There is only one way out of poverty and it is an education. If most children between 15 and 22 do not work, nor go to school in Cook County… and there are all these programs to help them,, at some point families need to be held accountable. It is not the Police’s job to walk high schoolers to school, to baby sit them while there, nor babysit them at 3Pm either. At some point a parent or 2 needs to step up to their own childs opportunities and teach them. Society can not teach children alone, nor do police or a multitude of tax payer funded, nor private “help” organizations. It is a parents responsibility to teach their children. Children do what they learn as acceptable behavior.

Mr. Mitchell, Jr–Arrests aren’t expunged; convictions are. And juvenile records are sealed at the age of 18 making expungement generally unnecessary.

Arrest records are subject to being expunged as part of the record. Like if no charges were filed. The State Police have an automatic expunging for their juvenile arrest records if certain criteria are met.

Arrest records can be expunged. There are tons of misconceptions on this.
I’d check out the Illinois Juvenile Justice Commissions Report called “Burdened for Life: The Myth of Juvenile Record Confidentiality and Expungement in Illinois”.
