(A)t a House committee hearing… Rep. Barbara Flynn Currie, D-Chicago, Madigan’s top lieutenant, said that budget staff from all four legislative caucuses and Rauner’s office were meeting that morning on budget issues. It was the kind of meeting that used to go on regularly back in normal times when everyone was trying to come to some agreement on the budget.
It’s too early to say if anything positive will come out of that budget session. The point is the participants wouldn’t have gotten together if their respective leaders hadn’t signed off on it. And the meeting took place two days after Rauner and Madigan sounded like they were digging in even deeper than before.
What they say publicly does matter. A lot. But what they do privately at the Statehouse often matters even more.

The news caught up with some of the members after the meeting. Seems like a small move forward for a budget, hopefully!

In normal times, I would say a deal is coming together. Now … I don’t know how to read it.

In the last week or so we’ve seen one of Rauner’s Representatives float a possible bill on halting paychecks of the political elite and we’ve just seen Rauner’s hand picked Comptroller say she gonna slow down those same paychecks. I look at it as a positive development. It says, to me anyway, that the Governor is running out of ideas to pressure the Legislature. He’s thrown everything he could think of at them and it’s not working. Maybe, just maybe, he’s looking for a way out…Hope so…

What is occurring is kind of like trying to light a fire with flint and steel. Some times the spark just won’t fall into the nest of tinder. When it does, you have to blow on the spark very gently until it is big enough and catches fire.
The question is will 1.4% douse the efforts with a bucket of cold water.

What Rauner is doing to higher education and social service organizations is more like incendiary carpet bombing…
