Rauner asserts that the sunset (actually was a review), that ILBEDC is needed because if your recruit “superstars” they need to be assured of more than a three-year stint. Well… if he’s a one-term Illinois “CEO”, his “superstars are facing the same “sunset”.

He wants to “sell” what we got including unions, social services, and our educational system. Sell, sell, and sell…
And, we “have better people.” How does he think these “better people” got to be who they are? If Illinois is so bad, how can its people be “better”?

So, what will happen if the Dept. of Commerce does not approve a recommendation made by Il. “Bid”ness & Econ. Dev. Corp? I’m thinking it would not be well received by the Gov?
Exactly how will the new corp. be held to a commitment for “transparency”?

Rauner just said he “will be very involved” in this new corporation. Privatization within business and economic development; next is privatization of education system in the state. He is really pushing the turnaround agenda today!

a private-sector board driving economic development (read this as cheerleading and out-of-state company recruiting)is long overdue in Rauner’s mind. He’s following Indiana’s model, which has been reasonably successful, given that state’s relative shortcomings versus Illinois.
This is one where the phrase “elections have consequences” is fair.

Observations-
* He said that ILBEDC will be a 501(c)-3 (not his exact wording, but I think that was his intent, and will be FIOAble. Will it be subject to the Illinois Open Meetings Act? http://www.citizenadvocacycenter.org/uploads/8/8/4/0/8840743/journalist_guide_to_the_open_meetings_act_and_first_amendment.pdf
* Snark alert- “Change is hard.” Bruce Rauner. Yes, but the Dollars seem to flow whenever and to whomever he wants them to!
* Why didn’t he and his donors do this on their own 15 years ago if he’s been so concerned about the State of Illinois all this time???
*Observation- the tension level went WAY up once the CPS questions started. DCEO Director’s smirk seemed to fade real fast, as did the head tilt.
* Claiming to not be in discussions with the bond sellers/buyers… really??? When you’re doing press conferences. Not market influence there. /s

This is an Executive Order. Like it or not, he will not be Governor for Life. It may not be “sunsetable”, but it can be rescinded by a future Executive.

It is telling how often he used the word transparency. From the ILBEDC’s website:
TO THE EXTENT THE CORPORATION WORKS WITH [DCEO] on negotiating grant agreements or tax incentives, the Corporation be subject to transparency laws, including the Freedom of Information Act.
Guess what - everyone who negotiates with DCEO (or any public agency), those negotiations are subject to FOIA (and its exemptions). This new private ILBEDC will be as “transparent” as Sears, Motorolla, ADM and any other private company trolling for public dollars.
Sham transparency.

Privatize, privatize, destroy unions, privatize. No oversight, lack of transparency. Are they subject to FOIA? We’ll figure iut those pesky details later. This Governor is a wrecking ball tearing down the public institutions and middle class supports of this State. Cue the political cartoon.
This Governor also has done many questionably legal actions through EO as of late.

Wisconsin went through the privatization of Economic Development, which resulted in tax money being distributed to well connected groups with little transparency and minimal oversight… resulting in several big “Oops”.

Privatization is where this is all going. Our tax dollars are in a big pot just waiting’ for the takin’.
Education is the largest pot of all. Once that is routed through private hands, do you think there is ANY incentive to save money? Absolutely, not. Tax high, lower the costs (labor, etc.) and REAP THE PROFITS… REAP THE CAPITAL WHEN YOU FOLD BECAUSE THE PROFIT ISN’T WHAT YOU “EXPECTED” (sell the real estate, computers, furniture… it is yours in the privatization process). And notice: there is no cut for the tax payer. There is just more profit for the company.

I have studied P3’s in local government in Illinois and California over the past ten years. Very few successes, many failures. To be successful, there needs to be an equal sharing of risk and benefits/rewards. However, in many alleged P3’s I reviewed, ie., Schaumburg’s Renaissance Center, almost all financial risk fell on the government, while the private partner reaped the benefits. Consequently, I have some real doubts about this. Also, I found it ironic that Rauner is introduced by a DeVry University Official, the same for profit university that is alleged to have bilked students of millions of dollars that we pay for. Go figure.

I’m sure the union would be happy to unrestraint salary restrictions with salary increases so you can recruit more staff.
