  1. The property tax bill related to CPS discussed by Rich is SB 318 house amendment 3.

  2. The important part of SB 318 reads:

    “Beginning on the effective date of this amendatory Act of the 99th General Assembly, for the purpose of making an employer contribution to the Public School Teachers’ Pension and Retirement Fund of Chicago, the board may levy annually, upon all taxable property located within the district, a tax at a rate not to exceed 0.383%. The proceeds from this additional tax shall be paid, as soon as possible after collection directly to Public School Teachers’ Pension and Retirement Fund of Chicago and not to the Board of Education. The rate under this paragraph is not a new rate for the purposes of the Property Tax Extension Limitation Law. Notwithstanding any other provision of law, for the 2016 tax year only, the board shall certify the rate to the county clerk on the effective date of this amendatory Act of the 99th General Assembly, and the county clerk shall extend that rate against all taxable property located within the district as soon after receiving the certification as possible.”

    For the same reason some of the Democrats are. Local politics and re-election. There are enough Democrats and Republicans to see those bills through, so them voting their district does not threaten those bills.

  21. I have a new admiration for the politicophiles. My God, how you stay calm and patient is beyond me. I guess it’s a skill. People used to ask me how I could deal with so much death when I worked in hospice. I much rather deal with death and grief than this horrific sausage making.

    Yep. One reporter had suggested 4 was a Black Caucus initiative. Implication that it wasn’t part of a plan. Currie’s withdrawal of 3 and the size of 4 seems to imply a bigger thing going on by Dems. We’ll see. Hopefully this is a Rauner agreed thing, but not appropriately communicated to HGOP.

I had been hearing over the last couple of days that the stopgap would include federal funds for the entire year, and I assumed that included operations expenses/salaries that are federally funded. However, the Sun-Times today indicated that the 6-month budget was state and federal funds. Can someone clarify? Thanks.

  28. OW- Why would the black caucus do this? I’m not sure I understand. Is this a Dunkin/Rauner trick staged to give the R’s cover for a blowup or to vote no against the stopgap? Does Rauner control more than Dunkin? Only answer if you’ve got the time.

    And they obviously are the key to a structured roll call. Calculated risk that no one will blow it up over $10 million.

    This stuff used to happen all the time when “leaders” had agreed to a structured roll call. Sen. Rock comes to mind, especially.

    From a distance, it appears that Madigan, and perhaps Cullerton, got rolled by a subset of the Dem caucus that took a count and realized the “leverage” they had on a structured, super-majority roll call on a final day.

    What are they, or the GOP leaders for that matter going to do about it at this hour? Blow it up?

    “Leverage” works for everyone.

    I mean, it’s not like they signed contracts or anything.

  48. Is this really, technically, a budget? I am sure there are legal definitions to meet in order to allow funds to transfer and be expended. And given the number of lawyers in the chambers, I suspect it meets those tests.

    But is it really a budget, or just a budget in name only to keep moms and dads away from their reps/senators’ offices with pitchforks?

    No actually, you were quoting OW. I didn’t and still don’t know what was going on with this about the Black Caucus.

    I don’t know why they would pull this, what I would call stunt. Sure, it would make me weary of negotiating with them, but there again. I’m not going to say I am in their shoes.

    No Rauner used hostage taking perfidiously in a way that the hostages couldn’t be freed and were done tremendous harm. The Black caucus just pulled a stunt and then got smacked down. I think there is a big difference.

  62. Anyone have a ballpark on the deficit in this “paid-for” stopgap? The added billions to unpaid bills?

    Because just like that “travesty” the Dems passed at the end of May, this one studiously ignores consent-decree spending.

    I’m sure GOMB will produce those numbers shortly, like they did then.

  77. For Q of Day at end of Spring Session ’bout a month ago, my Word choice to best describe the status of things was “Stopgap.” Somehow, I remained hopeful. Well, all I can say now is, thank God Almighty, it’s done. My one Word choice for today: “Finally…!”
