* Dusty Rhodes followed up on a claim made during Gov. Rauner’s SB 1 press conference yesterday. Why didn’t ISBE crunch Rauner’s numbers on his still secret education funding reform proposal?…
Another topic Rauner sidestepped today was whether the Illinois State Board of Education had run the numbers on his plan. State Sen. Bill Brady (R-Bloomington) stepped to the microphone to state that ISBE analyzes only legislation, not proposals.
Via email, ISBE spokesperson Jackie Mathews later offered this explanation for the confusion: “ISBE will produce an analysis for legislation before it is filed but will make the analysis public only at the request of the bill sponsor. An analysis is considered draft until the bill is filed.”

Senator Brady continues to disappoint but not surprise. One might suggest he would be better suited to the role of dogcatcher rather than senator but given his desire to use a gas chamber for mass euthanasia of shelter animals that wouldn’t be a good fit either.

So Brady, let us see your bill. We have some time while SB1 is being held. It is looking more like the Raunerites are holding schools hostage. They want to AV the only bill out there and are chicken to present an alternative.

Granted, we have not seen what the Governor will propose in his amendatory veto, but it sure sounds like it’s going to rely on Senator Barickman’s SB 1124. Has the ISBE done an analysis of Amendment #3 to that bill? It was filed on June 14th.

I find Sen. Brady comment purposefully misleading at best, and at worse a lie. He knows how the process works and clearly ISBE could can analyze and provide feedback on SB1. Reminds me of Rep. Hutgren who voted for the the Health Care Act before understanding the GOMB score and how it would affect his district.

Rauner is grasping at what he thinks can be used as leverage and still look like a victim doing it.
The problem is that the IPI Comms folks aren’t talented enough to shape policy within messaging, unless it’s think tank silliness.
Probably the best “real-life” example of taking those “thinking” in the dorm room, eating brownies, then having to actually try, sans brownies, to do what you thought was possible.
That’s the way the “brownie” crumbles.

The Democrats are fully capable of looking at the
Brady bill on a district by district basis. Advance Illinois has the staff necessary to do this and it’s heavily funded by the Steans Family Foundation. This issue is pointless.

It’s either dorm room wishful thinking by Rauner, or it’s a slight of hand hoping that “enough” has been said without anyone prying by asking for, you guessed it, the language.

Rauner is still playing hide the ball. This isn’t leadership, this is the opposite of leadership.

Is it required to release hoped for language prior to the AV? I doubt it. More made up rules from….
These issues really do not intersect– holding of bill to prevent AV and proposed language post AV.

A. A 40 year veteran of the process

He did. A few seconds after some of his Bad Opera crew said they wouldn’t.
But none of them, if I recall, had a clue as to what they wanted to leverage.
With the tax increase and budget off the table, what exactly is worth the risk of Downstate schools not opening or closing early?
Indulging anger and petulance?
I’d caution GOP legislator not to expect experienced hands in the governor’s office to save them from a horrible miscalculation. There’s not a steady hand on the tiller right now in the governor’s office.

It is very unlikely whatever the Governor proposes will not in effect be the Brady bill. The Brady bill incorporates major parts of SB1. The only interesting issue would be if Governor Rauner added voucher language to the bill, both Madigan and Cullerton have voted for voucher bills in the past.

I can probably count on one hand the number of people who actually understand the computer model used to calculate state aid. IF ISBE didn’t run them then I’d like to know who did? Did they just take the money for Chicago and allocate it amongst the rest of the schools on a proportional basis based on the amount of aid they were receiving under SB 1? If you’re going to put out numbers you really need to tell us how you got them.
