I would LOVE to hear Sen. Cullerton’s reason for not sending SB1 to the Governor. Perhaps they’ll send it to the Gov’s desk a day before school starts, he’ll do an amendatory veto, and then the GA will try to override the veto.

Since Rauner already has the language in SB1, his amendatory veto should be drafted and ready to go.
Whole thing could be finished Monday. At least the Senate part.

One reason not to send it - attendance issues. August 14th is the first dispersement day. It’s easier to get all people in August after everyone’s travel plans. If click starts ticking on July 31 then they can take action with a full attendance before August 14th.
