To the Honorable Members ofThe Illinois Senate,
100th General Assembly:
Today I veto Senate Bill 6 from the 100th General Assembly, which is part of Speaker Michael Madigan’s 32% permanent income tax increase forced upon the hard working people of Illinois.
The package of legislation fails to address Illinois’ fiscal and economic crisis – and in fact, makes it worse in the long run. It does not balance the budget. It does not make nearly sufficient spending reductions, does not pay down our debt, and holds schools hostage to force a Chicago bailout.
This budget package does not provide property tax relief to struggling families and employers. It does not provide regulatory relief to businesses to create jobs and grow the economy. It does not include real term limits on state elected officials to fix our broken political system.
Even with the Madigan permanent 32% income tax increase, this budget remains $2 billion out of balance for fiscal year 2018. This budget will require even more tax hikes to balance the budget and pay down the bill backlog. This budget puts Illinois on track for major future tax increases and will lead us to become the highest taxed state in America in the coming years.
Moreover, this budget package holds K-12 school funding across Illinois hostage to force a bailout of Chicago Public Schools. Hidden in this budget are terms that withhold school funding unless the school funding formula is rewritten to shift money from suburban and downstate school districts to CPS.
Budgets in Illinois will not be balanced or stay balanced unless our economy grows faster than our government spending. We have been ignoring that truth for 35 years. This budget package includes no changes to create jobs and grow our economy. It will push more families and businesses out of our state.

He is looking for the Win/Win. Rauner wants an override so he has the money, and can fix the blame in the next election. He could of held it, but he sent it right back so the override can take place. If there aren’t enough votes a few extra Rep. will jump on.

This is written by the marketing section of his re-election campaign. Both parties have blame here though. It’s good it’s getting overridden, but there is a need for real reform. This won’t happen with Rauner back in office for 4 more years. Madigan also won’t look at realistic reforms either as long as the governor is seen as enemy #1 by him. However I could’ve seen some resemblance of reform if Rauner wasnt so headstrong on everything.

Then why, a reasonable mind might ask, doesn’t Gov. Tough Guy keep legislators in Springfield until they get the job done?
Because this tax hike/veto/override is exactly what the governor wants.
The willingness to exploit the benefits of the forthcoming revenue (how many times have we heard him boast about school funding under his watch?) while taking none of the responsibility - indeed, while castigating those who do - is appalling.

Madigan is to blame, so is Rauner. The override was needed and Rauner knows it. He’s just going to use it in an attempt to get re-elected again. As an independent I’m really done with this governor’s headstrong nature and Madigan’s inability to consider real reform.
Lets just hope the election cycle doesn’t go completely crazy

Hmmm….this is the income tax rate Rauner wanted.
The approved budget spends less than the Rauner budget.
So what he wants isn’t good enough? Seems like he cannot be pleased.
Property taxes do not impact the state budget and should be a local control issue.
Work on Workers comp changes after budget.
Pension has already been addressed.
2 total Rauner victories and that isn’t enough for little lord Fauntleroy? I wonder which one of his homes he is grilling out at today?

Oh, he realizes it. So far, everything has gone according to his plan … with just a relatively minimal number of GOP votes required.
But we still need to see how this plays out in the House; will be have the same exact names or will there be some “fade” on the D side?

Rauner’s right that we need structural reforms beyond this budget, just wrong about which reform. Why not a new fair-share tax to make sure the top few percenters pay the same *overall* tax rate as the average tax-payer.
It’s the ultimate flat tax plan to avoid redistribution of wealth (upward). GOP should love it, and no constitutional amendment needed. Yea!

How can this tax increase be called “massive?” It’s an extra $1.20 for every $100 earned; and if an individual makes over $38K and itemizes, the tax deductible aspect effectively cuts it down to 90 cents or less for each $100 earned. How does that qualify as “massive?”

The veto message says the budget language re: the appropriation for evidence-based model is holding schools hostage. Of course, the Governor’s own budget in SB2214 had the exact same language…
From SB2214:
“Section 5. The following amounts, or so much thereof as may be necessary, are appropriated to the Illinois State Board of Education for Evidence-Based Funding, provided for in Section 18-8.15 of the School Code:”
From SB6:

RNUG. I just don’t trust the controlling democrats, especially the ones from Chicago.
I am glad this budget is more austere than normal for this same crowd, but I fear full Chicago democrat control of the state.
Mr. Miller doesn’t like this kind of geographical thought line-up, but I think it’s always been this way. Illinois would stand a good chance of being a red state, if not for Chicago, and would have the fiscal values that go with that.
On full alert, here, for stuff/taxes/laws to go south.
BTW, how much money does it cost us statewide, across all categories, to allow Chicago to be a “sanctuary city.”

I’m almost starting to believe that Madigan has won.
Sure, the bottom line is what happens in November 2018.
But in the meanwhile, he gets a budget he can rightly label bipartisan; he gets Rauner earning the ‘Governor Junk’ label by issuing his vetoes; and, regardless of the override vote in the House, Rauner is stuck. If the override works, he’s the one whose attempted obstruction of salvation failed. If the override fails, Rauner wears the jacket for what happens next.

What is your vision of an Illinois without the Chicago area? Yes, it would be a red state. But, the Chicago area is 3/4 the population of the state, has seen 4/5 of all new job creation since the recession, and generates 2/3 of all state tax revenue.

Exactly and big ag downstate isn’t looking so great as the ethanol gravy train is going to run out. The Chicago economic machine importance will continue to grow and its taxes will provide the elderly non-public sector “tax eaters” with the social support as they grow old. About as sad and humorous as all of the rural poor elderly whites who cheered Trump and are now finding out what that really means for them.

No reform bills. More status quo. Madigan and Rauner still sniping at each other in the spirit of discussion and cooperation, as redefined by Springfield politicians.
Just tax increases and spending measures. Past due bills? May be paid down a smidge. This assumes everyone has the intestinal fortitude to watch spending carefully. This also assumes court ordered spending doesn’t overwhelm these packages. How many other lawsuits demanding payment are out there? Including the union matters?

Except for Constitutional guarantees - like the pensions, which some people can’t accept- nothing is permanent. The next GA can come up with a different tax rate. So for that (several banned words) Rauner to begin his veto message with that claim is just so much (banned words.)

I hope all will see that in his 1st paragraph he explains everything. This is an Illinois tax increase not one specific person. The governor has never stopped running for office long enough to govern. Trying to label the increase to the speaker is SAD, the governor’s proposed budget required increased revenue to fill its gap. If the governor really didn’t want a tax increase he should have submitted a budget that balanced with current revenue
what do “good” business people do with an employee that refuses to do his job?

Tax hike Mike’s plan is just more of the same that has driven the state to the brink of finincial failure. We all know what Tax Hike Mike will do with more money -spend it. While increasing taxes might be part of the solution, it is not the solution. We need more growth, more jobs, and less regulation to create a more competitive state. Hiking taxes just doesn’t do what needs to be done. After the money is spent by dems, where will we be? Still hemoraging jobs and people. Still headed for finincial failure. Madigan has run the state for more than 20 years. Madigan and his crew own the debt. All of it.
