what he wants in the long run.

The analogy is to a mafia-style bust-out scheme. In this case, after the political looting and fire the insurance payoff takes the form of drastic program and service cuts because all revenues have to be directed to debt payment (bill backlog and bonds of various sorts.)
Another way to “shrink government down so that it can be drowned in the bathtub” to quote that great American Grover Norquist.
The governor’s talk about revenues is just being a persistent rascal; he’s not sincere, only trying to seem reasonable to the rubes who persist in thinking that he’s going to pull up on the rudder. They underestimate how little a billionaire has to lose.

Stubbornness is not the same as persistence. Stubborn people will persevere even when there is overwhelming evidence that they are wrong, they will not “win” and they should stop before they cause even more harm.

Exactly. And the democrats aren’t going to actually propose a tax hike to vote on without the governor asking for one. Basically, the longer this goes on, the higher the tax rate the governor is going to ask for. He does realize that the budget pretty much strictly funds his own departments, right?

This question has been asked previously and answered repeatedly — and every time the answers have made the person posing the question look like a nasty little fool.
I see no reason to repeat that process yet again.

Durkin? Radogno? Happy now? Looking good for winning, and improving the state? Didnt think so. I look forward to your statements after rauner gives his next state of the state, and budget address, and we still have no budget for the current fiscal year.

If you do find yourself wanting to give this holiday season, please remember that we have teenaged youth that sometimes go without. It’s easy to forget them as we always think of small children for Christmas. Even socks and under ware can mean a lot for kids who have nothing.

Another clue. Anyone figured out the personality disorder operating in the governor’s head yet? If his words were symbolized by a couple of steel balls we might have another clue because they just seem to be rolling around up there without any purchase of reality.

Raise the income tax back to 5%. Cut every service budget including child services 15%. Do not bail out Chicago, and pray. Then repeat process in three years.

Rascal=a mean, unprincipled, or dishonest person. Well, at least he knows what he is!
Remember the NW survey of the ultra wealthy…Rauner is the perfect example. He sees no need for social services. He’s never used them, neither have his friends or relations…so they must not be necessary.
