It seemed to be designed to protect Rauner.
It may hace been implimented to protect both Rauner and Rahm.
It seems now to be more about protecting Rahm from Rauner(?)

All six of them? Including the two from Houston?
The idea that GE was Illinois’ “to lose” is one of the finest examples of spin doctor quackery in some time.
But, if you buy it, then you should encourage the governor to adopt the Boston and Massachusetts models of governance, rather than the Jackson and Mississippi ones.
