* Keep an eye on BlueRoomStream’s live video feed from the Statehouse. They’re covering this afternoon’s leaders meeting, which started at 4:30 or so.
At about 5:20, Speaker Madigan and Senate President John Cullerton emerged from the meeting. Madigan’s spokesman Steve Brown announced that the two were “taking a break,” and would return.
I’m hearing from within that this is “potentially” a sign of progress. Keep your fingers crossed. But this being Illinois, don’t hold your breath. You could die.

Let’s hope someone doesn’t come stomping out, hopefully they all realize they will not only mess up the state but also their careers if they don’t stop the toxic behavior.

Norseman- They had better stay inside. There’s a vigil by those affected by the impass going on outside the Capitol. No pitchforks and tar, but better safe than sorry:)

It’s obvious that Illinois can’t implement the same old practices… However, the decisions of those in power previously has really screwed over citizens of the state. They have two options. 1) Be realistic and pass a stop gap that will not bailout CPS or other mishandling, though support it enough to prevent massive layoffs. 2) Spew political rhetoric of not giving anything or give way too much. #1 would probably make more sense. Seriously this game of chicken is foolish.

It’s possible the members of the Assembly could be in for a long day of waiting for orders from the leaders tomorrow. Then suddenly get a complex bill or bills with limited time to understand what they mean in any detail. That would be the typical process wouldn’t it.
This is not pretty and not the way our government should function. But it is what we have come to expect.

This criticism might be valid if Rauner didn’t tie up the budget with non-budget demands that won’t pass. This made the situation worse.
It’s just my opinion, but I think it’s very wrong to hold a budget hostage to demands that are not directly budget-related and won’t pass as stand-alone legislation.
Many agree that we need reforms, but we don’t agree on what reforms we need. Some want Rauneresque reforms. I want to shift the tax burden more on the wealthy, drug sentencing reform and marijuana legalization. We can’t get these reforms, so let’s stop trying to be Messiahs and save the state with radical legislation in drastically-short timelines and instead get what we can. We have to attain the fundamentals first, in my opinion.

Oh I forgot because of the hasty nature of Illinois deal making some type of fatal flaw will likely appear in the bill or bills passed.Then we will need to pass the ever famous “trailer bill” to fix the flaws. That is also what we have come to expect from our government.

Make sure the MOUs are signed and iron clad before voting on anything.
Just because the GA passes a budget and 1.4% signs it, doesn’t mean that he has to spend the money.

If Quinn had told downstate Republicans he was holding funding for the department of corrections and downstate universities hostage until they voted for his gun control legislation, they would have been apoplectic.
BTW, I am sure he could have come up with some argument that before we dumped more money into prisons, we should try to reduce the flow of guns that land many inmates there, and before we send kids off to EIU, we need to ensure the campus is safe.
Still, the constitution prohibits anything but appropriations in a budget bill for just this reason.

Lol. Quinn would have–and should have–been excoriated for pulling something like that.
I hope they can pass a stopgap compromise with some help for CPS. Cullerton did good by pointing an element of unfairness in the way Chicago pays for school pensions.
