* Back in 2014, gubernatorial candidate Bruce Rauner wrote this on his Personal PAC questionnaire…
“I fundamentally believe that abortion should be a woman’s private decision, hopefully in consultation with her loved ones and her faith community, and that decision should not be impeded by government,” Rauner wrote in reply to Personal PAC’s questionnaire.
“This principle should apply to all women, regardless of income level or location of residency. As governor, I will work to ensure equal access to contraception and abortion services. It is my hope that by increasing access to reproductive health services we can reduce the incidence of abortions in Illinois, while ensuring that women who do make this decision receive services in a timely manner,” he wrote.
Rauner added: “My highest priority in this area will be to ensure effective administration of the laws regarding access to contraception and provide that access regardless of income. I dislike the Illinois law that restricts abortion coverage under the state Medicaid plan and state employees’ health insurance because I believe it unfairly restricts access based on income. I would support a legislative effort to reverse that law.”
Additionally, Rauner checked “yes” boxes on questions about whether he would sign bills repealing the so-called trigger law as well as legislation about lifting Medicaid and state-employee insurance restrictions. [Emphasis added.]
As you already know, Gov. Rauner recently made it known that he will veto HB 40, which would repeal the trigger law and expand Medicaid and state employee health insurance coverage of abortion.
* The governor was asked about his flip-flop today…
Expanding taxpayer funding, expanding taxpayer funding is a very divisive issue. It’s a very controversial issue. What we need to do is focus in Illinois. We need to protect existing Illinois law, but we need to focus on jobs. We need to focus on reducing property taxes. We need to focus on education funding. We need to focus on getting term limits on elected officials. These are difficult issues. We need to focus on, this has everything, we need to focus.
It has everything to do with focus. What we should not do is take on controversial, divisive issues right now, when we don’t have a balanced budget, when we do not have proper school funding, when we do not have economic growth and job creation. We should not take on divisive, controversial issues and expanding taxpayer funding is a controversial, divisive issue.
We should protect existing law, protect women’s reproductive rights in the state of Illinois. That is not controversial, at least for the majority of folks. Changing and expanding taxpayer funding, very controversial, very divisive and we need to focus. We need to focus on jobs, we need to focus on relief for property taxpayers, we need to focus on proper school funding and we need to focus on fixing our political culture by putting term limits on elected officials.
* He was then asked: “Did you not know in 2014 that this was a divisive issue, and what changed between then and now?”
The governor’s response…
We need, we need to focus. What we don’t have is a balanced budget in Illinois. What we don’t have is structural change to grow jobs, to protect our property taxpayers and bring down our property taxes. What we don’t have is proper school funding in the state of Illinois, and we still don’t have term limits, even though the people of Illinois overwhelmingly want term limits to fix our political culture. We have got to, we have got to focus. We have got to focus, we’ve gotta get this done. Thank you.

As a woman, it sounds like all other state problems are more important.
* Just for clarity, the governor’s budget office filed a fiscal impact note two years ago on a bill with the exact same Medicaid and group health insurance language as HB 40…

This bill is anticipated to have minimal savings to the State.

An accurate cost assessment for this bill cannot be completed at this time because it does not mandate the State to fund these services. However, by removing these prohibitions it opens the State up for significant cost liabilities to incur. It is unknown how often these services would be utilized by Medicaid enrollees or State employees, the exact cost to health insurance plans, or how many new grant requests the Department of Human Services would receive as a response to this, and future related legislation.

The absolute dumbest sentiment I encounter in my job is “why is legislator X doing _____ when they should be focusing on the budget?!”
The entire job of a legislator is to multitask. And pretending that we would have a budget if only everyone dropped all their other bills and sat meditated on it really really hard is asinine.
It’s pretty funny to hear it from a governor rather than an angry citizen.

I predict that Rauner will not find it as easy to slide away and redirect the focus of these questions. This is a hot button issue. It really matters to women. You can’t threaten to take away existing rights with a reference to balancing the budget and getting reforms. Truly apples and oranges.

Surely the state’s legislature can focus on more than one thing, in fact that’s why there’s committees. I assume an appropriations committee would work on a budget? The governor can’t be serious though. Otherwise he would stop campaigning and also work on a budget. He’s just annoyed by the negative publicity he’s getting.
Anyway, abortion may not be Rauner’s priority. It may not ever be a priority for the Rauner family. But there are countless women where this is extremely important.

The comedian Frank Caliendo does a skit where he impersonates John Madden and in the answer to every question that’s posed to him he works in a reference to Brett Favre (Madden’s man crush). Rauner seems to have the same gift only this is real life, not a comedy skit.

Bruce Rauner has finally discovered what it means to be a real Republican rather than a RINO. Willie, do you actually believe this was an intentional deception? Could it be that Rauner is a fiscal conservative and wanted to be governor to bring financial and administrative reform to the state. He personally was a social moderate and ran on that posture. Now with a Republican President and a more conservative Congress, Republicans are expecting more from elected officials. If he wants to win reelection, he has discovered that he needs to make social conservatives happy. Is this deceit or a political awakening?

The deception continues with the answers on the questionnaire.
The hypocrisy isn’t being “enlightened”, the hypocrisy reeks when Rauner deflects ownership of the flip-flop, and the deception of asking people to “look at other things”
That’s textbook hypocrisy, and using deception to change the subject.
It’ll come down to Suburban women and Cosgrove and Personal PAC inserting themselves to educate this suburban women to the RaunerS hypocrisy and deception.

-The continuing budget crisis in Illinois will make that kind of treatment harder to come by as the state’s network of providers is strained. As a result, people seeking addiction treatment face longer wait times
-Illinois’ unfunded pension liability is 10 percent of the entire nation’s total
-Illinois is so horrible that it’s dragging down national higher ed averages
But I mean, we could focus on a bill to repeal a trigger law that will never go into effect because Roe v. Wade will likely not be overturned.

There’s a sensible legislative solution that does not in the least provide a panacea to Pro-Lifers.
The Medicaid angle of this bill was meant to be politically strategic. They underestimated the chamber, the people and the Governor.
Fix the bill. As Rich says, the “trigger” i.e. the exterior Trojan Horse of this bill would pass both chambers in a heartbeat. Expanding the public coverage of this procedure has never enjoyed popular support. Fix the bill and it passes. Don’t fix it and you don’t get what the bill was supposed to accomplish in the first place. You think that might come back to haunt?

I honestly don’t give a rat’s patootie if a politician flip flops on a position, even if it’s away from my personal position, as long as that flip flop represents a true change of heart and/or education about an issue.
He did neither. This is intentional deception and obfuscation. What are we honestly supposed to believe from that last answer? That the TA is now more important than not only basic women’s health care, but also more important than any substantive legislative discussion on anything?

Fundamentally…pay for it yourself. The cost is not prohibitive. In the vast majority of cases it’s elective. Getting a skin tag removed is more expensive. There aren’t clinics for that.
Btw, among the “half” the population (which one assumes he’s referring to women) Are 100% of women for tax payer funded abortion services?

Only 4 states provide voluntarily and the Federal Government does not allow.

I do have a question about this. Not snark or anything, just from that fiscal part. The estimated annual cost for abortion services resulting from House Bill 40 is approximately $1.8 million, which would be 100% GRF funded.
Say for whatever reason signs it and shocks everyone again. Would the lack of a budget affect this?

I don’t want to minimize the importance of women’s health so don’t take this the wrong way but why didn’t those in favor of this bill pass it when the Democrats had the Governors mansion? I realize the talking points are that there is a new president that would change the balance of the SCOTUS should another death occur. But, those same talking points say this is such a critical issue. Why take chances the last decade plus that there was complete democrat control of the legislative process? To my eyes is doesn’t seem like it was a high priority or maybe it is fairly political now.

Desperately stupid remark. There have been discoveries of different methods since 1930. I abhor abortion. Even with that feeling, there’s no legislation I wouldn’t support that makes any procedure safer. These kinds of comments about coat hangers are just idiotic.

Hey Bliss real healthcare for a pregnant woman is called prenatal(relating to pregnant women and their unborn babies) healthcare, abortion is an unnecessary medical procedure in 99% of the case for any medical reason. Abortion just ends an unborn human’s life.

Suburban Hillbilly, no one except extremists on both sides are expecting any SCOTUS action on Roe v Wade. HB 40 was crafted to put Rauner in a corner based on his answers to the 2014 Personal OAC questionnaire. There is not likely enough votes to pass the bill. All they needed was for Rauner to take a position on the bill and he obliged.

As a woman, I’m glad that Gov. Rauner said he would veto HB40, but I disagree with him saying this isn’t the time to deal with controversial issues. If you’re not up for the job, then what are you doing there? And while I think Sen. Biss is a thoughtful guy, I don’t appreciate the line about the “liberty of half the people of our state”…just because I’m a woman does not mean I’m pro-choice. I’m pro-life and I’m tired of individuals and organizations making statements, having rallies, etc. conveying that they speak for and represent all women. They don’t.

I agree with Bliss, except he’s missing the point. A fetus is a separate human being. It’s not a part of a woman’s body. Inside it, yes. A part of it, no. Separate DNA and often even a different blood type.
Bliss’ position in regards to abortion is morally reprehensible.

“Reproductive Freedom” is the phrase that pays. I would think that this means I, as a human, have the right to choose to copulate to create a new human. I don’t think that means I have the right to kill someone just because I don’t want that person around. That’s “Life Termination Freedom”. We might as well be honest about what it is that we want.

All those nasty things you listed are part of the squeeze the beast plan that the governor has engineered. They are not “problems” they are the plan in action.

Biss never claimed to. “Liberty” means the liberty to *not* have an abortion, too.

Wow @ 2:01…I’m a woman too and I happen to believe in a womans’ choice.
“…just because I’m a woman does not mean I’m pro-choice. I’m pro-life and I’m tired of individuals and organizations making statements, having rallies, etc. conveying that they speak for and represent all women. They don’t.”
The same could be said about pro-life rallies and statements. These are individual beliefs and no one speaks for you except you!

Arsenal…you and I will disagree. The comments from Sen. Biss reflect his pro-choice position. I’m saying that when he notes that half of the state’s “liberty” is at stake…mine isn’t just because I’m a woman. I believe in the rights of the unborn. But, I’m not going to get into a debate re: abortion, I just don’t want to be placed into a particular category because of my gender.

Of course it is. I don’t want to own a gun, but if I legally *couldn’t* own a gun, my freedom would still be curtailed.
