*** UPDATED x1 - Radogno urges “Present” votes *** This just in… Cullerton intends to start taking votes

Posted in:

* From Senate President John Cullerton’s spokesman John Patterson…

Here’s a status report to give you an idea of where we are:

The Senate President informed the Republican leader that we intend to begin voting today on provisions of the balanced budget and reform package.

The Senate Republicans have asked for a 30 minute caucus.

At the moment, when we start back up the plan would be to take up SB 3 (government consolidation) and see what happens.

As always, things are subject to change, but this is my attempt to give you an idea of where we stand.

John

There is some question about whether the Republicans want to vote today. Plenty of pressure out there to delay at the moment to try and get a better deal. But, as I told subscribers this morning, the Democrats are raring to go. So, they may wind up going alone. But as Patterson says, things are subject to change.

As always, keep a close eye on our live coverage post for instant updates.

*** UPDATE ***  Senate Republican Leader Christine Radogno is urging her fellow Republicans to vote “Present” on the first bill in the grand bargain - local government consolidation. Looks like the Democrats are going to have to go it alone today.

Like any other day in the 21st Century, when it comes to tough votes for realsies.

  4. How does the delayed pay work for calculating the last year for GARS pensions? Are there long-timers in the House who will push to just get this passed (assuming Senate passage), knowing they’ll step down at the end of 2017 with a huge pension bump?

    Nope.

  7. Blergh. Whole thing blows up if Democrats go it alone.

  8. Hope it stays bi-partisan. That’s what is needed to box in both the House and Rauner.

  9. Appears the governor’s so-subtle message via his attack dogs got through.

A two-by-four to the head over the course of a few days can get your attention.

    Sigh!

  12. Missing: put the Illinois Republicans on the back of a milk carton. These guys haven’t voted for anything since Y2K was a thing.

Also, why are the Democrats giving up anything in these negotiations if they’re the only ones voting for them?

Comment by The Captain Wednesday, Feb 8, 17 @ 2:14 pm

  13. There will never be a “Grand Bargain” unless Rauner gets his “Turn Around Agenda”.

Cullerton is being naive if he thinks any different.

Comment by MOON Wednesday, Feb 8, 17 @ 2:14 pm

  14. Rauner has been opposing this while publicly implying he supports it.

Shut the state down and let Rauner take the blame. Go Lisa Madigan.

  15. Dan Proft and IPI are winning?

Is that where this is at?

Also, John Patterson’s stock continues to rise. Read how he’s going about his business. No word jumbles.

    Appreciate the work.

  16. Instead of term limits, how about eliminating the ability to vote “Present.”

Pick a lane!!! Stand for something! Anything!

Comment by Tommydanger Wednesday, Feb 8, 17 @ 2:19 pm

  17. Radogno has to tell her members not to vote for the compromise bills that she, and some of them, personally worked out? Wow! She deserves better.

That probably means some of their caucus are caving to direct and indirect pressures from Rauner. Rauner’s initial reaction to the bills, however the message was purveyed, was “Not good enough. Hold out for more.”

If Radogno’s caucus members don’t support each other, then they cannot hold the line. Can this situation be saved?

  20. ===If Radogno’s caucus members don’t support each other, then they cannot hold the line. Can this situation be saved?===

    This is the reaping of what was sowed;

The complete removal of autonomous caucuses. Now Rauner is reaping, destroying compromise by implosion.

And it only cost him $20 million… for openers.

    Breaks my heart.

    Indeed, Leader Radogno deserves better.

  25. There’s no point in Democrats taking tough votes supporting provisions which are unpopular with their base if there aren’t also some Republican votes on the board.

Comment by AC Wednesday, Feb 8, 17 @ 2:51 pm

  26. If the whole deal topples over because of Cullerton’s unconstitutional pension bill, should the R’s wear the jacket for that?

Comment by Arthur Andersen Wednesday, Feb 8, 17 @ 3:40 pm

  27. Just an fyi. State Sen Schimpf clealy shows why Illinoisians don’t care about higher ed. You would think that the guy who represrnts a good chunk of SIUC would be raring to get a budget deal done. He won in a landslide. Now you know old Blue sees first hand how higher ed needs a haircut, but this Schimpf fellow appears to be a clone of Rauner. He wants to hold the line on revenue increases but when it comes to spending cuts, reverts back to the old waste, fraud and abuse theme. No specifics. Just another politically minded partisan dud.

Comment by blue dog dem Wednesday, Feb 8, 17 @ 3:41 pm

  28. I remember way back when he was first running, Chapin Rose claimed to have a budget ready for Illinois that he had prepared since he went line by line through the budget at that time. Now, he’s just like the rest of them, no courage to step up and make the difficult choices. Hasn’t had a D opponent for years but yet….

Comment by OurMagician Wednesday, Feb 8, 17 @ 3:55 pm

  29. Looks like more credit downgrades are inevitable. When downgrades happened on Quinn’s watch, Rauner said it was the governor’s fault. Of course he will blame the next downgrade on Madigan.

Comment by Anon Wednesday, Feb 8, 17 @ 3:59 pm

  30. ** What a revolting display by the Senate Republicans. **

Please. Both sides are guilty in this mess. If the Dems want this, then they should have the courage of their convictions and pass it. They won’t however, because both sides are more interested in playing “gotcha” politics than in doing their jobs.

Comment by Duh Wednesday, Feb 8, 17 @ 4:01 pm

  31. === If the Dems want this, then they should have the courage of their convictions and pass it.===

Unless it has 37 and 71, why do it?

Rauner has the veto, and Rauner has made clear, “no compromise”

    What else?

Comment by Oswego Willy Wednesday, Feb 8, 17 @ 4:09 pm

  32. The truth is, Senator Radogno could not even enforce discipline on the call for a “present” vote on SB 3. Only six Republicans in addition to herself voted “present” the rest all voted “no” if they were in the chamber for the vote.

  34. My phone can’t “count noses”… 71 and 36.

This premise that a grand bargain should be usurped by Dems “going alone” isn’t a political possibility, it’s a mathematical impossibility. Today.

  41. Dems should not pass anything without rep. Votes. If rep don’t want to step up to table let them take blame.

Comment by Anonymous Wednesday, Feb 8, 17 @ 6:40 pm

  42. Yep, nationally the R’s are on the ropes Generic. Sheesh. Could it be the Dems are so dysfunctional that nothing will work in this state. Look at Illinois, look at Chicago

Comment by PoW Wednesday, Feb 8, 17 @ 7:18 pm

  43. Geez, isnt 2 years long enough? Cant the Gov. rethink his “Rauner makes money agenda” and take a compromise so this state can move on. Maybe the the middle class won’t get crushed as bad. Yes, I’m a GOP and very embarrassed of my party. Will rethink my votes when election time comes. No, I didn’t vote for Bruce.

  44. === the only opinion that matters is Rauner’s ===

Editorials still matter to these guys. And not just the Chicago Tribune.

They are about to realize that the Grand Bargain is their only chance to fund personnel, so there is that as well.

  45. ===Editorials still matter to these guys. And not just the Chicago Tribune.===

    No. No they don’t.

    You’re not paying attention.

Plus, Rauner has had his control over the Edit Boards, less Crain’s, so there’s that too.

    (Sigh)

Illinois has a Republican Governor, did you not notice that?

    ==look at Chicago==

You mean the only part of the state that businesses are moving to, instead of fleeing?
