Good morning, everyone!
Thank you for welcoming me to the team yesterday. I’m honored to join you as we position Illinois to become the most prosperous, compassionate, and free state in the nation.
As we discussed, there are four critical areas I’d like you to focus on in the coming month.
1. Please share with me your best ideas for transforming Illinois through better public policy and improved operations by Friday at 3:00 p.m. I follow the approach of Completed Staff Work; this will give you guidance on how to present your ideas.
2. We’re going to share incredible stories of the men, women, and children who deserve a revitalized Illinois. More information will follow, but here’s a good overview of where we are headed.
3. I’m looking for your excellence. How can you approach an aspect of your work in a new and better way today?

I don’t understand — Rauner’s top peeps work in Chicago?
How does that work, when we know that the governor’s primary residence is at the state fairgrounds, not his Winnetka crib or Loop condos?
Shouldn’t they work where the boss spends all his time?

As a private equity guy, Rauner was the outsourcer-in-chief. So now he’s outsourcing his entire administration to IPI.

The hypocrisy of IPI staff taking state jobs and concomitant salaries is palpable. Taxpayers need to fund their salaries but not Medicaid recipients, or social service clients, or higher education students and institutions, have I got that correct?

If she is serious about it, seeing how Ms. Rasmussen’s “Doctrine of Completed Staff Work” approach - which is a tried and true concept - plays among the numerous neurotic, know-it-all, micromanaging, political tools who are presently serving as department and agency secretaries and directors. It will clash greatly with the “when I want your opinion I’ll give it to you” philosophy which currently prevails in many cases. My bet is she gets ignored.

I met her twice when she first started with IPI. She was actually very pleasant but hard core on her beliefs. She didn’t even want to hear any talk of working toward a middle ground. All or nothing. Since I am a middle ground Dem she had absolutely no use for someone like me after that.

In the interests of “radical candor,” Rasmussen could let us know how many personal staff members Rauner has stashed around Illinois agencies.
For example, we know that Beth Purvis, the imaginary “secretary of education” is actually a contract employee at DHS.
But did you know that Leslie Munger is not actually deputy governor, but senior operations director at Healthcare and Family Services?

Not among that crowd. They believe taxation is theft and regulation goes against every principle that the country was founded on. Looking at it through that lens, the comment makes perfect sense. In their mind, they’re fighting the equivalent of the Soviet Union.

After skimming the articles, this is good stuff.
Anyone that is for smaller government, getting ahead of the public pension problem, and generally moving Illinois towards the right, has to hope Rauner can do better. Hopefully the new team appreciates incrementalism; it’s good for office morale, too.
To date, he’s been surrounded by the “manipulative empathy,” and “obnoxious aggression” types. (from first article link)
If he continues to run around for 18 more months complaining about other people, submitting phony budgets, telling whoppers, it isn’t going to get him re-elected.
Rauner needs an accomplishment soon. May I suggest a negotiated property tax freeze tied to something Chicago Democrats want like CPS money, or a progressive income tax swap on 2018 ballot?

Up until January 2019 they will use the power of the Governor’s office to starve the state as much as they can. They will then place the blame on those who oppose their “reforms”. They will then hope that being disciplined and sticking to a few talking points will enable to brainwash enough people into giving them a 2nd term. There are no plans to actually accomplish some worthwhile objectives so that the Governor can actually run on his record.

I haven’t had the chance to read all of the comments on the various posts so I’m sure someone has elucidated this better than I will. But if there was ever any doubt about Governor Gaslight’a intentions to destroy government as we know it, as something that can actually help people, that doubt should be entirely removed now, Diana Rauner’s contentions of no social agenda notwithstanding.
Rauner stands for nothing more than the destruction of the entire social safety net. I have no printable words to continue speaking of it.

the new “Superstars” were hired after the budget passed, did not the budget contain a Tier III? I wonder if BVR is paying them out of the funds he “accidentally” paid his new Deputy Governor Ms. M. Or is he paying them out of the DHS budget, HFS, EPA, CMS. Will it come out that he has to pay them Tier I cause they are worth it? as in my staff needs Tier I, but AFSCME doesn’t, cause it is too Platinum.

Interesting point. I never really had my tin foil hat on how he made his millions. Maybe Rauner may have had some godfathers on his way to being such a successful “businessman”. Might also explain how why the Rahm friendship went south. Maybe they thought he would capitulate and be a true believer but never came around. Interesting.

Walker & Joe B: Yes, this is how I see it. A battle for the soul of Illinois has been openly proclaimed between the IPI and the Democrats, with the governor now merely a stand-in. Things will get very ugly over SB1 (not sure what IPI’s talking points against equitable school funding might be, but I’m sure they have plenty).
Illinois is the state to watch over the next couple of years, it’s going to be Ground Zero in this struggle. If the IPI wins in the legislature this round, we should anticipate a flood of money from outside the state in the gubernatorial race.
Watching a 32-year-old go up against the man who’s probably the sharpest political strategist and tactician in the U.S. currently is going to make for some fascinating–and horrifying–drama.

I have 2 takes on it. (1) they may get special pension sweeteners like some of the superstars did and (2) one of the small pension changes makes it more lucrative (for short timers that will never earn a pension anyway) to pull your money out of the pension fund than it used to be.

One thing this signals to me is the pulling back of the business community from Rauner.
These are hardened ideologues. These are inflexible, un-self-differentiated people.
Business needed attention and they didn’t get it from Rauner. He gutted DCEO and illegal Intersect Illinois was feckless.
This signals to me an Alamo maneuver. Get the zealots inside the wall for the last stand.
Rauner failed the business community.
The damage that Rauner did is incontrovertible.

Now this may be naive or impractical or inefficient, but I always thought supervisors were supposed to, you know, supervise. Not just sit on their rear while their underlings do literally all the work and spoon feed them, so that they only have to say yes or no. This might be quicker and thus more efficient, but there is basically no reason for the “Commander” - as the doctrine describes the decision maker - to exist in this scenario. And saying that only people who don’t know how to do their job ask their boss for help? Inaccurate, damaging, and insulting. There has to be a balancing of the two I think. In my opinion, Completed Staff Work was written by someone who didn’t want to do any work.

Sometimes the best way to deal with critical unbelievers, the ideological ones that refuse to believe the difficult realities of real government, is to invite them in.
So here they are.
They get to find out first hand.

I hope the best for GOP and Dems, after this latest battle. Maybe these new people will be more helpful solving Illinois’ problems.
Illinoisans need smart people making tough decisions in order to get ahead of this public pension situation, weak school’s and their funding, and middle class burdens like property taxes.
Watched War Room, the other night. With that mindset, there are definitely opportunities for folks to be patient, cooperative, and hopeful in order to accomplish something good.

The website says it comes from the military, but I never once heard of it when I was in the Marines. It sounds exactly like what you say: an excuse for lazy senior officers to avoid as much work as possible. And what kind of snowflake senior officer needs to be “protected from half-baked ideas, voluminous memoranda, and immature oral presentations”? So much for real leadership.

KR seems to follow the Donald Rumsfeld principle:
“We need more coercive diplomacy with respect to Syria and Libya, and we need it fast. If they mess up Iraq, it will delay bringing our troops home.
We also need to solve the Pakistan problem.
And Korea doesn’t seem to be going well.
