if master contract #PSD4017603 has an expiration of 12/16/2017 I don’t understand the need of the emergency procurement? How did the emergency get paid if the original contract couldn’t be

money cant be spent without an approp… why doesnt somone fet an injunction to halt all contracts until there is an aprop? there is no basis for an emergency creating an aprop.

State Parks are not able to procure supplies from vendors they have done business with for years due to non-payment. No one wants to carry the State anymore - do you blame them? Recall that a IL State Park closed due to lack of electricity and garbage service until a Good Samaritan bailed them out. This State is a friggin joke everywhere. A pox on all the Houses and Senate!

Things like this are just the tip of the iceberg. Due to the lack of budget, vendors are responding to IFBs and RFPs across the board with higher proposed costs, to mitigate the risk of not being paid promptly or at all. Someone should take a look at how much money is being flown through in IT and consulting projects with no underlying approp.

Knowing that the current contract holder is not being paid, why would anyone bid on this ‘Emergency Procurement’? Would they not assume that there is a good chance that they too would not be paid?

If the contract/invoice/supplier meet all the parameters of the Vendor Payment Program, a third party will pay 90% of what is owed up front, 10% when state pays, and third party keeps the 1% per month penalty.
From the language on the VPP webpage it appears that they are being very careful how they select the participants. Something must have happened with the first prison bread base supplier.

In light of the lack of a Fiscal Year 2016 budget, the Vendor Payment Program is only available on a limited basis. Invoices that are authorized for payment may be considered for program participation. And someone I know at an agency has burned through all the local supply and some national vendors due to non-payment. Down to only one national company willing to still supply stuff.
Thought the small / local business was the growth engine of the economy? Rauner is doing a good job of trying to kill them off!

Whoever suggested, on this or another thread, that someone should sue the State over doing purchasing without spending authority may be on the right track. They should try to get a state-wide injunction preventing ANY spending with a court order or proper appropriation.
