This just in… House to take a revote on approp bill

Posted in:

* Rep. Lou Lang just announced that the House will take a new vote on the appropriations bill that they passed last night.

Lang said the reason was that the Republicans had legitimately asked for a verification of the roll call and it was improperly ignored.

Watch the roll call, but Rep. Kate Cloonen usually votes “Present” on any bill containing capital programs because she owns a construction company. She voted “Yes” last night.

* 1:39 pm - Rep. Cloonen stayed “Yes,” so she’ll be consistent. There are 60 “Yes” votes on the board right now and a verification has begun.

Chapa LaVia, Thapedi, Monique Davis are all absent from the roll call. That explains the drop from 63 to 60. Thapedi was here, but he said his button didn’t work.

* 1:41 pm - The verification request has been withdrawn. It passed.

* 1:45 pm - GOP Rep. Cabello apologized for the behavior of some members in the chamber after the debate last night. He said no one should “feel threatened” in the chamber.

Rep. Mike Zalewski added that two members of his party’s staff were “accosted” last night after the debate ended. “They didn’t deserve to be treated that way,” he said. “Staff should never, ever, ever be touched or screamed at.”

It really did go over the top last night. Click here to see part of it. Click here to see more of it.

* Why these Illinois House Democrats voted against Madigan’s budget bill

…Adding More… One of the many nearly identical press releases sent this afternoon by the ILGOP…

Last night, Rep. Michelle Mussman voted for Mike Madigan’s reckless, $7 billion out-of-balance budget. Today, Mussman doubled down by voting for a second time to force a $1,000 tax hike on all Illinois families.

“Not once, but twice did Michelle Mussman show she supports Mike Madigan’s plan to force a massive, $1,000 tax hike on Illinois families. The people of Illinois want state government to live within its means - not have a $7 billion budget hole and unaccountable spending. Until Rep. Mussman works across the aisle to pass a balanced budget with reforms, we know her loyalties lie with Madigan and not the people of Illinois.” – Illinois Republican Party Spokesman Aaron DeGroot

  2. the decision to ignore a verification of the roll call…a decision made by the Speaker of the House? is Lang gonna be in Madigan’s doghouse?

Any Robert’s Rules of Orders people here?

  3. Never a dull moment at the end of session. Oh wait, lots of dull moments but this is the exception.

Comment by Higher Ed Thursday, May 26, 16 @ 1:11 pm

  4. This is only fair. Especially to maintain trust among members. I just wonder if any votes will change.

Comment by Casual observer Thursday, May 26, 16 @ 1:11 pm

  5. According to Rep Sandack on the radio this morning, Madigan was not presiding. I believe Sandack said Art Turner was.

  8. I expected a verification vote today, but I didn’t expect that it would grow the “yea” votes.

Comment by Dome Gnome Thursday, May 26, 16 @ 1:16 pm

  9. The show carries on.

Any odds Madigan flipped some of the =No= votes overnight?

Comment by Formerly Known As... Thursday, May 26, 16 @ 1:17 pm

  10. Watch the video. Madigan picks up the phone, talks for a brief moment and then the vote is called. He then picks up his papers and walks out. This was no accident

  11. Maybe the real question is, after sleeping on it…

    “Does it pass”?

Comment by Oswego Willy Thursday, May 26, 16 @ 1:19 pm

  12. ===This was no accident===

Of course not. My guess is he was calling Saputo’s to let them know he’d be there soon. It was after 7:00pm for crying out loud. I’m sure he didn’t want to lose his table for being late.

    Comment by 47th Ward Thursday, May 26, 16 @ 1:22 pm

  13. If it does pass, without a veto-proof number, and it eventually gets to the Governor… It’s passage was never about implementation(?)

  14. =I expected a verification vote today, but I didn’t expect that it would grow the “yea” votes.=

My bad. What I thought was a verification vote was merely a “motion to reconsider.” Discussion in progress . . .

Comment by Honeybear Thursday, May 26, 16 @ 1:40 pm

  19. Actually I’m not surprised. From listening live and viewing the video I got the feeling that the presiding officer got his signals mixed. If not, some of his respected members talked MJM into a redo.

  23. Cabello sounds a bit hypocritical. Sounding off about “threats” but his boss has threatened many.

Comment by JS Mill Thursday, May 26, 16 @ 1:48 pm

  24. On the topic of “ditto.”

In a February 1888 article called “Walt Whitman’s Advice to the State Scholars,” the poet gave three pieces of advice: “First, don’t write poetry. Second ditto. Third ditto.”

Comment by Dome Gnome Thursday, May 26, 16 @ 1:51 pm

  25. ==Rep. Cloonen stayed “Yes,”==

Could have come up short today if she kept with her usual practice. Can someone please fix Rep Thapedi’s button, immediately?

  31. Assuming that this passes the Senate, which I have no idea how likely that is, this vote does 2 things. Throws cold water on the Republican complaints about process, and puts the heat back on Rauner. Now Rauner gets to own the cuts or the veto.

Comment by Saluki Thursday, May 26, 16 @ 2:13 pm

  32. I get that things were heated last night but it was absolutely despicable that way some Representatives went after that House staff member. What happened is indicative of just how much things have gotten out of control. If the goal was to completely push everyone to the brink of mental breakdown it’s working.

Comment by Demoralized Thursday, May 26, 16 @ 2:17 pm

  33. Its the biggest phoniest phony sham vote ever in the history of the State! Wait, it passed again? :)

Comment by burbanite Thursday, May 26, 16 @ 2:22 pm

  34. Saluki - you have a point, if the audience is made up of those who read this site. But it isn’t. The small amount of attention the average person pays to politics is being spent on the presidential race. Regarding the state, it is “wake me up when it is over”.

  35. In our liberal democracy, important lines are being crossed with increasing frequency. Every line that is crossed creates further risk to our society (see Trump, etc.) Watching elected officials in Ukraine or other legislatures punch and fight is a vision of a future where lines are not respected. That concerns me greatly.

  36. - Honeybear -

Kay railed and railed “to the Bill” and then accidentally asked for an “aye” vote.

    It was fun.

    To the “threatening”

    Here’s what I’m sensing…

The heat is on. It’s on everyone. It’s also on the House GOP. It is in the real, frustrating. What is NOT acceptable is the physical intimidation, and those House Members know exactly Who they are. Obstructing people from moving, screaming obscenities AT a colleague’s face. Who does that? Who decides that physical intimidation is how to be “collegial”.

Maybe the House GOP needs someone Who can give s floor speech about being collegial. Maybe the HGOP members can have someone Who thinks before rushing people and confronting them talk to others about how disrespectful that is to everyone.

It doesn’t matter Who did this. It matters less Who swears at people to make a point. What does matter is tension is high, higher for some, but high for everyone.

I hope Whoever decided it was Wise to confront people with intimidation and making sure others feel uncomfortable find it Wise to think on Who they want to be when others are watching, no matter the tensions they face.

  37. To Willy’s Point:

That Owl owes a public apology on the floor to Counsel and to the chamber in general for his unbecoming conduct, which was in clear violation of the rules of decorum for the house floor and far less than his constituents deserve.

Who-who will be the one to tell him?

  42. Looks above like Sandack has anger-management issues. Was that a staff person he wouldn’t let leave the podium?

Comment by IRLJ Thursday, May 26, 16 @ 5:37 pm

  43. Agreed on Sandack. He comes off as that hyper-competitive parent at a little league game that ends up ruining the event for the kids. These aren’t kids obviously but for crying out loud what adult acts like that?
